A BILL
To amend title XI of the Social Security Act to equalize
the negotiation period between small-molecule and bio-
logic candidates under the Drug Price Negotiation Pro-
gram.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Ensuring Pathways 4
to Innovative Cures Act of 2025’’ or the ‘‘EPIC Act of 5
2025’’. 6

DIDATES UNDER THE DRUG PRICE NEGOTIA-3
TION PROGRAM. 4
Section 1192(e)(1)(A)(ii) of the Social Security Act 5
(42 U.S.C. 1320f–1(e)(1)(A)(ii)) is amended— 6
(1) by striking ‘‘year, at least 7’’ and inserting 7
‘‘year— 8
‘‘(I) for initial price applicability 9
years 2026 and 2027, at least 7’’; and 10
(2) by adding at the end the following: 11
‘‘(II) for initial price applicability 12
year 2028 and each subsequent initial 13
price applicability year, at least 11 14
years will have elapsed since the date 15
of such approval; and’’. 16
