37 | 37 | | Strategy released in 2024 recognized the need of the 8 |

38 | 38 | | Department of Defense to more strategically utilize 9 |

39 | 39 | | the organic industrial base in order to maintain a 10 |

42 | 42 | | partment of the Army that are owned and operated 13 |

43 | 43 | | by the United States Government ensure cost effi-14 |

44 | 44 | | ciency and technical competence in peacetime, while 15 |

45 | 45 | | preserving the ability to provide an effective and 16 |

46 | 46 | | timely response to mobilizations, national defense 17 |

47 | 47 | | contingency situations, and other emergency require-18 |
