PROHIBITION AGAINST IMPLEMENTING OR EN-1 FORCING PHASE 3 EMISSION RULES. 2 The Administrator of the Environmental Protection 3 Agency may not implement or enforce the final rule of the 4 Environmental Protection Agency entitled ‘‘Greenhouse 5 Gas Emissions Standards for Heavy-Duty Vehicles— 6 Phase 3’’ (89 Fed. Reg. 29440 (April 22, 2024)). 7 SEC. 3.
