1616 Proposing amendments to the Constitution of the United
1717 States relative to the line item veto, a limitation on

1919 serve, and requiring a vote of two-thirds of the member-

3737 ECTION1. The President may reduce or disapprove 5
3838 any appropriation in any bill or joint resolution that is 6
3939 presented to the President under section 7 of article I. 7

4141 ECTION2. Any bill or joint resolution that the 8
4242 President approves and signs, after being amended under 9
4343 section 1, shall become law as so modified. 10

4545 ECTION3. If the President reduces or disapproves 11
4646 an appropriation in a bill or joint resolution under section 12
4747 1, not later than 10 days after the date on which the bill 13
4848 or joint resolution is presented to the President under sec-14
4949 tion 7 of article I, the President shall return to the House 15
5050 from which the bill or joint resolution originated— 16
5151 ‘‘(a) the portion of the bill or joint resolution con-17
5252 taining the reduced or disapproved appropriation; and 18
5353 ‘‘(b) a statement of each objection of the President 19
5454 to the appropriation. 20

5757 appropriation that is reduced or disapproved under section 22
5858 1 in the manner prescribed under section 7 of article I 23

6565 ECTION1. No person who has served 6 terms as 2
6666 a Representative shall be eligible for election to the House 3
6767 of Representatives. For purposes of this section, the elec-4
6868 tion of a person to fill a vacancy in the House of Rep-5
6969 resentatives shall be included as 1 term in determining 6
7070 the number of terms that such person has served as a Rep-7
7171 resentative if the person fills the vacancy for more than 8

7474 ECTION2. No person who has served 2 terms as 10
7575 a Senator shall be eligible for election or appointment to 11
7676 the Senate. For purposes of this section, the election or 12
7777 appointment of a person to fill a vacancy in the Senate 13
7878 shall be included as 1 term in determining the number 14
7979 of terms that such person has served as a Senator if the 15
8080 person fills the vacancy for more than 3 years. 16

9999 ECTION2. Legislation raising any tax or fee, in-3

103103 in or elimination of an exemption, waiver, credit, or deduc-7
104104 tion with respect to a tax or fee, may only be agreed to 8
105105 by a House of Congress if such legislation contains no 9
106106 other subject and is agreed to upon an affirmative vote 10
107107 of not less than two-thirds of the Members of such House 11
108108 of Congress, duly chosen and sworn.’’. 12
