41 | 41 | | (3) in 2022, the United States was 100 percent 11 |

42 | 42 | | import reliant for 12 out of 50 critical minerals and 12 |

43 | 43 | | more than 50 percent import reliant for an addi-13 |

44 | 44 | | tional 31 critical mineral commodities classified as 14 |

45 | 45 | | ‘‘critical’’ by the United States Geological Survey, 15 |
---|
46 | 46 | | and the People’s Republic of China was the top pro-16 |
---|
47 | 47 | | ducing nation for 30 of those 50 critical minerals; 17 |

48 | 48 | | (4) as of July 2023, companies based in the 18 |
---|
49 | 49 | | People’s Republic of China that extract critical min-19 |
---|
50 | 50 | | erals around the world have received hundreds of 20 |

51 | 51 | | charges of human rights violations; and 21 |

52 | 52 | | (5) on August 29, 2014, the World Trade Or-22 |

53 | 53 | | ganization Dispute Settlement Body adopted find-23 |

54 | 54 | | ings that the export restraints by the People’s Re-24 |

55 | 55 | | public of China on rare earth metals, which harmed 25 |
