1717 Recognizing and honoring teachers who have earned or
1818 maintained National Board Certification.
1919 Whereas National Board Certification is based on rigorous
2020 standards developed by teachers for teachers to dem-
2121 onstrate the ability of teachers to advance student learn-
2222 ing and achievement;
2323 Whereas research shows that students taught by National
2424 Board Certified teachers learn more than their peers;
2525 Whereas National Board Certified teachers often positively
2626 amplify their expertise by serving in leadership roles as
2727 teacher mentors, principals, administrators, and district
2828 leaders;

3232 Whereas National Board Certified teachers rank National
3333 Board Certification as their most important ongoing for-
3434 mal education, above graduate-level coursework and other
3535 training programs;
3636 Whereas National Board Certified teachers are among the
3737 thousands of educators around the United States who
3838 play a critical role in addressing the learning loss in-
3939 curred during the COVID-19 pandemic;
4040 Whereas 29 States provide salary incentives for National
4141 Board Certified teachers, including 13 States that
4242 prioritize incentives in high-needs schools;
4343 Whereas, in 2024, 4,355 teachers earned their National
4444 Board Certification for the first time and 4,884 teachers
4545 successfully maintained their certification, benefitting
4646 thousands of students across the country; and
4747 Whereas, as of March 2025 there are a total of 141,464
4848 teachers who have achieved National Board Certification:
4949 Now, therefore, be it
5050 Resolved, That the Senate— 1
5151 (1) honors the teachers who earned or main-2
5252 tained National Board Certification as of March 3
5353 2025; 4
5454 (2) recognizes the importance and contributions 5
5555 of National Board Certified teachers to student 6
5656 learning and achievement; and 7
5757 (3) encourages educators, administrators, 8
5858 school districts, and States to— 9
