A BILL
To repeal certain executive orders.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Defending American 4
Jobs and Affordable Energy Act of 2025’’. 5
SEC. 2. REPEAL OF EXECUTIVE ORDERS. 6
(a) I
NGENERAL.—Effective beginning on the date 7
of enactment of this Act, the Executive orders described 8
in subsection (b) shall have no force or effect and no Fed-9

or carry out those Executive orders. 2

XECUTIVEORDERSDESCRIBED.—The Execu-3
tive orders referred to in subsection (a) are the following: 4
(1) Executive order entitled ‘‘Unleashing Amer-5
ican Energy’’ issued January 20, 2025. 6
(2) Executive order entitled ‘‘Putting America 7
First in International Environmental Agreements’’ 8
issued January 20, 2025. 9
(3) Executive order entitled ‘‘Declaring a Na-10
tional Energy Emergency’’ issued January 20, 2025. 11
(4) Executive order entitled ‘‘Temporary With-12
drawal of All Areas on the Outer Continental Shelf 13
from Offshore Wind Leasing and Review of the Fed-14
eral Government’s Leasing and Permitting Practices 15
for Wind Projects’’ issued January 20, 2025. 16
SEC. 3. SAVINGS PROVISION. 17
Nothing in this Act shall be construed to impair any 18
authority granted to the President. 19
