1111 RESOLUTION
1212 Relating to the death of the Honorable David Lyle Boren,
1313 former Senator for the State of Oklahoma.
1414 Whereas, on April 21, 1941, the Honorable David Lyle Boren
1515 (referred to in this preamble as ‘‘Senator Boren’’) was
1616 born in Washington, DC, to Lyle H. Boren and Christine
1717 McKown Boren;
1818 Whereas Senator Boren attended public school in Seminole,
1919 Oklahoma, and Bethesda, Maryland;
2020 Whereas Senator Boren graduated from Yale University with
2121 a bachelor’s degree in 1963;
2222 Whereas Senator Boren attended Oxford University as a
2323 Rhodes Scholar, earning a master’s degree in 1965;

2727 Whereas Senator Boren graduated from the University of
2828 Oklahoma College of Law in 1968, and was admitted to
2929 the Oklahoma bar;
3030 Whereas Senator Boren served in the Oklahoma House of
3131 Representatives, representing Seminole County, from
3232 1967 to 1974
3333 Whereas Senator Boren was a captain in the Oklahoma Na-
3434 tional Guard from 1968 to 1974;
3535 Whereas Senator Boren served as the Chair of the Division
3636 of Social Sciences at Oklahoma Baptist University;
3737 Whereas, in 1974, Senator Boren successfully ran for Gov-
3838 ernor of Oklahoma, becoming the youngest governor in
3939 the United States at the age of 33, and served 1 term;
4040 Whereas, from 1979 to 1994, Senator Boren served in the
4141 Senate representing the State of Oklahoma;
4242 Whereas Senator Boren served as a member of several Senate
4343 committees, including—
4444 (1) from 1979 to 1994—
4545 (A) the Committee on Agriculture, Nutrition,
4646 and Forestry; and
4747 (B) the Committee on Finance;
4848 (2) from 1993 to 1994—
4949 (A) the Joint Committee on Taxation; and
5050 (B) the Joint Committee on the Organization of
5151 Congress, serving as co-chair;
5252 (3) from 1985 to 1992, the Senate Select Committee
5353 on Intelligence, including serving as the chair from 1987
5454 to 1992;
5555 (4) from 1983 to 1990, the Committee on Small
5656 Business and Entrepreneurship of the Senate; and

6161 on Secret Military Assistance to Iran and Nicaraguan

6363 Whereas Senator Boren retired from the Senate and became
6464 President of the University of Oklahoma, serving from
6565 1994 to 2018;
6666 Whereas Senator Boren spearheaded many reforms at the
6767 University of Oklahoma, including—
6868 (1) opening the Honors College;
6969 (2) expanding study abroad programs;
7070 (3) beautification efforts; and
7171 (4) support for athletics;
7272 Whereas Senator Boren was the first Oklahoman to serve the
7373 State of Oklahoma as a State legislator, Governor, Sen-
7474 ator, and President of the University of Oklahoma; and
7575 Whereas, on February 20, 2025, Senator Boren died at the
7676 age of 83, leaving behind his wife, Molly, and 2 children,
7777 Dan and Carrie: Now, therefore, be it
7878 Resolved, That— 1
7979 (1) the Senate— 2
8080 (A) has heard with profound sorrow and 3
8181 deep regret the announcement of the death of 4
8282 the Honorable David Lyle Boren, former Sen-5
8383 ator for the State of Oklahoma; and 6
8484 (B) respectfully requests that the Sec-7
8585 retary of the Senate— 8
8686 (i) communicate this resolution to the 9
8787 House of Representatives; and 10
