1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Strategy and Invest-4
2020 ment in Rural Housing Preservation Act of 2025’’. 5
2121 SEC. 2. PERMANENT ESTABLISHMENT OF HOUSING PRES-6

3434 nanced under section 514, 515, or 516. 6

3838 O OWNERS.—On an annual basis, the 8
3939 Secretary shall provide written notice to each owner 9
4040 of a property financed under section 514, 515, or 10
4141 516 that will mature within the 4-year period begin-11
4242 ning upon the provision of the notice, setting forth 12
4343 the options and financial incentives that are avail-13
4444 able to facilitate the extension of the loan term or 14
4545 the option to decouple a rental assistance contract 15
4646 pursuant to subsection (f). 16

5050 N GENERAL.—For each property fi-18
5151 nanced under section 514, 515, or 516, begin-19
5252 ning not later than the date that is 3 years be-20
5353 fore the date on which the loan will mature, the 21
5454 Secretary shall, on an annual basis, provide 22
5555 written notice to each household residing in the 23
5656 property that informs them of — 24
5757 ‘‘(i) the date of the loan maturity; 25

6767 section 8 of the United States Housing Act 7
6868 of 1937 (42 U.S.C. 1437f) after that ma-8
6969 turity. 9

7171 ANGUAGE.—Notice under this para-10
7272 graph shall be provided in plain English and 11
7373 shall be translated to other languages in the 12
7474 case of any property that has a significant 13
7575 number of residents who speak those other lan-14

7878 OANRESTRUCTURING.—Under the program 16
7979 under this section, in any circumstance in which the Sec-17
8080 retary proposes a restructuring to an owner or an owner 18
8181 proposes a restructuring to the Secretary, the Secretary 19
8282 may restructure such existing housing loans, as the Sec-20
8383 retary considers appropriate, for the purpose of ensuring 21
8484 that those projects have sufficient resources to preserve 22
8585 the projects to provide safe and affordable housing for low- 23
8686 income residents and farm laborers, by— 24
8787 ‘‘(1) reducing or eliminating interest; 25

9292 ‘‘(3) subordinating, reducing, or reamortizing 2
9393 loan debt; and 3
9494 ‘‘(4) providing other financial assistance, in-4
9595 cluding advances, payments, and incentives (includ-5
9696 ing the ability of owners to obtain reasonable re-6
9797 turns on investment) required by the Secretary. 7

9999 ENEWAL OFRENTALASSISTANCE.— 8
100100 ‘‘(1) I
101101 N GENERAL.—When the Secretary pro-9
102102 poses to restructure a loan or agrees to the proposal 10
103103 of an owner to restructure a loan pursuant to sub-11
104104 section (c), the Secretary shall offer to renew the 12
105105 rental assistance contract under section 521(a)(2) 13
106106 for the shorter of the term of the loan or a 20-year 14
107107 term that is subject to annual appropriations, pro-15
108108 vided that the owner agrees to bring the property up 16
109109 to or maintain the property at such standards that 17
110110 will ensure maintenance of the property as decent, 18
111111 safe, and sanitary housing for the full term of the 19
112112 rental assistance contract. 20
113113 ‘‘(2) A
114114 DDITIONAL RENTAL ASSISTANCE .—With 21
115115 respect to a project described in paragraph (1), if 22
116116 rental assistance is not available for all households 23
117117 in the project for which the loan is being restruc-24
118118 tured pursuant to subsection (c), the Secretary may 25

124124 make the project safe and affordable to low-income 3

127127 ESTRICTIVEUSEAGREEMENTS.— 5

129129 EQUIREMENT.—As part of the preserva-6
130130 tion and revitalization agreement for a project, the 7
131131 Secretary shall obtain a restrictive use agreement 8
132132 that is recorded and obligates the owner to operate 9
133133 the project in accordance with this title. 10

137137 O EXTENSION OF RENTAL ASSIST -12
138138 ANCE CONTRACT.—Except when the Secretary 13
139139 enters into a 20-year extension of the rental as-14
140140 sistance contract for a project, the term of the 15
141141 restrictive use agreement for the project shall 16
142142 be consistent with the term of the restructured 17
143143 loan for the project. 18
144144 ‘‘(B) E
145145 XTENSION OF RENTAL ASSISTANCE 19
146146 CONTRACT.—If the Secretary enters into a 20- 20
147147 year extension of the rental assistance contract 21
148148 for a project, the term of the restrictive use 22
149149 agreement for the project shall be for the longer 23
150150 of 20 years or the remaining term of the loan. 24

155155 terminate the 20-year restrictive use agreement 2
156156 for a project before the end of the term of the 3
157157 agreement if the 20-year rental assistance con-4
158158 tract for the project with the owner is termi-5
159159 nated at any time for reasons outside the con-6
160160 trol of the owner. 7

162162 ECOUPLING OFRENTALASSISTANCE.— 8
163163 ‘‘(1) R
164164 ENEWAL OF RENTAL ASSISTANCE CON -9
165165 TRACT.—If the Secretary determines that a matur-10
166166 ing loan for a project that matures within the 4-year 11
167167 notification period described in subsection (b)(1) 12
168168 cannot reasonably be restructured in accordance 13
169169 with subsection (c) because it is not financially fea-14
170170 sible or the owner does not agree with the proposed 15
171171 restructuring, and the project was operating with 16
172172 rental assistance under section 521, the Secretary 17
173173 may renew the rental assistance contract, notwith-18
174174 standing any provision of section 521 that the recipi-19
175175 ent may be a borrower under section 514 or 515, for 20
176176 a term, subject to annual appropriations, of 20 21
177177 years, provided that the owner enters into a restric-22
178178 tive use agreement. 23
179179 ‘‘(2) A
180180 DDITIONAL RENTAL ASSISTANCE .—With 24
181181 respect to a project described in paragraph (1), if 25

191191 ENTS.—Any agreement to extend the 6
192192 term of the rental assistance contract under section 7
193193 521 for a project shall obligate the owner to con-8
194194 tinue to maintain the project as decent, safe and 9
195195 sanitary housing and to operate the development in 10
196196 accordance with this title, except that rents shall be 11
197197 based on the lesser of— 12
198198 ‘‘(A) the budget-based needs of the project; 13
199199 or 14
200200 ‘‘(B) the operating cost adjustment factor 15
201201 as a payment standard as provided under sec-16
202202 tion 524 of the Multifamily Assisted Housing 17
203203 Reform and Affordability Act of 1997 (42 18
204204 U.S.C. 1437 note). 19

206206 ONDITIONS FOR APPROVAL .— 20
207207 ‘‘(A) P
208208 LAN.—Before the approval of a 21
209209 rental assistance contract authorized under this 22
210210 section, the Secretary shall require the owner to 23
211211 submit to the Secretary a plan that identifies fi-24
212212 nancing sources and a timetable for renovations 25

220220 UTOMATIC APPROVAL .—If a plan 4
221221 submitted under subparagraph (A) is not acted 5
222222 upon by the Secretary within 30 days of the 6
223223 submission, the rental assistance contract is 7
224224 automatically approved for not more than a 1- 8
225225 year period. 9

227227 ULTIFAMILYHOUSINGTRANSFERTECHNICAL 10

229229 SSISTANCE.—Under the program under this section, the 11
230230 Secretary may provide grants to qualified nonprofit orga-12
231231 nizations and public housing agencies to provide technical 13
232232 assistance, including financial and legal services, to bor-14
233233 rowers under loans under this title for multifamily housing 15
234234 to facilitate the acquisition or preservation of such multi-16
235235 family housing properties in areas where the Secretary de-17
236236 termines there is a risk of loss of affordable housing. 18
237237 ‘‘(h) T
238238 RANSFER OFRENTALASSISTANCE.— 19
239239 ‘‘(1) I
240240 N GENERAL.—The Secretary shall develop 20
241241 a process— 21
242242 ‘‘(A) to support tenants residing in a rent-22
243243 al project originally financed under section 514, 23
244244 515, or 516— 24

249249 matured or have been prepaid; and 2
250250 ‘‘(ii) the owner of which will not re-3
251251 structure the loan or continue a rental as-4
252252 sistance contract under this section; 5
253253 ‘‘(B) that expedites the ability of those 6
254254 tenants to transfer rental assistance to another 7
255255 property financed under section 514, 515, or 8
256256 516, or obtain a housing voucher; 9
257257 ‘‘(C) that allows those tenants to pre-reg-10
258258 ister to transfer rental assistance; and 11
259259 ‘‘(D) that provides time frames for proc-12
260260 essing transfer or voucher requests for those 13
261261 tenants. 14
262262 ‘‘(i) A
263263 DMINISTRATIVEEXPENSES.—Of any amounts 15
264264 made available for the program under this section for any 16
265265 fiscal year, the Secretary may use not more than 17
266266 $1,000,000 for administrative expenses for carrying out 18
267267 such program. 19
268268 ‘‘(j) A
269269 UTHORIZATION OF APPROPRIATIONS.—There 20
270270 is authorized to be appropriated for the program under 21
271271 this section $200,000,000 for each of fiscal years 2026 22
272272 through 2030. 23

279279 after the date of enactment of the Strategy and In-2
280280 vestment in Rural Housing Preservation Act of 3
281281 2025, the Secretary shall— 4
282282 ‘‘(A) publish an advance notice of proposed 5
283283 rulemaking; and 6
284284 ‘‘(B) consult with appropriate stake-7
285285 holders. 8
286286 ‘‘(2) I
287287 NTERIM FINAL RULE .—Not later than 1 9
288288 year after the date of enactment of the Strategy and 10
289289 Investment in Rural Housing Preservation Act of 11
290290 2025, the Secretary shall publish an interim final 12
291291 rule to carry out this section.’’. 13
292292 SEC. 3. ELIGIBILITY FOR RURAL HOUSING VOUCHERS. 14
293293 Section 542 of the Housing Act of 1949 (42 U.S.C. 15
294294 1490r) is amended by adding at the end the following: 16
295295 ‘‘(c) E
296296 LIGIBILITY OFHOUSEHOLDS IN SECTIONS 17
297297 514, 515,
298298 AND516 PROJECTS.—The Secretary may pro-18
299299 vide rural housing vouchers under this section for any low- 19
300300 income household (including those not receiving rental as-20
301301 sistance) residing for the remaining term of their lease in 21
302302 effect just prior to prepayment, in a property financed 22
303303 with a loan made or insured under section 514 or 515, 23
304304 or a grant under section 516, that has— 24

312312 ‘‘(3) matured after September 30, 2005 and the 5
313313 property is not receiving rental assistance under sec-6
314314 tion 545(f).’’. 7
315315 SEC. 4. AMOUNT OF VOUCHER ASSISTANCE. 8
316316 Notwithstanding any other provision of law, in the 9
317317 case of any rural housing voucher provided pursuant to 10
318318 section 542 of the Housing Act of 1949 (42 U.S.C. 11
319319 1490r), the amount of the monthly assistance payment for 12
320320 the household on whose behalf the assistance is provided 13
321321 shall be determined as provided in subsection (a) of such 14
322322 section 542. 15
323323 SEC. 5. RENTAL ASSISTANCE CONTRACT AUTHORITY. 16
324324 Section 521(d) of the Housing Act of 1949 (42 17
325325 U.S.C. 1490a(d)) is amended— 18
326326 (1) in paragraph (1)— 19
327327 (A) by redesignating subparagraphs (B) 20
328328 and (C) as subparagraphs (C) and (D), respec-21
329329 tively; 22
330330 (B) by inserting after subparagraph (A) 23
331331 the following: 24

341341 the loan, whichever is shorter, subject to 7
342342 amounts made available in appropriations 8
343343 Acts;’’; 9
344344 (C) in subparagraph (C), as so redesig-10
345345 nated, by striking ‘‘subparagraph (A)’’ and in-11
346346 serting ‘‘subparagraphs (A) and (B)’’; and 12
347347 (D) in subparagraph (D), as so redesig-13
348348 nated, by striking ‘‘subparagraphs (A) and 14
349349 (B)’’ and inserting ‘‘subparagraphs (A), (B), 15
350350 and (C)’’; 16
351351 (2) in paragraph (2), by striking ‘‘shall’’ and 17
352352 inserting ‘‘may’’; and 18
353353 (3) by adding at the end the following: 19
354354 ‘‘(3) In the case of any rental assistance con-20
355355 tract authority that becomes available due to the ter-21
356356 mination of assistance on behalf of an assisted ten-22
357357 ant, the Secretary shall provide the owner with a pe-23
358358 riod of not less than 1 year to provide that assist-24
359359 ance on behalf of an eligible unassisted tenant who 25

364364 assisted tenant resided.’’. 2
365365 SEC. 6. FUNDING FOR MULTIFAMILY TECHNICAL IMPROVE-3
366366 MENTS. 4
367367 (a) A
368368 UTHORIZATION OFAPPROPRIATIONS.—There is 5
369369 authorized to be appropriated to the Secretary of Agri-6
370370 culture $50,000,000 for fiscal year 2026 for improving the 7
371371 technology of the Department of Agriculture used to proc-8
372372 ess and service loans for multifamily housing and other-9
373373 wise managing that housing. 10
374374 (b) T
375375 IMELINE.—The improvements required under 11
376376 subsection (a) shall be made within the 5-year period be-12
377377 ginning upon the appropriation of amounts under sub-13
378378 section (a), and those amounts shall remain available until 14
379379 the expiration of that 5-year period. 15
380380 SEC. 7. PLAN FOR PRESERVING AFFORDABILITY OF RENT-16
381381 AL PROJECTS. 17
382382 (a) P
383383 LAN.—Not later than 6 months after the date 18
384384 of enactment of this Act, the Secretary of Agriculture (in 19
385385 this section referred to as the ‘‘Secretary’’) shall submit 20
386386 to Congress a written plan for preserving the affordability 21
387387 for low-income families of rental projects for which loans 22
388388 were made under section 514 or 515 of the Housing Act 23
389389 of 1949 (42 U.S.C. 1484, 1485) and avoiding the displace-24
390390 ment of tenant households, which shall— 25

396396 (2) set forth the specific actions and mecha-3
397397 nisms by which those goals will be achieved; 4
398398 (3) set forth specific measurements by which 5
399399 progress towards achievement of each goal can be 6
400400 measured; 7
401401 (4) provide for detailed reporting on outcomes; 8
402402 and 9
403403 (5) include any legislative recommendations to 10
404404 assist in achievement of the goals under the plan. 11

406406 DVISORYCOMMITTEE.— 12

408408 STABLISHMENT; PURPOSE.—The Sec-13
409409 retary shall establish an advisory committee (in this 14
410410 section referred to as the ‘‘advisory committee’’) to 15
411411 assist the Secretary in— 16
412412 (A) preserving properties assisted under 17
413413 section 514 or 515 of the Housing Act of 1949 18
414414 (42 U.S.C. 1484, 1485) through the multi-19
415415 family housing preservation and revitalization 20
416416 program under section 545 of such Act, as 21
417417 added by section 2 of this Act; and 22
418418 (B) implementing the plan required under 23
419419 subsection (a). 24

427427 ice selected by the Multifamily Housing Deputy 5
428428 Administrator of the Rural Housing Service. 6
429429 (B) The Administrator for Rural Housing 7
430430 Service of the Department of Agriculture. 8
431431 (C) Two representatives of for-profit devel-9
432432 opers or owners of multifamily rural rental 10
433433 housing. 11
434434 (D) Two representatives of nonprofit devel-12
435435 opers or owners of multifamily rural rental 13
436436 housing. 14
437437 (E) Two representatives of State housing 15
438438 finance agencies. 16
439439 (F) Two representatives of tenants of mul-17
440440 tifamily rural rental housing. 18
441441 (G) One representative of a community de-19
442442 velopment financial institution that is involved 20
443443 in preserving the affordability of housing as-21
444444 sisted under section 514, 515, or 516 of the 22
445445 Housing Act of 1949 (42 U.S.C. 1484, 1485, 23
446446 1486). 24

453453 ing assisted by the Rural Housing Service by 4
454454 conducting research regarding, and providing fi-5
455455 nancing and technical assistance for, preserving 6
456456 the affordability of that housing. 7
457457 (I) One representative of low-income hous-8
458458 ing tax credit investors. 9
459459 (J) One representative of regulated finan-10
460460 cial institutions that finance affordable multi-11
