1616 Expressing support for the Geneva Consensus Declaration
1717 on Promoting Women’s Health and Strengthening the
1818 Family and urging that the United States rejoin this
1919 historic declaration.
2020 Whereas the United States strongly supports women reaching
2121 the highest attainable outcomes for health, life, dignity,
2222 and well-being throughout their lives;
2323 Whereas the historic coalition that issued the Geneva Con-
2424 sensus Declaration on Promoting Women’s Health and
2525 Strengthening the Family (in this preamble referred to as
2626 the ‘‘Geneva Consensus Declaration’’) was formed by a
2727 diverse group of countries committed to charting a more
2828 positive path to advance the health of women, protecting
2929 the family as foundational to any healthy society, affirm-

3434 holding the sovereign right of countries to make their
3535 own laws to advance those core values, without external
3636 pressure;
3737 Whereas the Geneva Consensus Declaration was signed on
3838 October 22, 2020, by 32 countries from every region of
3939 the world, representing more than 1,600,000,000 people,
4040 which committed to working together on the core pillars
4141 enshrined in the Declaration, and 39 countries are now
4242 part of this coalition;
4343 Whereas the United States was the lead cosponsor of the Ge-
4444 neva Consensus Declaration during the presidency of
4545 Donald J. Trump;
4646 Whereas, although President Joseph R. Biden removed the
4747 United States as a signatory to the Geneva Consensus
4848 Declaration, at least temporarily, longstanding Federal
4949 laws that prohibit the United States from conducting or
5050 funding abortions, abortion lobbying, or coercive family
5151 planning in foreign countries remain in effect;
5252 Whereas the Geneva Consensus Declaration reaffirms that
5353 ‘‘all are equal before the law’’ and ‘‘human rights of
5454 women are an inalienable, integral, and indivisible part of
5555 all human rights and fundamental freedoms’’;
5656 Whereas the Geneva Consensus Declaration reaffirms the in-
5757 herent ‘‘dignity and worth of the human person’’ and
5858 that ‘‘every human being has the inherent right to life’’;
5959 Whereas the Geneva Consensus Declaration reaffirms that
6060 ‘‘there is no international right to abortion, nor any
6161 international obligation on the part of States to finance
6262 or facilitate abortion’’;

6666 Whereas the Geneva Consensus Declaration reaffirms that
6767 ‘‘the family is the natural and fundamental group unit of
6868 society and is entitled to protection by society and the
6969 State’’; and
7070 Whereas the Geneva Consensus Declaration coalition
7171 strengthens the collective voice of the signatory countries
7272 and prevents any country from being intimidated, iso-
7373 lated, or muted on the core values expressed in the Dec-
7474 laration: Now, therefore, be it
7575 Resolved by the Senate (the House of Representatives 1
7676 concurring), That Congress— 2
7777 (1) affirms the commitments to improving 3
7878 health for women and protecting life and the family 4
7979 made in the Geneva Consensus Declaration on Pro-5
8080 moting Women’s Health and Strengthening the 6
8181 Family (in this resolution referred to as the ‘‘Geneva 7
8282 Consensus Declaration’’) and applauds the signatory 8
8383 countries for their dedication to advancing women’s 9
8484 health, protecting life at every stage while affirming 10
8585 that there is no international right to abortion, and 11
8686 upholding the importance of the family as 12
8787 foundational to society; 13
8888 (2) declares that the principles affirming wom-14
8989 en’s health, the dignity of every life, and the family 15
9090 recognized by the Geneva Consensus Declaration re-16
9191 main universally valid; 17

9595 (3) welcomes opportunities to strengthen sup-1
9696 port for the Geneva Consensus Declaration; 2
9797 (4) will defend the sovereignty of every country 3
9898 to adopt national policies that promote women’s 4
9999 health, protect the right to life, and strengthen the 5
100100 family, as enshrined in the Geneva Consensus Dec-6

102102 (5) will work with the executive branch to en-8
103103 sure that the United States does not conduct or 9
104104 fund abortions, abortion lobbying, or coercive family 10
105105 planning in foreign countries, consistent with long-11
106106 standing Federal law; and 12
107107 (6) urges the signatory countries to the Geneva 13
108108 Consensus Declaration to defend the universal prin-14
109109 ciples affirming the value of every life and the family 15
