15	15	JOINT RESOLUTION
16	16	Proposing amendments to the Constitution of the United
17	17	States relative to the line item veto, a limitation on
18	18	the number of terms that a Member of Congress may
19	19	serve, and requiring a vote of two-thirds of the member-
20	20	ship of both Houses of Congress on any legislation rais-
21	21	ing or imposing new taxes or fees.
22	22	Resolved by the Senate and House of Representatives 1
23	23	of the United States of America in Congress assembled2
24	24	(two-thirds of each House concurring therein), That the fol-3
25	25	lowing articles are proposed as amendments to the Con-4
26	26	stitution of the United States, all or any of which shall 5
27	27	be valid to all intents and purposes as part of the Con-6

32	32	of the several States within seven years after the date of 2
33	33	its submission by the Congress: 3

35	35	RTICLE— 4
36	36	‘‘S
37	37	ECTION1. The President may reduce or disapprove 5
38	38	any appropriation in any bill or joint resolution that is 6
39	39	presented to the President under section 7 of article I. 7
40	40	‘‘S
41	41	ECTION2. Any bill or joint resolution that the 8
42	42	President approves and signs, after being amended under 9
43	43	section 1, shall become law as so modified. 10

45	45	ECTION3. If the President reduces or disapproves 11
46	46	an appropriation in a bill or joint resolution under section 12
47	47	1, not later than 10 days after the date on which the bill 13
48	48	or joint resolution is presented to the President under sec-14
49	49	tion 7 of article I, the President shall return to the House 15
50	50	from which the bill or joint resolution originated— 16
51	51	‘‘(a) the portion of the bill or joint resolution con-17
52	52	taining the reduced or disapproved appropriation; and 18
53	53	‘‘(b) a statement of each objection of the President 19
54	54	to the appropriation. 20

56	56	ECTION4. Congress may separately consider any 21
57	57	appropriation that is reduced or disapproved under section 22
58	58	1 in the manner prescribed under section 7 of article I 23
59	59	for bills disapproved by the President.’’ 24

65	65	ECTION1. No person who has served 6 terms as 2
66	66	a Representative shall be eligible for election to the House 3
67	67	of Representatives. For purposes of this section, the elec-4
68	68	tion of a person to fill a vacancy in the House of Rep-5
69	69	resentatives shall be included as 1 term in determining 6
70	70	the number of terms that such person has served as a Rep-7
71	71	resentative if the person fills the vacancy for more than 8
72	72	1 year. 9

74	74	ECTION2. No person who has served 2 terms as 10
75	75	a Senator shall be eligible for election or appointment to 11
76	76	the Senate. For purposes of this section, the election or 12
77	77	appointment of a person to fill a vacancy in the Senate 13
78	78	shall be included as 1 term in determining the number 14
79	79	of terms that such person has served as a Senator if the 15
80	80	person fills the vacancy for more than 3 years. 16

82	82	ECTION3. No term beginning before the date of 17
83	83	the ratification of this article shall be taken into account 18
84	84	in determining eligibility for election or appointment under 19
85	85	this article.’’ 20

89	89	ECTION1. Legislation imposing or authorizing a 22
90	90	new tax or fee may only be agreed to by a House of Con-23
91	91	gress if such legislation contains no other subject and is 24
92	92	agreed to upon an affirmative vote of not less than two- 25

99	99	ECTION2. Legislation raising any tax or fee, in-3
100	100	cluding any increase in a rate of tax or fee imposed on 4
101	101	a percentage basis, any increase in an amount of a tax 5
102	102	or fee imposed on a flat or fixed basis, or any decrease 6
103	103	in or elimination of an exemption, waiver, credit, or deduc-7
104	104	tion with respect to a tax or fee, may only be agreed to 8
105	105	by a House of Congress if such legislation contains no 9
106	106	other subject and is agreed to upon an affirmative vote 10
107	107	of not less than two-thirds of the Members of such House 11
108	108	of Congress, duly chosen and sworn.’’. 12
