1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Expanding Medical 4
2020 Education Act’’. 5

2828 Service Act (42 U.S.C. 293m et seq.) is amended by add-5

3030 ‘‘SEC. 749C. GRANTS FOR SCHOOLS OF MEDICINE AND 7
3131 SCHOOLS OF OSTEOPATHIC MEDICINE IN UN-8
3232 DERSERVED AREAS. 9
3333 ‘‘(a) I
3434 NGENERAL.—The Secretary may award grants 10
3535 to institutions of higher education (including consortiums 11
3636 of such institutions) for the establishment, improvement, 12
3737 or expansion of a school of medicine or osteopathic medi-13
3838 cine, or a branch campus of a school of medicine or osteo-14
3939 pathic medicine. 15
4040 ‘‘(b) P
4141 RIORITY.—In selecting grant recipients under 16
4242 this section, the Secretary shall give priority to any insti-17
4343 tution of higher education (or consortium of such institu-18
4444 tions) that— 19
4545 ‘‘(1) proposes to use the grant for the establish-20
4646 ment of a school of medicine or osteopathic medi-21
4747 cine, or a branch campus of a school of medicine or 22
4848 osteopathic medicine, in an area— 23
4949 ‘‘(A) in which— 24
5050 ‘‘(i) no other such school is based; or 25

5454 ‘‘(ii) in the case in which the school of 1
5555 medicine or osteopathic medicine proposed 2
5656 to be established would be a minority-serv-3
5757 ing institution, no other minority-serving 4
5858 institution that includes a school of medi-5
5959 cine or osteopathic medicine is based; and 6
6060 ‘‘(B) that is a medically underserved com-7
6161 munity or a health professional shortage area; 8
6262 or 9
6363 ‘‘(2) is a minority-serving institution described 10
6464 in section 371(a) of the Higher Education Act of 11
6565 1965 or an institution or program described in sec-12
6666 tion 326(e) of such Act. 13
6767 ‘‘(c) C
6868 ONSIDERATIONS.—In awarding grants under 14
6969 this section, the Secretary, to the extent practicable, may 15
7070 ensure equitable distribution of awards among the geo-16
7171 graphical regions of the United States. 17
7272 ‘‘(d) U
7373 SE OFFUNDS.—An institution of higher edu-18
7474 cation (or a consortium of such institutions)— 19
7575 ‘‘(1) shall use grant amounts received under 20
7676 this section to— 21
7777 ‘‘(A) recruit, enroll, and retain medical 22
7878 students who are pursuing a degree of doctor of 23
7979 medicine or doctor of osteopathy, including in-24
8080 dividuals who are from disadvantaged back-25

8585 underrepresented among medical students and 2
8686 health professions), individuals from rural and 3
8787 underserved areas, low-income individuals, and 4
8888 first generation college students, at a school of 5
8989 medicine or osteopathic medicine or branch 6
9090 campus of a school of medicine or osteopathic 7
9191 medicine; and 8
9292 ‘‘(B) develop, implement, and expand cur-9
9393 riculum that emphasizes care for rural and un-10
9494 derserved populations, including accessible and 11
9595 culturally and linguistically appropriate care 12
9696 and services, at such school or branch campus; 13
9797 and 14
9898 ‘‘(2) may use grant amounts received under this 15
9999 section to— 16
100100 ‘‘(A) plan and construct— 17
101101 ‘‘(i) a school of medicine or osteo-18
102102 pathic medicine, or a branch campus of a 19
103103 school of medicine or osteopathic medicine, 20
104104 in an area in which no other such school 21
105105 is based; or 22
106106 ‘‘(ii) a school of medicine or osteo-23
107107 pathic medicine, or a branch campus of a 24
108108 school of medicine or osteopathic medicine, 25

113113 in an area in which no other such school 2
114114 that is a minority-serving institution is 3
115115 based; 4
116116 ‘‘(B) plan, develop, and meet criteria for 5
117117 accreditation for a school of medicine or osteo-6
118118 pathic medicine or branch campus of a school 7
119119 of medicine or osteopathic medicine; 8
120120 ‘‘(C) hire faculty, including faculty from 9
121121 racial and ethnic groups who are underrep-10
122122 resented among the medical and other health 11
123123 professions, and other staff to serve at such a 12
124124 school or branch campus; 13
125125 ‘‘(D) support educational programs at such 14
126126 a school or branch campus; 15
127127 ‘‘(E) modernize and expand infrastructure 16
128128 at such a school or branch campus; and 17
129129 ‘‘(F) support other activities that the Sec-18
130130 retary determines further the establishment, 19
131131 improvement, or expansion of a school of medi-20
132132 cine or osteopathic medicine or branch campus 21
133133 of a school of medicine or osteopathic medicine. 22
134134 ‘‘(e) A
135135 PPLICATION.—To be eligible to receive a grant 23
136136 under subsection (a), an institution of higher education 24
137137 (or a consortium of such institutions), shall submit an ap-25

142142 and containing such information as the Secretary may re-2
143143 quire, including a description of the institution’s or con-3
144144 sortium’s planned activities described in subsection (d). 4

146146 EPORTING.— 5
147147 ‘‘(1) R
148148 EPORTS FROM ENTITIES .—Each institu-6
149149 tion of higher education, or consortium of such insti-7
150150 tutions, awarded a grant under this section shall 8
151151 submit an annual report to the Secretary on the ac-9
152152 tivities conducted under such grant, and other infor-10
153153 mation as the Secretary may require. 11
154154 ‘‘(2) R
155155 EPORT TO CONGRESS .—Not later than 5 12
156156 years after the date of enactment of this section and 13
157157 every 5 years thereafter, the Secretary shall submit 14
158158 to the Committee on Health, Education, Labor, and 15
159159 Pensions of the Senate and the Committee on En-16
160160 ergy and Commerce of the House of Representatives 17
161161 a report that provides a summary of the activities 18
162162 and outcomes associated with grants made under 19
163163 this section. Such reports shall include— 20
164164 ‘‘(A) a list of awardees, including their pri-21
165165 mary geographic location, and location of any 22
166166 school of medicine or osteopathic medicine, or a 23
167167 branch campus of school of medicine or osteo-24

172172 or expanded under this program; 2
173173 ‘‘(B) the total number of students (includ-3
174174 ing the number of students from racial and eth-4
175175 nic groups underrepresented among medical 5
176176 students and health professions, low-income 6
177177 students, and first generation college students) 7
178178 who— 8
179179 ‘‘(i) are enrolled at or who have grad-9
180180 uated from any school of medicine or os-10
181181 teopathic medicine, or a branch campus of 11
182182 school of medicine or osteopathic medicine, 12
183183 that was established, improved, or ex-13
184184 panded under this program, deidentified 14
185185 and disaggregated by race, ethnicity, age, 15
186186 sex, geographic region, disability status, 16
187187 and other relevant factors, to the extent 17
188188 such information is available; and 18
189189 ‘‘(ii) who subsequently participate in 19
190190 an accredited internship or medical resi-20
191191 dency program upon graduation from any 21
192192 school of medicine or osteopathic medicine, 22
193193 or a branch campus of a school of medicine 23
194194 or osteopathic medicine, that was estab-24
195195 lished, improved, or expanded under this 25

204204 ‘‘(C) the effects of such program on the 6
205205 health care provider workforce, including any 7
206206 impact on demographic representation 8
207207 disaggregated by race, ethnicity, and sex, and 9
208208 the fields or specialties pursued by students 10
209209 who have graduated from any school of medi-11
210210 cine or osteopathic medicine, or a branch cam-12
211211 pus of school of medicine or osteopathic medi-13
212212 cine, that was established, improved, or ex-14
213213 panded under this program; 15
214214 ‘‘(D) the effects of such program on health 16
215215 care access in underserved areas, including 17
216216 medically underserved communities and health 18
217217 professional shortage areas; and 19
218218 ‘‘(E) recommendations for improving the 20
219219 program described in this section, and any 21
220220 other considerations as the Secretary deter-22
221221 mines appropriate. 23

223223 UBLIC AVAILABILITY.—The Secretary 24
224224 shall make reports submitted under paragraph (2) 25

231231 EFINITIONS.—In this section: 3
232232 ‘‘(1) B
233233 RANCH CAMPUS.— 4
234234 ‘‘(A) I
235235 N GENERAL.—The term ‘branch 5
236236 campus’, with respect to a school of medicine or 6
237237 osteopathic medicine, means an additional loca-7
238238 tion of such school that is geographically apart 8
239239 and independent of the main campus, at which 9
240240 the school offers at least 50 percent of the pro-10
241241 gram leading to a degree of doctor of medicine 11
242242 or doctor of osteopathy that is offered at the 12
243243 main campus. 13
244244 ‘‘(B) I
245245 NDEPENDENCE FROM MAIN CAM -14
246246 PUS.—For purposes of subparagraph (A), the 15
247247 location of a school described in such subpara-16
248248 graph shall be considered to be independent of 17
249249 the main campus described in such subpara-18
250250 graph if the location— 19
251251 ‘‘(i) is permanent in nature; 20
252252 ‘‘(ii) offers courses in educational pro-21
253253 grams leading to a degree, certificate, or 22
254254 other recognized educational credential; 23
255255 ‘‘(iii) has its own faculty and adminis-24
256256 trative or supervisory organization; and 25
