A BILL 
To direct the Secretary of Agriculture to publish, on an 
annual basis, an assessment of United States dependency 
on critical agricultural products or inputs from the Peo-
ple’s Republic of China, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Securing American Ag-4
riculture Act’’. 5

SEC. 2. CRITICAL AGRICULTURAL PRODUCTS OR INPUTS 1
ASSESSMENT. 2
(a) I
NGENERAL.—On an annual basis, the Secretary 3
of Agriculture (referred to in this section as the ‘‘Sec-4
retary’’) shall submit to the Committee on Agriculture, 5
Nutrition, and Forestry of the Senate and the Committee 6
on Agriculture of the House of Representatives an assess-7
ment of the dependency of the United States on critical 8
agricultural products or inputs that could be exploited in 9
the event the People’s Republic of China weaponizes any 10
such dependency. 11
(b) C
ONTENTS.—Each report under subsection (a) 12
shall— 13
(1) address, with respect to the critical inputs 14
described in subsection (c)— 15
(A) the current domestic production capac-16
ity of each critical input; and 17
(B) the current and potential bottlenecks 18
in the supply chain for each critical input that 19
could be exploited by the People’s Republic of 20
China; and 21
(2) contain recommendations of the Secretary, 22
in consultation with the United States Trade Rep-23
resentative, the Secretary of Commerce, and the 24
Commissioner of Food and Drugs, to reduce the de-25
pendency of the United States on the People’s Re-26

public of China to supply critical agricultural prod-1
ucts or inputs, including recommendations— 2
(A) to mitigate potential threats posed by 3
the People’s Republic of China to the supply 4
chains of each critical input described in sub-5
section (c); and 6
(B) for legislative and regulatory actions to 7
reduce barriers to onshore or nearshore produc-8
tion of each such critical input. 9
(c) D
ESCRIPTION OFCRITICALINPUTS.—The critical 10
inputs referred to in subsection (b) include all farm man-11
agement, agronomic, and field-applied production inputs, 12
including each of the following: 13
(1) Agricultural equipment, machinery, and 14
technology. 15
(2) Fuel. 16
(3) Fertilizers. 17
(4) Feed, including its components, such as vi-18
tamins, amino acids, and minerals. 19
(5) Veterinary drugs and vaccines. 20
(6) Crop protection chemicals. 21
(7) Seed. 22
(8) Any other critical agricultural inputs, as de-23
termined by the Secretary. 24

(d) COLLECTION, DISTRIBUTION, ANDPROTECTION 1
OFINFORMATION.— 2
(1) V
OLUNTARY BASIS.—In conducting an as-3
sessment under subsection (a), the Secretary shall 4
not require any private entity to provide information 5
to the Secretary. 6
(2) A
GGREGATE DATA.—In the case of informa-7
tion provided to the Secretary to conduct an assess-8
ment under subsection (a), the Secretary, any other 9
officer or employee of the Department of Agriculture 10
or agency thereof, or any other person shall not— 11
(A) use that information for a purpose 12
other than the development or reporting of ag-13
gregate data in a manner such that the identity 14
of the person that supplied the information is 15
not— 16
(i) discernible; or 17
(ii) material to the intended uses of 18
the information; or 19
(B) disclose that information to the public, 20
unless the information has been transformed 21
into a statistical or aggregate form that does 22
not allow the identification of the person that 23
supplied particular information. 24

(3) CONFIDENTIALITY.—The Secretary shall 1
ensure that the assessments under subsection (a) do 2
not include any information that is a trade secret or 3
confidential information subject to— 4
(A) section 552(b)(4) of title 5, United 5
States Code; or 6
(B) section 1905 of title 18, United States 7
Code. 8
(4) I
MMUNITY FROM DISCLOSURE .—Informa-9
tion provided to the Secretary as part of an assess-10
ment conducted under subsection (a) shall not be 11
used by the Secretary for any purpose other than to 12
carry out that subsection. 13
