A BILL
To amend the Food, Conservation, and Energy Act of 2008
to provide families year-round access to nutrition incen-
tives under the Gus Schumacher Nutrition Incentive Pro-
gram, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Supporting all Healthy 4
Options when Purchasing Produce Act of 2025’’ or the 5
‘‘SHOPP Act of 2025’’. 6

SEC. 2. NUTRITION INCENTIVES UNDER GUS SCHUMACHER 1
NUTRITION INCENTIVE PROGRAM. 2
Section 4405 of the Food, Conservation, and Energy 3
Act of 2008 (7 U.S.C. 7517) is amended— 4
(1) in subsection (b)(2)(B)— 5
(A) by redesignating clauses (ix) and (x) 6
as clauses (x) and (xi), respectively; and 7
(B) by inserting after clause (viii) the fol-8
lowing: 9
‘‘(ix) increase the year-round avail-10
ability of the incentive described in sub-11
paragraph (A)(ii)(II) by offering fresh fro-12
zen fruits or vegetables;’’; and 13
(2) in subsection (c)— 14
(A) in paragraph (1)(A), by striking 15
‘‘fruits and vegetables’’ and inserting ‘‘fruits, 16
vegetables, and legumes’’; and 17
(B) in paragraph (3), by striking ‘‘fresh 18
fruits and vegetables’’ each place it appears and 19
inserting ‘‘fresh or fresh frozen fruits, vegeta-20
bles, and legumes’’. 21
