1313 Designating February 27, 2025, as ‘‘Rare Disease Day’’.
1414 Whereas a rare disease or disorder is a disease or disorder
1515 that affects a small number of patients;
1616 Whereas, in the United States, a rare disease or disorder is
1717 defined as affecting fewer than 200,000 individuals;
1818 Whereas, as of the date of adoption of this resolution, more
1919 than 30,000,000 individuals in the United States are liv-
2020 ing with at least 1 of the more than 10,000 known rare
2121 diseases or disorders;
2222 Whereas children with rare diseases or disorders account for
2323 a significant portion of the population affected by rare
2424 diseases or disorders in the United States;
2525 Whereas many rare diseases and disorders are serious and
2626 life-threatening;

3030 Whereas 2025 marks the 42nd anniversary of the enactment
3131 of the Orphan Drug Act (Public Law 97–414; 96 Stat.
3232 2049), a landmark law enabling tremendous advances in
3333 the research and treatment of rare diseases and dis-
3434 orders;
3535 Whereas programs such as the Accelerating Rare disease
3636 Cures Program of the Food and Drug Administration
3737 (referred to in this preamble as the ‘‘FDA’’) aim to drive
3838 scientific and regulatory innovation and engagement to
3939 accelerate the availability of treatments for patients with
4040 rare diseases;
4141 Whereas 26 of the 50 novel drugs approved by the Center for
4242 Drug Evaluation and Research of the FDA in 2024—
4343 (1) were approved to prevent, diagnose, or treat a
4444 rare disease or condition; and
4545 (2) received an orphan-drug designation;
4646 Whereas, although the FDA has approved more than 882
4747 drugs and biological products with 1,300 orphan indica-
4848 tions as of the date of adoption of this resolution, ap-
4949 proximately 95 percent of rare diseases still do not have
5050 a treatment approved by the FDA for their condition;
5151 Whereas financing life-altering and lifesaving treatments can
5252 be challenging for individuals with a rare disease or dis-
5353 order and their families;
5454 Whereas individuals with rare diseases or disorders can expe-
5555 rience difficulty in obtaining accurate diagnoses and find-
5656 ing physicians or treatment centers with expertise in
5757 their rare disease or disorder;
5858 Whereas the National Institutes of Health support innovative
5959 research on the treatment of rare diseases and disorders;

6363 Whereas Rare Disease Day is observed each year on the last
6464 day of February; and
6565 Whereas Rare Disease Day is a global event that was first
6666 observed in the United States on February 28, 2009:
6767 Now, therefore, be it
6868 Resolved, That the Senate— 1
6969 (1) designates February 27, 2025, as ‘‘Rare 2
7070 Disease Day’’; and 3
7171 (2) recognizes the importance of, with respect 4
7272 to rare diseases and disorders— 5
7373 (A) improving awareness; 6
7474 (B) encouraging accurate and early diag-7
7575 nosis; and 8
7676 (C) supporting national and global re-9
7777 search efforts to develop effective treatments, 10
7878 diagnostics, and cures. 11
