1313 Dissenting from the United States delegation’s February 24,
1414 2025, vote at the United Nations General Assembly.
1515 Whereas United States cooperation with our allies advances
1616 the national security interest of the United States;
1717 Whereas on February 24, 2025, the United States delegation
1818 to the United Nations voted against the Government of
1919 Ukraine’s United Nations draft resolution A/ES–11/L.10
2020 entitled ‘‘Advancing a comprehensive, just and lasting
2121 peace in Ukraine’’;
2222 Whereas the aforementioned vote was cast against Ukraine
2323 and the United States’ democratic allies, and aligned the
2424 United States with the Russian Federation, Belarus, the
2525 Democratic People’s Republic of North Korea, and other
2626 autocracies;

3030 Whereas this was the first instance since 2014 in which the
3131 United States voted with Russia at the United Nations
3232 on a Ukraine-related resolution, representing a departure
3333 from a decade of bipartisan, United States policy on
3434 Ukraine and eight decades of alignment with like-minded
3535 democratic states at the United Nations; and
3636 Whereas, in the United Nations Security Council, the United
3737 States led a resolution that failed to call out Russia as
3838 the invading aggressor and lacked the support of all five
3939 European members of the Security Council: Now, there-
4040 fore, be it
4141 Resolved, That the Senate— 1
4242 (1) condemns the February 24, 2025, United 2
4343 States vote against Ukraine’s resolution at the 3
4444 United Nations General Assembly; 4
4545 (2) decries the refusal of the United States del-5
4646 egation to continue to identify the Russian Federa-6
4747 tion as an aggressor or to call for the Government 7
4848 of the Russian Federation to completely withdraw its 8
4949 military forces from the territory of Ukraine within 9
5050 its internationally recognized borders; 10
5151 (3) recalls that the principal purposes of the 11
5252 United Nations Charter are to ‘‘maintain peace and 12
5353 security’’ and suppress ‘‘acts of aggression or other 13
5454 breaches of peace’’; 14
5555 (4) urges the United States to work closely with 15
5656 Ukraine and European allies on future efforts at the 16
5757 United Nations related to Ukraine; and 17
