2121 Recognizing the 204th anniversary of the independence of
2222 Greece and celebrating democracy in Greece and the
2323 United States.
2424 Whereas the people of ancient Greece developed the concept
2525 of democracy, in which the supreme power to govern was
2626 vested in the people;
2727 Whereas the founding fathers of the United States, many of
2828 whom read Greek political philosophy in the original
2929 Greek language, drew heavily on the political experience
3030 and philosophy of ancient Greece in forming the rep-
3131 resentative democracy of the United States;

3535 Whereas Petros Mavromichalis, the former Commander-in-
3636 Chief of Greece and a founder of the modern Greek state,
3737 said to the citizens of the United States in 1821, ‘‘It is
3838 in your land that liberty has fixed her abode and . . .
3939 imitating you, we shall imitate our ancestors and be
4040 thought worthy of them if we succeed in resembling
4141 you.’’;
4242 Whereas, in an October 21, 1823, letter to Greek scholar
4343 Adamantios Koraes discussing the ongoing Greek strug-
4444 gle for independence, Thomas Jefferson wrote that ‘‘[n]o
4545 people sympathise more feelingly than ours with the
4646 sufferings of your countrymen, none offer more sincere
4747 and ardent prayers to heaven for their success’’;
4848 Whereas, on January 19, 1824, in a speech in support of his
4949 resolution to send an American envoy to Greece amid its
5050 struggle for independence, then-Congressman Daniel
5151 Webster recognized ‘‘the struggle of an interesting and
5252 gallant people . . . contending against fearful odds, for
5353 being, and for the common privilege of human nature’’;
5454 Whereas individual American Philhellenes, including future
5555 abolitionists Dr. Samuel Gridley Howe and Jonathan
5656 Peckham Miller, and George Jarvis, traveled to Greece to
5757 fight alongside and provide aid to the Greek people in
5858 their struggle for independence;
5959 Whereas the people of the United States generously sent hu-
6060 manitarian assistance to the people of Greece during
6161 their struggle for independence, often through philhellene
6262 committees;
6363 Whereas Greece heroically resisted Axis forces at a crucial
6464 moment in World War II, forcing Adolf Hitler to change
6565 his timeline and delaying the attack on the Soviet Union;

6969 Whereas Winston Churchill said that ‘‘if there had not been
7070 the virtue and courage of the Greeks, we do not know
7171 which the outcome of World War II would have been’’
7272 and ‘‘no longer will we say that Greeks fight like heroes,
7373 but that heroes fight like Greeks’’;
7474 Whereas hundreds of thousands of Greeks were killed during
7575 World War II;
7676 Whereas Greece consistently allied with the United States in
7777 major international conflicts throughout its history as a
7878 modern state and has been a member of the North Atlan-
7979 tic Treaty Organization since 1952;
8080 Whereas the United States has demonstrated its support for
8181 the trilateral partnership of Greece, Israel, and Cyprus
8282 by enacting into law the Eastern Mediterranean Security
8383 and Energy Partnership Act of 2019 (title II of division
8484 J of Public Law 116–94) and through joint engagement
8585 with Greece, Israel, and Cyprus in the ‘‘3+1’’ format;
8686 Whereas this support was bolstered in the United States-
8787 Greece Defense and Interparliamentary Partnership Act
8888 of 2021 (subtitle B of title XIII of Public Law 117–81),
8989 establishing a 3+1 Interparliamentary Group to discuss
9090 the expansion of cooperation in areas of common concern;
9191 Whereas the United States maintains close bilateral coopera-
9292 tion with Greece on security, energy, and other shared
9393 priorities, including the commitment to security coopera-
9494 tion that led to the conclusion of a Mutual Defense Co-
9595 operation Agreement, which was updated in 2019 and
9696 2021, in order to enhance defense ties between the two
9797 countries and promote stability in the broader region;
9898 Whereas the ongoing United States-Greece Strategic Dia-
9999 logue reflects Greece’s importance to the United States

103103 as a geostrategic partner, especially in the Eastern Medi-
104104 terranean and Balkans, and as an important NATO ally;
105105 Whereas, on November 13, 2023, the United States and
106106 Greece signed a memorandum of understanding to ad-
107107 vance energy security and cooperation in the Western
108108 Balkans;
109109 Whereas regular high-level engagement between the Govern-
110110 ments of the United States and Greece continued
111111 through 2024 and into 2025, during which both govern-
112112 ments reaffirmed the strategic importance of the United
113113 States-Greece relationship and pledged to continue and
114114 increase cooperation based on shared values and inter-
115115 ests;
116116 Whereas, in the framework of the fifth United States-Greece
117117 Strategic Dialogue, on February 9, 2024, Greece became
118118 the 35th country to sign onto the Artemis Accords, af-
119119 firming its commitment to a peaceful, sustainable, and
120120 transparent cooperation in space;
121121 Whereas the Government and people of Greece actively par-
122122 ticipate in peacekeeping and peace-building operations
123123 conducted by international organizations, including the
124124 United Nations, the North Atlantic Treaty Organization,
125125 the European Union, and the Organization for Security
126126 and Co-operation in Europe;
127127 Whereas Greece has shown a strong commitment to meeting
128128 NATO defense spending obligations, recognizing the need
129129 for a more robust European pillar within NATO;
130130 Whereas Greece remains an integral part of the European
131131 Union and a current non-permanent member of the
132132 United Nations Security Council;

136136 Whereas the Greek-American community has greatly contrib-
137137 uted to American society and has helped forge the strong
138138 ties between the United States and Greece;
139139 Whereas the Governments and people of Greece and the
140140 United States are at the forefront of efforts to advance
141141 freedom, democracy, peace, stability, and human rights;
142142 Whereas those efforts and similar ideals have forged a close
143143 bond between the peoples of Greece and the United
144144 States; and
145145 Whereas it is proper and desirable for the United States to
146146 celebrate March 25, 2025, Greek Independence Day, with
147147 the people of Greece and to reaffirm the democratic prin-
148148 ciples from which those two great countries were founded:
149149 Now, therefore, be it
150150 Resolved, That the Senate— 1
151151 (1) extends sincere congratulations and best 2
152152 wishes to the people of Greece as they celebrate the 3
153153 204th anniversary of the independence of Greece; 4
154154 (2) expresses support for the principles of 5
155155 democratic governance to which the people of Greece 6
156156 are committed; 7
157157 (3) commends the Greek-American community 8
158158 for its contributions to the United States and its 9
159159 role as a bridge between the two countries; 10
160160 (4) notes the important role that Greece has 11
161161 played in the wider European region and in the com-12
162162 munity of nations since gaining its independence 13
