15	15	land to La Paz County, Arizona, and for other purposes.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘La Paz County Solar 4
20	20	Energy and Job Creation Act’’. 5
21	21	SEC. 2. DEFINITIONS. 6
22	22	In this Act: 7
23	23	(1) C
24	24	OUNTY.—The term ‘‘County’’ means La 8
25	25	Paz County, Arizona. 9

29	29	(2) FEDERAL LAND.—The term ‘‘Federal land’’ 1
30	30	means the approximately 3,400 acres of land man-2
31	31	aged by the Bureau of Land Management and des-3
32	32	ignated as ‘‘Federal Land To Be Conveyed’’ on the 4
33	33	map. 5

35	35	AP.—The term ‘‘map’’ means the map en-6
36	36	titled ‘‘BLM Arizona—La Paz County Land Con-7
37	37	veyance Map, Bureau of Land Management—Colo-8
38	38	rado River District, Yuma Field Office’’ and dated 9
39	39	June 29, 2023. 10

41	41	ECRETARY.—The term ‘‘Secretary’’ means 11
42	42	the Secretary of the Interior. 12
43	43	SEC. 3. CONVEYANCE TO LA PAZ COUNTY, ARIZONA. 13
44	44	(a) I
45	45	NGENERAL.—Notwithstanding the planning re-14
46	46	quirement of sections 202 and 203 of the Federal Land 15
47	47	Policy and Management Act of 1976 (43 U.S.C. 1712, 16
48	48	1713) and in accordance with this section and other appli-17
49	49	cable law, as soon as practicable after receiving a request 18
50	50	from the County to convey the Federal land, the Secretary 19
51	51	shall convey the Federal land to the County. 20

53	53	ESTRICTIONS ONCONVEYANCE.— 21
54	54	(1) I
55	55	N GENERAL.—The conveyance under sub-22
56	56	section (a) shall be subject to— 23
57	57	(A) valid existing rights; and 24

61	61	(B) such terms and conditions as the Sec-1
62	62	retary determines to be necessary. 2
63	63	(2) E
64	64	XCLUSION.—The Secretary shall exclude 3
65	65	from the conveyance under subsection (a) any Fed-4
66	66	eral land that contains significant cultural, environ-5
67	67	mental, wildlife, or recreational resources. 6
68	68	(c) P
69	69	AYMENT OFFAIRMARKETVALUE.—The con-7
70	70	veyance under subsection (a) shall be for the fair market 8
71	71	value of the Federal land to be conveyed, as determined— 9
72	72	(1) in accordance with the Federal Land Policy 10
73	73	and Management Act of 1976 (43 U.S.C. 1701 et 11
74	74	seq.); and 12
75	75	(2) based on an appraisal that is conducted in 13
76	76	accordance with— 14
77	77	(A) the Uniform Appraisal Standards for 15
78	78	Federal Land Acquisitions; and 16
79	79	(B) the Uniform Standards of Professional 17
80	80	Appraisal Practice. 18

82	82	ROTECTION OF TRIBALCULTURALARTI-19
83	83	FACTS.—As a condition of the conveyance under sub-20
84	84	section (a), the County shall, and as a condition of any 21
85	85	subsequent conveyance, any subsequent owner shall— 22
86	86	(1) make good faith efforts to avoid disturbing 23
87	87	Tribal artifacts; 24

91	91	(2) minimize impacts on Tribal artifacts if the 1
92	92	artifacts are disturbed; 2
93	93	(3) coordinate with the Colorado River Indian 3
94	94	Tribes Tribal Historic Preservation Office to identify 4
95	95	artifacts of cultural and historic significance; and 5
96	96	(4) allow Tribal representatives to rebury un-6
97	97	earthed artifacts at or near where the artifacts were 7
98	98	discovered. 8
99	99	(e) A
100	100	VAILABILITY OFMAP.— 9
101	101	(1) I
102	102	N GENERAL.—The map shall be on file and 10
103	103	available for public inspection in the appropriate of-11
104	104	fices of the Bureau of Land Management. 12
105	105	(2) C
106	106	ORRECTIONS.—The Secretary and the 13
107	107	County may, by mutual agreement— 14
108	108	(A) make minor boundary adjustments to 15
109	109	the Federal land to be conveyed under sub-16
110	110	section (a); and 17
111	111	(B) correct any minor errors in the map, 18
112	112	an acreage estimate, or the description of the 19
113	113	Federal land. 20

115	115	ITHDRAWAL.—The Federal land is withdrawn 21
116	116	from the operation of the mining and mineral leasing laws 22
117	117	of the United States. 23

119	119	OSTS.—As a condition of the conveyance of the 24
120	120	Federal land under subsection (a), the County shall pay— 25

124	124	(1) an amount equal to the appraised value de-1
125	125	termined in accordance with subsection (c)(2); and 2
126	126	(2) all costs related to the conveyance, including 3
127	127	all surveys, appraisals, and other administrative 4
128	128	costs associated with the conveyance of the Federal 5
129	129	land to the County under subsection (a). 6

131	131	ROCEEDSFROM THESALE OFLAND.—The pro-7
132	132	ceeds from the sale of land under this section shall be— 8
133	133	(1) deposited in the Federal Land Disposal Ac-9
134	134	count established by section 206(a) of the Federal 10
135	135	Land Transaction Facilitation Act (43 U.S.C. 11
136	136	2305(a)); and 12
137	137	(2) used in accordance with that Act (43 U.S.C. 13
138	138	2301 et seq.). 14
