3737 ROHIBITION.—The United States shall not be-5
3838 come a party to a convention, agreement, or other inter-6
3939 national instrument under the Constitution of the World 7
4040 Health Organization to strengthen pandemic prevention, 8
4141 preparedness, and response except pursuant to a treaty 9
4242 made under Article II, section 2, clause 2 of the Constitu-10
4343 tion of the United States on or after the date of the enact-11
4444 ment of this Act. 12

4646 UNDINGRESTRICTION.—The Government of 13
4747 the United States may not obligate or expend any funds 14
4848 for the World Health Organization beginning on the effec-15
4949 tive date of an agreement described in subsection (a) and 16
5050 ending on the date on which the Senate approves a resolu-17
5151 tion of ratification with respect to such convention, agree-18
5252 ment, or instrument. 19
