23 | 23 | | the mutually beneficial relationship that has existed |

24 | 24 | | among these industries for many decades; |

25 | 25 | | Whereas, for nearly a century, Congress has rejected re- |

26 | 26 | | peated calls by the recording industry to impose a per- |
---|
27 | 27 | | formance fee on local radio stations for simply playing |
---|
28 | 28 | | music on the radio, as such a fee would upset the mutu- |
---|
29 | 29 | | ally beneficial relationship between local radio and the re- |

30 | 30 | | cording industry; |

45 | 45 | | cial and advertiser-supported, free over-the-air broad- |

47 | 47 | | Whereas local radio broadcasters provide tens of thousands of |

48 | 48 | | hours of essential local news and weather information |
---|
49 | 49 | | during times of national emergencies and natural disas- |
---|
50 | 50 | | ters, as well as public affairs programming, sports, and |
---|
51 | 51 | | hundreds of millions of dollars worth of time for public |
---|
52 | 52 | | service announcements and local fundraising efforts for |
---|
53 | 53 | | worthy charitable causes, all of which are jeopardized if |
---|
54 | 54 | | local radio stations are forced to divert revenues to pay |
---|
55 | 55 | | for a new performance fee; |
---|
56 | 56 | | Whereas there are many thousands of local radio stations |
---|
57 | 57 | | that will suffer severe economic hardship if any new per- |
---|
58 | 58 | | formance fee is imposed, as will many other small busi- |
---|
59 | 59 | | nesses that play music, including bars, restaurants, retail |
---|
60 | 60 | | establishments, sports and other entertainment venues, |

61 | 61 | | shopping centers, and transportation facilities; and |

62 | 62 | | Whereas the hardship that would result from a new perform- |

63 | 63 | | ance fee would hurt businesses in the United States and |
