1414 RESOLUTION
1515 Designating March 6, 2025, as ‘‘National Slam the Scam
1616 Day’’ to raise awareness about pervasive scams and to
1717 promote education to prevent government imposter scams
1818 and other types of scams.
1919 Whereas hundreds of thousands of individuals in the United
2020 States are targeted by government imposter scams each
2121 year, including government imposter scams related to So-
2222 cial Security, Medicare, the United States Postal Service,
2323 and the Internal Revenue Service;
2424 Whereas scams cost United States consumers billions of dol-
2525 lars annually, disproportionately affecting older adults;
2626 Whereas, in 2023, the Federal Trade Commission reported
2727 losses totaled over $10,000,000,000, which is

3131 $1,000,000,000 more than those reported in 2022, and
3232 the highest losses ever reported to the agency;
3333 Whereas 1 in 4 people in the United States reported losing
3434 money to scams, with a median loss of $500 per person;
3535 Whereas, since 2013, the fraud hotline of the Special Com-
3636 mittee on Aging of the Senate has received more than
3737 12,300 complaints from individuals in all 50 States, the
3838 District of Columbia, and the Commonwealth of Puerto
3939 Rico regarding possible government imposter scams;
4040 Whereas, according to the Federal Trade Commission, in
4141 2023, older adults reported larger median individual
4242 losses as a result of government imposter scams than
4343 younger adults;
4444 Whereas government imposter scams involve scammers con-
4545 tacting individuals in the United States and claiming to
4646 resolve a government-related problem or impersonating
4747 employees of government agencies, such as the Social Se-
4848 curity Administration, the Department of Health and
4949 Human Services, the United States Postal Service, and
5050 the Internal Revenue Service, to demand payment or per-
5151 sonal information, which defrauds the people of the
5252 United States and erodes trust in the government agen-
5353 cies that the scammers impersonate; and
5454 Whereas increased awareness of, and education about, gov-
5555 ernment imposter scams help to thwart government im-
5656 poster scammers: Now, therefore, be it
5757 Resolved, That the Senate— 1
5858 (1) designates March 6, 2025, as ‘‘National 2

6464 an opportunity to raise awareness and amplify the 2
6565 messaging about scams that involve individuals im-3
6666 personating government employees by any means, 4
6767 including by mail, telephone, text message, electronic 5
6868 mail, social media, or internet websites (referred to 6
6969 in this resolution as ‘‘government imposter scams’’); 7
7070 (3) recognizes that law enforcement agencies, 8
7171 consumer protection groups, telephone companies, 9
7272 area agencies on aging, and financial institutions all 10
7373 play vital roles in— 11
7474 (A) preventing government imposter scams 12
7575 from targeting the people of the United States; 13
7676 and 14
7777 (B) educating the people of the United 15
7878 States about government imposter scams; 16
7979 (4) encourages— 17
8080 (A) the implementation of policies and pro-18
8181 grams to prevent government imposter scams; 19
8282 and 20
8383 (B) the improvement of measures to pro-21
8484 tect the people of the United States from gov-22
8585 ernment imposter scams; 23
8686 (5) encourages members of the public to— 24
