2121 Supporting the goals and ideals of International Transgender
2222 Day of Visibility.
2323 Whereas International Transgender Day of Visibility was
2424 founded in 2009 to honor the achievements and contribu-
2525 tions of the transgender community;
2626 Whereas International Transgender Day of Visibility is de-
2727 signed to be encompassing of a large community of di-
2828 verse individuals;
2929 Whereas International Transgender Day of Visibility is a
3030 time to celebrate the lives and achievements of
3131 transgender individuals around the world, and to recog-
3232 nize the bravery it takes to live openly and authentically;

3636 Whereas International Transgender Day of Visibility is also
3737 a time to raise awareness of the discrimination and vio-
3838 lence that the transgender community still faces, which
3939 make it difficult and even unsafe or fatal for many
4040 transgender individuals to be visible;
4141 Whereas the transgender community has suffered oppression
4242 disproportionately in many ways, including—
4343 (1) discrimination in employment and in the work-
4444 place;
4545 (2) discrimination in health care and housing;
4646 (3) discrimination in access to public services;
4747 (4) discrimination in educational institutions; and
4848 (5) disproportionate exposure to victimization and
4949 violence;
5050 Whereas forms of anti-transgender oppression are exacer-
5151 bated for transgender individuals of color, individuals
5252 with limited resources, immigrants, individuals living with
5353 disabilities, justice-involved individuals, and transgender
5454 youth;
5555 Whereas a record number of anti-transgender bills have been
5656 introduced in recent years at all levels of government,
5757 targeting areas such as—
5858 (1) education, including by prohibiting school staff
5959 from acknowledging or respecting transgender pupils, col-
6060 leagues, and family members, barring transgender stu-
6161 dents from accessing gender-appropriate programs and
6262 facilities, and censoring curriculum that allows readers to
6363 explore and engage with differing perspectives;
6464 (2) health care, including restrictions on medically
6565 necessary transition-related medical care and routine
6666 health care services;

7070 (3) public accommodations, such as safe access to
7171 public restrooms; and
7272 (4) identification documents, including by restricting
7373 the ability to realign or correct birth certificates and
7474 other forms of identification;
7575 Whereas President Trump issued multiple Executive orders
7676 that attempt to erase transgender people, including—
7777 (1) Executive Order 14168 (90 Fed. Reg. 8615; re-
7878 lating to defending women from gender ideology extre-
7979 mism and restoring biological truth to the Federal Gov-
8080 ernment);
8181 (2) Executive Order 14183 (90 Fed. Reg. 8757; re-
8282 lating to prioritizing military excellence and readiness);
8383 (3) Executive Order 14187 (90 Fed. Reg. 8771; re-
8484 lating to protecting children from chemical and surgical
8585 mutilation);
8686 (4) Executive Order 14190 (90 Fed. Reg. 8853; re-
8787 lating to ending radical indoctrination in K–12 school-
8888 ing); and
8989 (5) Executive Order 14201 (90 Fed. Reg. 9279; re-
9090 lating to keeping men out of women’s sports);
9191 Whereas the transgender community and allies of the
9292 transgender community have made it clear that
9393 transgender individuals will not be erased and deserve to
9494 be accorded all of the rights and opportunities made
9595 available to all;
9696 Whereas, before the creation of the United States, Indigenous
9797 two-spirit, transgender individuals existed across North
9898 America in many Native American communities, with
9999 specific terms in their own languages for these members
100100 of their communities and the social and spiritual roles
101101 they fulfilled, and while many were lost or actively sup-

105105 pressed by the efforts of missionaries, government agents,
106106 boarding schools, and settlers, two-spirit individuals have
107107 promoted increased public awareness in recent decades;
108108 Whereas transgender individuals continue to tell their stories
109109 and push for full equity under the law;
110110 Whereas the civil-rights struggle has been strengthened and
111111 inspired by the leadership of the transgender community;
112112 Whereas transgender individuals in the United States have
113113 made significant strides in elected office and political rep-
114114 resentation;
115115 Whereas at least 36 States and the District of Columbia have
116116 at least 1 transgender elected official at the State or mu-
117117 nicipal level;
118118 Whereas there are at least 23 openly transgender, gender-
119119 nonconforming, or nonbinary elected officials in State
120120 legislatures;
121121 Whereas voters in the State of Delaware elected Sarah
122122 McBride as the first openly transgender member of Con-
123123 gress;
124124 Whereas voters in the State of Virginia elected Danica Roem
125125 to be the first openly transgender State legislator in the
126126 United States;
127127 Whereas voters in the State of Oklahoma elected Mauree
128128 Turner as the first openly nonbinary State legislator in
129129 the United States;
130130 Whereas voters in the State of New Hampshire elected James
131131 Roesener as the first openly transgender man State legis-
132132 lator in the United States;
133133 Whereas 6 States have at least 1 transgender or gender-non-
134134 conforming jurist on the bench;

138138 Whereas more transgender individuals are appearing in mov-
139139 ies, on television, and in all forms of media, raising
140140 awareness of their experiences and the importance of liv-
141141 ing authentically;
142142 Whereas transgender individuals have created culture and
143143 history as artists, musicians, organizers, and leaders; and
144144 Whereas International Transgender Day of Visibility is a
145145 time to celebrate the transgender community around the
146146 world: Now, therefore, be it
147147 Resolved by the Senate (the House of Representatives 1
148148 concurring), That Congress— 2
149149 (1) supports the goals and ideals of Inter-3
150150 national Transgender Day of Visibility; 4
151151 (2) encourages the people of the United States 5
152152 to observe International Transgender Day of Visi-6
153153 bility with appropriate ceremonies, programs, and 7
154154 activities; 8
155155 (3) celebrates the accomplishments and leader-9
156156 ship of transgender individuals; and 10
157157 (4) recognizes the bravery of the transgender 11
158158 community as it fights for equal dignity and respect. 12
