5454 ECREATIONAREAS.—For the purposes of protecting, 18
5555 conserving, and enhancing the unique and nationally im-19
5656 portant recreational, ecological, scenic, cultural, water-20
5757 shed, and fish and wildlife values of the areas, the fol-21
5858 lowing areas in the State are designated as recreation 22
5959 areas for management by the Secretary in accordance with 23
6060 subsection (c): 24

6262 OGUE CANYON RECREATION AREA .—The 25
6363 approximately 98,150 acres of Bureau of Land Man-26

7777 on the map entitled ‘‘Molalla Recreation Area’’ and 10
7878 dated September 26, 2018, which is designated as 11
7979 the ‘‘Molalla Recreation Area’’. 12

8181 APS ANDLEGALDESCRIPTIONS.— 13

8383 N GENERAL.—As soon as practicable after 14
8484 the date of enactment of this Act, the Secretary 15
8585 shall prepare a map and legal description of each 16
8686 recreation area designated by subsection (a). 17
8787 (2) E
8888 FFECT.—The maps and legal descriptions 18
8989 prepared under paragraph (1) shall have the same 19
9090 force and effect as if included in this Act, except 20
9191 that the Secretary may correct any minor errors in 21
9292 the maps and legal descriptions. 22

9494 UBLIC AVAILABILITY.—The maps and 23
9595 legal descriptions prepared under paragraph (1) 24

104104 PPLICABLE LAW.—The Secretary shall ad-4
105105 minister each recreation area designated by sub-5
106106 section (a)— 6
107107 (A) in a manner that conserves, protects, 7
108108 and enhances the purposes for which the recre-8
109109 ation area is established; and 9
110110 (B) in accordance with— 10
111111 (i) this section; 11
112112 (ii) the Federal Land Policy and Man-12
113113 agement Act of 1976 (43 U.S.C. 1701 et 13
114114 seq.); and 14
115115 (iii) other applicable laws. 15
116116 (2) U
117117 SES.—The Secretary shall only allow those 16
118118 uses of a recreation area designated by subsection 17
119119 (a) that are consistent with the purposes for which 18
120120 the recreation area is established. 19

122122 ILDFIRE RISK ASSESSMENT .—Not later 20
123123 than 280 days after the date of enactment of this 21
124124 Act, the Secretary, in consultation with the Oregon 22
125125 Governor’s Council on Wildfire Response, shall con-23
126126 duct a wildfire risk assessment that covers— 24

132132 (B) the Wild Rogue Wilderness; and 3
133133 (C) any Federal land adjacent to an area 4
134134 described in subparagraph (A) or (B). 5

136136 ILDFIRE MITIGATION PLAN.— 6
137137 (A) I
138138 N GENERAL.—Not later than 1 year 7
139139 after the date on which the wildfire risk assess-8
140140 ment is conducted under paragraph (3), the 9
141141 Secretary shall develop a wildfire mitigation 10
142142 plan, based on the wildfire risk assessment, that 11
143143 identifies, evaluates, and prioritizes treatments 12
144144 and other management activities that can be 13
145145 implemented on the Federal land covered by the 14
146146 wildfire risk assessment (other than Federal 15
147147 land designated as a unit of the National Wil-16
148148 derness Preservation System) to mitigate wild-17
149149 fire risk to communities located near the appli-18
150150 cable Federal land. 19
151151 (B) P
152152 LAN COMPONENTS .—The wildfire 20
153153 mitigation plan developed under subparagraph 21
154154 (A) shall include— 22
155155 (i) vegetation management projects 23
156156 (including mechanical treatments to reduce 24

166166 (iii) strategies for public dissemination 7
167167 of emergency evacuation plans and routes. 8

169169 PPLICABLE LAW.—The wildfire miti-9
170170 gation plan under subparagraph (A) shall be 10
171171 developed in accordance with— 11
172172 (i) this section; and 12
173173 (ii) any other applicable law. 13

175175 OAD CONSTRUCTION.— 14

177177 N GENERAL.—Except as provided in 15
178178 subparagraph (B) or as the Secretary deter-16
179179 mines necessary for public safety, no new per-17
180180 manent or temporary roads shall be constructed 18
181181 (other than the repair and maintenance of ex-19
182182 isting roads) within a recreation area des-20
183183 ignated by subsection (a). 21

185185 EMPORARY ROADS .—Consistent with 22
186186 the purposes of this Act, the Secretary may 23
187187 construct temporary roads within a recreation 24
188188 area designated by subsection (a) to implement 25

197197 FFECT.—Nothing in this paragraph 5
198198 affects the administration by the Secretary of 6
199199 the Molalla Forest Road in accordance with ap-7
200200 plicable resource management plans. 8

202202 FFECT ON WILDFIRE MANAGEMENT .— 9
203203 Nothing in this section alters the authority of the 10
204204 Secretary (in cooperation with other Federal, State, 11
205205 and local agencies, as appropriate) to conduct 12
206206 wildland fire operations within a recreation area des-13
207207 ignated by subsection (a), consistent with the pur-14
208208 poses of this Act. 15

210210 ITHDRAWAL.—Subject to valid existing 16
211211 rights, all Federal surface and subsurface land with-17
212212 in a recreation area designated by subsection (a) is 18
213213 withdrawn from all forms of— 19
214214 (A) entry, appropriation, or disposal under 20
215215 the public land laws; 21
216216 (B) location, entry, and patent under the 22
217217 mining laws; and 23

228228 accordance with the Wilderness Act (16 U.S.C. 1131 7

231231 DJACENTMANAGEMENT.—Nothing in this sec-9
232232 tion creates any protective perimeter or buffer zone 10
233233 around a recreation area designated by subsection (a). 11

263263 Federal land under their respective jurisdiction; 7

265265 (B) any reference in that Act to the Sec-9
266266 retary of Agriculture shall be considered to be 10
267267 a reference to the Secretary of Agriculture or 11
268268 the Secretary of the Interior, as applicable. 12

296296 necessary for the control of fire, insects, and disease, 9
297297 in accordance with section 4(d)(1) of the Wilderness 10
298298 Act (16 U.S.C. 1133(d)(1)). 11

300300 ITHDRAWAL.—Subject to valid existing 12
301301 rights, the Wilderness additions are withdrawn from 13
302302 all forms of— 14
303303 (A) entry, appropriation, or disposal under 15
304304 the public land laws; 16
305305 (B) location, entry, and patent under the 17
306306 mining laws; and 18
307307 (C) disposition under all laws pertaining to 19
308308 mineral leasing, geothermal leasing, or mineral 20
309309 materials. 21

311311 RIBAL RIGHTS.—Nothing in this sub-22
312312 section alters, modifies, enlarges, diminishes, or ab-23
313313 rogates the treaty rights of any Indian Tribe. 24

327327 Proposal or the Rough and Ready and Baldface 9

330330 within such withdrawal proposals that is ac-12
331331 quired by the Federal Government after the 13
332332 date of enactment of this Act. 14
