1212 Recognizing the essential work of the League of Oregon
1313 Cities.
1414 Whereas, in 1925, the League of Oregon Cities was founded
1515 by 25 cities in the State of Oregon with the mission of
1616 providing support, advocacy, and resources to all incor-
1717 porated cities in the State;
1818 Whereas, since 1925, the League of Oregon Cities has—
1919 (1) played a pivotal role in advancing municipal gov-
2020 ernance, promoting best practices, and fostering collabo-
2121 ration among cities, thereby enhancing the quality of life
2222 of Oregonians throughout the State of Oregon, from
2323 Bandon to Baker City, Medford to Mosier, and Pendleton
2424 to Portland;
2525 (2) lobbied tirelessly in advancement of issues that
2626 are vital to all cities in the State of Oregon, including
2727 sustainable development, infrastructure improvement,

3131 public safety, increased community engagement, and the
3232 preservation of home rule authority;
3333 (3) empowered local governments to effectively ad-
3434 dress the ever-evolving needs of their communities
3535 through initiatives including legislative advocacy, profes-
3636 sional development, and the delivery of essential services
3737 and resources; and
3838 (4) worked with its congressional leaders to advance
3939 and support Federal policy to match local government
4040 priorities;
4141 Whereas 241 cities in the State of Oregon are home to ap-
4242 proximately 3,000,000 residents, accounting for 70 per-
4343 cent of the total population of the State;
4444 Whereas the cities in the State of Oregon serve as the eco-
4545 nomic, cultural, and social hubs of the State, providing
4646 essential infrastructure services and opportunities for
4747 countless Oregonians;
4848 Whereas continued investment in city infrastructure, includ-
4949 ing water systems, roads, and housing, is critical to sup-
5050 porting the needs of the State of Oregon, and driving
5151 statewide economic growth and contributing to the na-
5252 tional economy;
5353 Whereas, in 2022, the League of Oregon Cities supported
5454 congressional action to pass Public Law 117–167 (com-
5555 monly known as the ‘‘CHIPS and Science Act of 2022’’)
5656 (136 Stat. 1366) paving the way for increased investment
5757 in the semiconductor industry critical to the economy and
5858 educational focus of the State of Oregon;
5959 Whereas, in 2021, the League of Oregon Cities supported
6060 congressional action responding to the COVID–19 pan-
6161 demic with Coronavirus State and local fiscal recovery

6565 funds made possible through the American Rescue Plan
6666 Act of 2021 (Public Law 117–2; 135 Stat. 4);
6767 Whereas, in 2021, the League of Oregon Cities supported
6868 congressional action passing the Infrastructure Invest-
6969 ment and Jobs Act (Public Law 117–58; 135 Stat. 429)
7070 that provided the State of Oregon with over
7171 $4,500,000,000 in additional infrastructure investment
7272 throughout the State;
7373 Whereas, in 2020, the League of Oregon Cities supported
7474 congressional action to provide stimulus funds under the
7575 CARES Act (Public Law 116–136; 134 Stat. 281) to
7676 help communities facing severe challenges from the
7777 COVID–19 pandemic;
7878 Whereas, in 2019, the League of Oregon Cities supported
7979 congressional action to expand broadband deployment in
8080 rural communities through the ReConnect Loan and
8181 Grant Program authorized under section 779 of division
8282 A of the Consolidated Appropriations Act, 2018 (Public
8383 Law 115–141; 132 Stat. 399); and
8484 Whereas, across a century of steadfast advocacy, the League
8585 of Oregon Cities has made incomparable contributions to
8686 the resilience and vitality of communities throughout the
8787 State of Oregon and improved the lives of all Oregonians:
8888 Now, therefore, be it
8989 Resolved by the Senate (the House of Representatives 1
9090 concurring), That Congress recognizes the essential work 2
9191 of the League of Oregon Cities since 1925 and the role 3
9292 the League of Oregon Cities will play in the future in sup-4
9393 porting municipalities in the State of Oregon with unpar-5
9494 alleled research, technical expertise, and relentless advo-6
