9	9	ANKFORD(for himself and Mr. MULLIN) submitted the following
10	10	resolution; which was considered and agreed to
11	11	RESOLUTION
12	12	Relating to the death of the Honorable David Lyle Boren,
13	13	former Senator for the State of Oklahoma.
14	14	Whereas, on April 21, 1941, the Honorable David Lyle Boren
15	15	(referred to in this preamble as ‘‘Senator Boren’’) was
16	16	born in Washington, DC, to Lyle H. Boren and Christine
17	17	McKown Boren;
18	18	Whereas Senator Boren attended public school in Seminole,
19	19	Oklahoma, and Bethesda, Maryland;
20	20	Whereas Senator Boren graduated from Yale University with
21	21	a bachelor’s degree in 1963;
22	22	Whereas Senator Boren attended Oxford University as a
23	23	Rhodes Scholar, earning a master’s degree in 1965;

27	27	Whereas Senator Boren graduated from the University of
28	28	Oklahoma College of Law in 1968, and was admitted to
29	29	the Oklahoma bar;
30	30	Whereas Senator Boren served in the Oklahoma House of
31	31	Representatives, representing Seminole County, from
32	32	1967 to 1974
33	33	Whereas Senator Boren was a captain in the Oklahoma Na-
34	34	tional Guard from 1968 to 1974;
35	35	Whereas Senator Boren served as the Chair of the Division
36	36	of Social Sciences at Oklahoma Baptist University;
37	37	Whereas, in 1974, Senator Boren successfully ran for Gov-
38	38	ernor of Oklahoma, becoming the youngest governor in
39	39	the United States at the age of 33, and served 1 term;
40	40	Whereas, from 1979 to 1994, Senator Boren served in the
41	41	Senate representing the State of Oklahoma;
42	42	Whereas Senator Boren served as a member of several Senate
43	43	committees, including—
44	44	(1) from 1979 to 1994—
45	45	(A) the Committee on Agriculture, Nutrition,
46	46	and Forestry; and
47	47	(B) the Committee on Finance;
48	48	(2) from 1993 to 1994—
49	49	(A) the Joint Committee on Taxation; and
50	50	(B) the Joint Committee on the Organization of
51	51	Congress, serving as co-chair;
52	52	(3) from 1985 to 1992, the Senate Select Committee
53	53	on Intelligence, including serving as the chair from 1987
54	54	to 1992;
55	55	(4) from 1983 to 1990, the Committee on Small
56	56	Business and Entrepreneurship of the Senate; and

60	60	(5) from 1987 to 1988, the Senate Select Committee
61	61	on Secret Military Assistance to Iran and Nicaraguan
62	62	Opposition;
63	63	Whereas Senator Boren retired from the Senate and became
64	64	President of the University of Oklahoma, serving from
65	65	1994 to 2018;
66	66	Whereas Senator Boren spearheaded many reforms at the
67	67	University of Oklahoma, including—
68	68	(1) opening the Honors College;
69	69	(2) expanding study abroad programs;
70	70	(3) beautification efforts; and
71	71	(4) support for athletics;
72	72	Whereas Senator Boren was the first Oklahoman to serve the
73	73	State of Oklahoma as a State legislator, Governor, Sen-
74	74	ator, and President of the University of Oklahoma; and
75	75	Whereas, on February 20, 2025, Senator Boren died at the
76	76	age of 83, leaving behind his wife, Molly, and 2 children,
77	77	Dan and Carrie: Now, therefore, be it
78	78	Resolved, That— 1
79	79	(1) the Senate— 2
80	80	(A) has heard with profound sorrow and 3
81	81	deep regret the announcement of the death of 4
82	82	the Honorable David Lyle Boren, former Sen-5
83	83	ator for the State of Oklahoma; and 6
84	84	(B) respectfully requests that the Sec-7
85	85	retary of the Senate— 8
86	86	(i) communicate this resolution to the 9
87	87	House of Representatives; and 10

92	92	resolution to the family of the Honorable 2

94	94	(2) when the Senate adjourns on the date of 4
95	95	the adoption of this resolution, the Senate stands 5
96	96	adjourned as the further mark of respect to the 6
97	97	memory of the Honorable David Lyle Boren. 7
