2121 This Act may be cited as the ‘‘Preservation and Rein-4
2222 vestment Initiative for Community Enhancement Act’’ or 5
2323 the ‘‘PRICE Act’’. 6

2929 Title I of the Housing and Community Development 3
3030 Act of 1974 (42 U.S.C. 5301 et seq.) is amended— 4
3131 (1) in section 105(a) (42 U.S.C. 5305(a)), in 5
3232 the matter preceding paragraph (1), by striking 6
3333 ‘‘Activities’’ and inserting ‘‘Unless otherwise author-7
3434 ized under section 123, activities’’; and 8
3535 (2) by adding at the end the following: 9
3636 ‘‘SEC. 123. PRESERVATION AND REINVESTMENT FOR COM-10
3737 MUNITY ENHANCEMENT. 11
3838 ‘‘(a) D
3939 EFINITIONS.—In this section: 12
4040 ‘‘(1) C
4141 OMMUNITY DEVELOPMENT FINANCIAL IN -13
4242 STITUTION.—The term ‘community development fi-14
4343 nancial institution’ means an institution that has 15
4444 been certified as a community development financial 16
4545 institution (as defined in section 103 of the Riegle 17
4646 Community Development and Regulatory Improve-18
4747 ment Act of 1994 (12 U.S.C. 4702)) by the Sec-19
4848 retary of the Treasury. 20
4949 ‘‘(2) E
5050 LIGIBLE MANUFACTURED HOUSING COM -21
5151 MUNITY.—The term ‘eligible manufactured housing 22
5252 community’ means a manufactured housing commu-23
5353 nity that— 24
5454 ‘‘(A) is affordable to low- and moderate-in-25
5555 come persons, as determined by the Secretary, 26

6161 ‘‘(B)(i) is owned by the residents of the 3
6262 manufactured housing community through a 4
6363 resident-controlled entity such as a resident- 5
6464 owned cooperative; or 6
6565 ‘‘(ii) will be maintained as such a commu-7
6666 nity, and remain affordable for low- and mod-8
6767 erate-income persons, to the maximum extent 9
6868 practicable and for the longest period feasible. 10

7070 LIGIBLE RECIPIENT.—The term ‘eligible 11
7171 recipient’ means— 12
7272 ‘‘(A) an eligible manufactured housing 13
7373 community; 14
7474 ‘‘(B) a unit of general local government; 15
7575 ‘‘(C) a housing authority; 16
7676 ‘‘(D) a resident-owned community; 17
7777 ‘‘(E) a resident-owned cooperative; 18
7878 ‘‘(F) a nonprofit entity with housing exper-19
7979 tise or a consortia of such entities; 20
8080 ‘‘(G) a community development financial 21
8181 institution; 22
8282 ‘‘(H) an Indian Tribe; 23
8383 ‘‘(I) a tribally designated housing entity; 24
8484 ‘‘(J) a State; or 25

9494 NDIAN TRIBE.—The term ‘Indian Tribe’ 6
9595 has the meaning given the term ‘Indian tribe’ in sec-7
9696 tion 4 of the Native American Housing Assistance 8
9797 and Self-Determination Act of 1996 (25 U.S.C. 9
9898 4103). 10
9999 ‘‘(5) M
100100 ANUFACTURED HOUSING COMMUNITY .— 11
101101 The term ‘manufactured housing community’ 12
102102 means— 13
103103 ‘‘(A) any community, court, park, or other 14
104104 land under unified ownership developed and ac-15
105105 commodating or equipped to accommodate the 16
106106 placement of manufactured homes, where— 17
107107 ‘‘(i) spaces within such community are 18
108108 or will be primarily used for residential oc-19
109109 cupancy; 20
110110 ‘‘(ii) all homes within the community 21
111111 are used for permanent occupancy; 22
112112 ‘‘(iii) a majority of such occupied 23
113113 spaces within the community are occupied 24
114114 by manufactured homes, which may in-25

119119 ment of the Manufactured Home Construc-2
120120 tion and Safety Standards; or 3
121121 ‘‘(B) any community that meets the defini-4
122122 tion of manufactured housing community used 5
123123 for programs similar to the program under this 6
124124 section. 7
125125 ‘‘(6) R
126126 ESIDENT HEALTH, SAFETY, AND ACCES-8
127127 SIBILITY ACTIVITIES.—The term ‘resident health, 9
128128 safety, and accessibility activities’ means the recon-10
129129 struction, repair, or replacement of manufactured 11
130130 housing and manufactured housing communities 12
131131 to— 13
132132 ‘‘(A) protect the health and safety of resi-14
133133 dents; 15
134134 ‘‘(B) address weatherization and reduce 16
135135 utility costs; or 17
136136 ‘‘(C) address accessibility needs for resi-18
137137 dents with disabilities. 19

139139 RIBALLY DESIGNATED HOUSING ENTI -20
140140 TY.—The term ‘tribally designated housing entity’ 21
141141 has the meaning given the term in section 4 of the 22
142142 Native American Housing Assistance and Self-De-23
143143 termination Act of 1996 (25 U.S.C. 4103). 24

148148 tice, carry out a competitive grant program to award 2
149149 funds to eligible recipients to carry out eligible projects 3
150150 for development of or improvements in eligible manufac-4
151151 tured housing communities. 5

153153 LIGIBLEPROJECTS.— 6
154154 ‘‘(1) I
155155 N GENERAL.—Amounts from grants 7
156156 under this section may be used for— 8
157157 ‘‘(A) community infrastructure, facilities, 9
158158 utilities, and other land improvements in or 10
159159 serving an eligible manufactured housing com-11
160160 munity; 12
161161 ‘‘(B) reconstruction or repair existing 13
162162 housing within an eligible manufactured hous-14
163163 ing community; 15
164164 ‘‘(C) replacement of homes within an eligi-16
165165 ble manufactured housing community; 17
166166 ‘‘(D) planning; 18
167167 ‘‘(E) resident health, safety, and accessi-19
168168 bility activities in homes in an eligible manufac-20
169169 tured housing community; 21
170170 ‘‘(F) land and site acquisition and infra-22
171171 structure for expansion or construction of an el-23
172172 igible manufactured housing community; 24

177177 cluding relocation assistance, eviction preven-2
178178 tion, and down payment assistance; and 3
179179 ‘‘(H) any other activity that— 4
180180 ‘‘(i) is approved by the Secretary con-5
181181 sistent with the requirements under this 6
182182 section; 7
183183 ‘‘(ii) improves the overall living condi-8
184184 tions of an eligible manufactured housing 9
185185 community, which may include the addi-10
186186 tion or enhancement of shared spaces such 11
187187 as community centers, recreational areas, 12
188188 or other facilities that support resident 13
189189 well-being and community engagement; 14
190190 and 15
191191 ‘‘(iii) is necessary to protect the 16
192192 health and safety of the residents of the el-17
193193 igible manufactured housing community 18
194194 and the long-term affordability and sus-19
195195 tainability of the community. 20
196196 ‘‘(2) R
197197 EPLACEMENT.—For purposes of sub-21
198198 paragraphs (B) and (C) of paragraph (1), grants 22
199199 under this section— 23

203203 ‘‘(A) may not be used for rehabilitation or 1
204204 modernization of units that were built before 2
205205 June 15, 1976; and 3
206206 ‘‘(B) may only be used for disposition and 4
207207 replacement of units described in subparagraph 5
208208 (A), provided that any replacement housing 6
209209 complies with the Manufactured Home Con-7
210210 struction and Safety Standards or is another al-8
211211 lowed home, as determined by the Secretary. 9
212212 ‘‘(d) P
213213 RIORITY.—In awarding grants under this sec-10
214214 tion, the Secretary shall prioritize applicants that will 11
215215 carry out activities that primarily benefit low- and mod-12
216216 erate-income residents and preserve long-term housing af-13
217217 fordability for residents of eligible manufactured housing 14
218218 communities. 15
219219 ‘‘(e) W
220220 AIVERS.—The Secretary may waive or specify 16
221221 alternative requirements for any provision of law or regu-17
222222 lation that the Secretary administers in connection with 18
223223 use of amounts made available under this section other 19
224224 than requirements related to fair housing, nondiscrimina-20
225225 tion, labor standards, and the environment, upon a finding 21
226226 that the waiver or alternative requirement is not incon-22
227227 sistent with the overall purposes of this section and that 23
228228 the waiver or alternative requirement is necessary to facili-24
229229 tate the use of amounts made available under this section. 25

233233 ‘‘(f) IMPLEMENTATION.— 1

235235 N GENERAL.—Any grant made under this 2
236236 section shall be made pursuant to criteria for selec-3
237237 tion of recipients of such grants that the Secretary 4
238238 shall by regulation establish and publish together 5
239239 with any notification of availability of amounts 6
240240 under this section. 7
241241 ‘‘(2) S
242242 ET ASIDE OF GRANT AMOUNTS .—The 8
243243 Secretary may set aside amounts provided under 9
244244 this section for grants to Indian Tribes and tribally 10
245245 designated housing entities. 11
246246 ‘‘(g) A
247247 UTHORIZATION OF APPROPRIATIONS.—There 12
248248 is authorized to be appropriated to the Secretary such 13
249249 sums as may be necessary to carry out this section, which 14
250250 shall be in addition to any other funds appropriated to 15
251251 pursuant to this title.’’. 16
