1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘La Paz County Solar 4
2020 Energy and Job Creation Act’’. 5
2121 SEC. 2. DEFINITIONS. 6

2424 OUNTY.—The term ‘‘County’’ means La 8

2929 (2) FEDERAL LAND.—The term ‘‘Federal land’’ 1
3030 means the approximately 3,400 acres of land man-2
3131 aged by the Bureau of Land Management and des-3
3232 ignated as ‘‘Federal Land To Be Conveyed’’ on the 4
3333 map. 5

3636 titled ‘‘BLM Arizona—La Paz County Land Con-7
3737 veyance Map, Bureau of Land Management—Colo-8
3838 rado River District, Yuma Field Office’’ and dated 9

4141 ECRETARY.—The term ‘‘Secretary’’ means 11
4242 the Secretary of the Interior. 12
4343 SEC. 3. CONVEYANCE TO LA PAZ COUNTY, ARIZONA. 13
4444 (a) I
4545 NGENERAL.—Notwithstanding the planning re-14
4646 quirement of sections 202 and 203 of the Federal Land 15
4747 Policy and Management Act of 1976 (43 U.S.C. 1712, 16
4848 1713) and in accordance with this section and other appli-17
4949 cable law, as soon as practicable after receiving a request 18
5050 from the County to convey the Federal land, the Secretary 19
5151 shall convey the Federal land to the County. 20

5353 ESTRICTIONS ONCONVEYANCE.— 21
5454 (1) I
5555 N GENERAL.—The conveyance under sub-22
5656 section (a) shall be subject to— 23
5757 (A) valid existing rights; and 24

6464 XCLUSION.—The Secretary shall exclude 3
6565 from the conveyance under subsection (a) any Fed-4
6666 eral land that contains significant cultural, environ-5
6767 mental, wildlife, or recreational resources. 6

6969 AYMENT OFFAIRMARKETVALUE.—The con-7
7070 veyance under subsection (a) shall be for the fair market 8
7171 value of the Federal land to be conveyed, as determined— 9
7272 (1) in accordance with the Federal Land Policy 10
7373 and Management Act of 1976 (43 U.S.C. 1701 et 11
7474 seq.); and 12
7575 (2) based on an appraisal that is conducted in 13
7676 accordance with— 14
7777 (A) the Uniform Appraisal Standards for 15
7878 Federal Land Acquisitions; and 16
7979 (B) the Uniform Standards of Professional 17
8080 Appraisal Practice. 18

8282 ROTECTION OF TRIBALCULTURALARTI-19
8383 FACTS.—As a condition of the conveyance under sub-20
8484 section (a), the County shall, and as a condition of any 21
8585 subsequent conveyance, any subsequent owner shall— 22
8686 (1) make good faith efforts to avoid disturbing 23
8787 Tribal artifacts; 24

9191 (2) minimize impacts on Tribal artifacts if the 1
9292 artifacts are disturbed; 2
9393 (3) coordinate with the Colorado River Indian 3
9494 Tribes Tribal Historic Preservation Office to identify 4
9595 artifacts of cultural and historic significance; and 5
9696 (4) allow Tribal representatives to rebury un-6
9797 earthed artifacts at or near where the artifacts were 7
9898 discovered. 8

100100 VAILABILITY OFMAP.— 9
101101 (1) I
102102 N GENERAL.—The map shall be on file and 10
103103 available for public inspection in the appropriate of-11
104104 fices of the Bureau of Land Management. 12
105105 (2) C
106106 ORRECTIONS.—The Secretary and the 13
107107 County may, by mutual agreement— 14
108108 (A) make minor boundary adjustments to 15
109109 the Federal land to be conveyed under sub-16
110110 section (a); and 17
111111 (B) correct any minor errors in the map, 18
112112 an acreage estimate, or the description of the 19
113113 Federal land. 20

115115 ITHDRAWAL.—The Federal land is withdrawn 21
116116 from the operation of the mining and mineral leasing laws 22
117117 of the United States. 23

119119 OSTS.—As a condition of the conveyance of the 24
120120 Federal land under subsection (a), the County shall pay— 25

124124 (1) an amount equal to the appraised value de-1
125125 termined in accordance with subsection (c)(2); and 2
126126 (2) all costs related to the conveyance, including 3
127127 all surveys, appraisals, and other administrative 4
128128 costs associated with the conveyance of the Federal 5
129129 land to the County under subsection (a). 6

131131 ROCEEDSFROM THESALE OFLAND.—The pro-7
132132 ceeds from the sale of land under this section shall be— 8
133133 (1) deposited in the Federal Land Disposal Ac-9
134134 count established by section 206(a) of the Federal 10
135135 Land Transaction Facilitation Act (43 U.S.C. 11
136136 2305(a)); and 12
137137 (2) used in accordance with that Act (43 U.S.C. 13
138138 2301 et seq.). 14
