A BILL 
To require the Secretary of Commerce to produce a report 
that provides recommendations to improve the effective-
ness, efficiency, and impact of Department of Commerce 
programs related to supply chain resilience and manufac-
turing and industrial innovation, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Strengthening Support 2
for American Manufacturing Act’’. 3
SEC. 2. DEFINITIONS. 4
In this Act: 5
(1) A
PPROPRIATE COMMITTEES OF CON -6
GRESS.—The term ‘‘appropriate committees of Con-7
gress’’ means— 8
(A) the Committee on Commerce, Science, 9
and Transportation of the Senate; and 10
(B) the Committee on Energy and Com-11
merce of the House of Representatives. 12
(2) C
OVERED OFFICES AND BUREAUS .—The 13
term ‘‘covered offices and bureaus’’ means offices 14
and bureaus of the Department of Commerce identi-15
fied under section 3(a)(1). 16
(3) C
RITICAL SUPPLY CHAIN.—The term ‘‘crit-17
ical supply chain’’ means an end-to-end system that 18
converts raw materials into finished products in crit-19
ical sectors, including in— 20
(A) the defense industrial base; 21
(B) the public health and biological pre-22
paredness industrial base; 23
(C) the information and communications 24
technology industrial base; 25
(D) the energy sector industrial base; 26

(E) the transportation industrial base; and 1
(F) agricultural supply chains. 2

RITICAL SUPPLY CHAIN RESILIENCE .—The 3
term ‘‘critical supply chain resilience’’ means miti-4
gating gaps and vulnerabilities in critical supply 5
chains, including by— 6
(A) reducing risk of malicious sabotage or 7
external or internal manipulation; and 8
(B) improving the ability to withstand sup-9
ply chain interruptions such as logistical chal-10
lenges and workforce, materials, equipment, or 11
product shortages. 12

ANUFACTURING AND INDUSTRIAL INNOVA -13
TION.—The term ‘‘manufacturing and industrial in-14
novation’’ means— 15
(A) providing assistance, resources, or 16
services to manufacturers or manufacturing 17
workers in the United States; 18
(B) offering expertise, improvements, re-19
search, and development or other assistance in 20
technological innovations or advanced manufac-21
turing in partnership with or for use by manu-22
facturers in the United States; or 23

(C) developing policy that substantially im-1
pacts the manufacturing sector in the United 2
States. 3
(6) S
ECRETARY.—The term ‘‘Secretary’’ means 4
the Secretary of Commerce. 5
SEC. 3. STUDY RELATING TO MANUFACTURING PROGRAMS 6
OF THE DEPARTMENT OF COMMERCE. 7
(a) A
SSESSMENT.—Not later than 1 year after the 8
date of enactment of this Act, the Secretary shall produce 9
a report that— 10
(1) identifies offices and bureaus of the Depart-11
ment of Commerce with responsibilities related to— 12
(A) critical supply chain resilience; and 13
(B) manufacturing and industrial innova-14
tion; 15
(2) identifies the duties, responsibilities, pro-16
grams, and expertise relevant to critical supply chain 17
resilience and manufacturing and industrial innova-18
tion of each covered office and bureau; 19
(3) identifies and assesses the purpose, statu-20
tory authority, effectiveness, efficiency, and limita-21
tions of each covered office and bureau; 22
(4) identifies gaps between offices with duplica-23
tive duties, responsibilities, programs, and expertise 24
within the Department of Commerce that are imple-25

menting activities related to critical supply chain re-1
silience and manufacturing and industrial innova-2
tion; and 3
(5) provides recommendations to improve the 4
effectiveness, efficiency, and impact of each covered 5
office and bureau, including recommendations to— 6
(A) optimize operations within or across 7
covered offices and bureaus; 8
(B) improve coordination across covered 9
offices and bureaus; and 10
(C) improve coordination with Federal 11
agencies implementing similar activities related 12
to critical supply chain resilience and manufac-13
turing and industrial innovation. 14
(b) N
ATIONALACADEMY OFPUBLICADMINISTRA-15
TION.—The Secretary shall contract with the National 16
Academy of Public Administration in producing the report 17
under subsection (a). 18
(c) R
EPORT.—Not later than 180 days after the date 19
on which the Secretary produces the report under sub-20
section (a), the Secretary shall submit to the appropriate 21
committees of Congress— 22
(1) the report produced under subsection (a); 23

(2) recommendations for potential legislative ac-1
tion addressing recommendations in the report pro-2
duced under subsection (a); and 3
(3) a response from the Secretary to the rec-4
ommendations included in the report produced under 5
subsection (a). 6
