16	16	fairs
17	17	RESOLUTION
18	18	Expressing the sense of the Senate that Congress should
19	19	take all appropriate measures to ensure that the United
20	20	States Postal Service remains an independent establish-
21	21	ment of the Federal Government and is not subject to
22	22	privatization.
23	23	Whereas the United States Postal Service is a constitu-
24	24	tionally mandated service per article I, section 8, clause
25	25	7 of the Constitution of the United States;
26	26	Whereas the United States Postal Service is a self-sustaining,
27	27	independent establishment that does not receive taxpayer
28	28	funding and relies solely on revenue derived from the sale
29	29	of postal services and products;

33	33	Whereas the United States Postal Service and its more than
34	34	630,000 employees are at the center of the
35	35	$1,900,000,000,000 mailing industry, which employs
36	36	more than 7,900,000 Americans;
37	37	Whereas the United States Postal Service serves the needs of
38	38	customers at more than 168,000,000 business and resi-
39	39	dential addresses every day, maintains an affordable and
40	40	universal network, and connects the rural, suburban, and
41	41	urban communities of the United States;
42	42	Whereas the United States Postal Service is consistently the
43	43	highest rated agency of the Federal Government in non-
44	44	partisan opinion polls;
45	45	Whereas the United States Postal Service employs nearly
46	46	73,000 military veterans and is one of the largest em-
47	47	ployers of veterans in the United States;
48	48	Whereas postal employees are dedicated public servants who
49	49	do more than process and deliver the mail, including
50	50	serving as the eyes and ears of their communities and
51	51	often responding first in situations involving health, safe-
52	52	ty, and crime in their communities;
53	53	Whereas privatization of the United States Postal Service
54	54	would result in higher prices and reduced services for its
55	55	customers, especially in rural communities; and
56	56	Whereas privatization of the United States Postal Service
57	57	would jeopardize the booming e-commerce sector and
58	58	cripple a major part of the critical infrastructure of the
59	59	United States: Now, therefore, be it
60	60	Resolved, That it is the sense of the Senate that Con-1
61	61	gress should take all appropriate measures to ensure that 2
