NORTHERN BORDER THREAT ANALYSIS AND 1 STRATEGY. 2 (a) N ORTHERNBORDERTHREATANALYSIS.—Sec-3 tion 3(a) of the Northern Border Security Review Act 4 (Public Law 114–267) is amended— 5 (1) in the matter preceding paragraph (1), by 6 striking ‘‘180 days after the date of enactment of 7 this Act’’ and inserting ‘‘September 2, 2025, and 8 every 3 years thereafter’’; 9 (2) by redesignating paragraphs (2), (3), and 10 (4) as paragraphs (3), (4), and (5), respectively; and 11 (3) by inserting after paragraph (1) the fol-12 lowing: 13 ‘‘(2) an assessment of recent changes in the 14 amount and demographics of apprehensions at the 15 Northern Border, including an analysis of apprehen-16 sion changes at the sector level.’’. 17 (b) N ORTHERNBORDERSTRATEGYUPDATES.—Sec-18 tion 3 of the Northern Border Security Review Act (Public 19 Law 114–267) is amended— 20 (1) by redesignating subsection (c) as sub-21 section (d); and 22 (2) by inserting after subsection (b) the fol-23 lowing: 24 ‘‘(c) N ORTHERNBORDERSTRATEGYUPDATES.— 25 The Secretary of Homeland Security shall update the De-26 VerDate Sep 11 2014 21:35 Mar 06, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S850.IS S850 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •S 850 IS partment of Homeland Security’s Northern Border strat-1 egy not later than September 2, 2026, and every 5 years 2 thereafter, and shall incorporate the results of the most 3 recent threat analysis in each such update.’’. 4 (c) C LASSIFIEDBRIEFINGS.—Section 3 of the North-5 ern Border Security Review Act, as amended by sub-6 sections (a) and (b), is further amended by adding at the 7 end the following: 8 ‘‘(e) C LASSIFIEDBRIEFINGS.—Not later than 30 9 days after the submission of each threat analysis pursuant 10 to subsection (a), the Secretary of Homeland Security 11 shall provide a classified briefing regarding such analysis 12 to the appropriate congressional committees.’’. 13 (d) I MPLEMENTATION OF CERTAINGOVERNMENT 14 A CCOUNTABILITY OFFICERECOMMENDATIONS .—Not 15 later than 180 days after the date of the enactment of 16 this Act, the Secretary of Homeland Security, acting 17 through the Executive Assistant Commissioner of Air and 18 Marine Operations of U.S. Customs and Border Protec-19 tion, shall develop performance measures to assess the ef-20 fectiveness of Air and Marine Operations at securing the 21 northern border between ports of entry in the air and mar-22 itime environments. 23 VerDate Sep 11 2014 21:35 Mar 06, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S850.IS S850 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •S 850 IS SEC. 3.
