53	53	Honoring the life of the Honorable Alan K. Simpson, former
54	54	Senator for the State of Wyoming.

58	58	Whereas Alan Kooi Simpson (referred to in this preamble as
59	59	‘‘Senator Simpson’’) was born in Denver, Colorado, on
60	60	September 2, 1931, and was raised in Cody, Wyoming;
61	61	Whereas Senator Simpson came from a family with a long
62	62	tradition of public service in Wyoming, which included—
63	63	(1) his father, Milward Simpson, who was a U.S.
64	64	Senator, the Governor of Wyoming, and a member of the
65	65	Wyoming State Legislature; and
66	66	(2) his mother, Lorna Kooi Simpson, who served her
67	67	community as president of the Red Cross in Cody, Wyo-
68	68	ming, and on the local planning commission;
69	69	Whereas Senator Simpson graduated from Cody High School
70	70	in Cody, Wyoming, in 1949, earned a Bachelor of Science
71	71	degree from the University of Wyoming in 1954, and
72	72	earned a Juris Doctor degree from the University of Wy-
73	73	oming College of Law in 1958;
74	74	Whereas, after graduating from college, Senator Simpson
75	75	served as a Second Lieutenant in the Army from 1954
76	76	to 1956 , where he was stationed in Germany with the
77	77	10th Infantry regiment of the 5th Infantry Division and
78	78	the 12th Armored Infantry Battalion of the 2nd Armored
79	79	Division;
80	80	Whereas, on June 21, 1954, Senator Simpson married Ann
81	81	Schroll, whom he met while studying at the University of
82	82	Wyoming, and together, they—
83	83	(1) built a remarkable partnership of love, devotion,
84	84	and respect;
85	85	(2) raised their 3 children, Bill, Colin, and Susan;
86	86	and
87	87	(3) enjoyed spending time, as proud grandparents,
88	88	with Mackenzie, Nicholas, Eric, Beth, Fiona, and Aidan;

92	92	Whereas, after being admitted to the Wyoming bar and the
93	93	United States District Court for the District of Wyoming
94	94	in 1958, Senator Simpson—
95	95	(1) served as a Wyoming Assistant Attorney Gen-
96	96	eral;
97	97	(2) practiced law with his father, Milward Simpson,
98	98	and later with Charles G. Kepler, in the law firm of
99	99	Simpson, Kepler and Simpson in Cody, Wyoming; and
100	100	(3) served as the City Attorney for Cody, Wyoming;
101	101	Whereas, starting in 1965, Senator Simpson began a distin-
102	102	guished career of elected public service on behalf of the
103	103	people of Wyoming, including serving —
104	104	(1) in the Wyoming House of Representatives from
105	105	1965 to 1978, where he served as majority whip, major-
106	106	ity floor leader, and the speaker pro tempore; and
107	107	(2) in the U.S. Senate from 1979 to 1997, where he
108	108	served as Senate Majority Whip from 1985 to 1987, and
109	109	Senate Minority Whip from 1987 to 1995;
110	110	Whereas, from 1981 to 1985, and from 1995 to 1997, Sen-
111	111	ator Simpson served as Chairman of the Committee on
112	112	Veterans’ Affairs of the Senate;
113	113	Whereas, during his time in the U.S. Senate, Senator Simp-
114	114	son was focused on—
115	115	(1) securing United States borders and addressing
116	116	illegal immigration;
117	117	(2) championing the brave veterans who answered
118	118	the call and made sacrifices for their country;
119	119	(3) entitlement reform; and
120	120	(4) addressing the soaring national debt;
121	121	Whereas Senator Simpson was appointed by President
122	122	Obama to be co-chair of the National Commission on Fis-
123	123	cal Responsibility and Reform in 2010, and Senator

128	128	Douglas Award for Ethics in Government for their work

130	130	Whereas, in July 2022, Senator Simpson received the Presi-
131	131	dential Medal of Freedom;
132	132	Whereas Senator Simpson was passionate about—
133	133	(1) the Buffalo Bill Center of the West in Cody, Wy-
134	134	oming;
135	135	(2) the Heart Mountain Wyoming Foundation, in-
136	136	cluding the Mineta-Simpson Institute at Heart Mountain;
137	137	and
138	138	(3) the University of Wyoming, including the estab-
139	139	lishment of—
140	140	(A) the Alan K. Simpson Center for Clinical
141	141	and Experiential Learning at the University of Wyo-
142	142	ming College of Law; and
143	143	(B) the Alan K. Simpson Institute for Western
144	144	Politics and Leadership at the American Heritage
145	145	Center;
146	146	Whereas Senator Simpson served with integrity, humor, and
147	147	leadership, and he never wavered in his commitment to
148	148	his family, the United States, or the State of Wyoming;
149	149	and
150	150	Whereas Senator Simpson was known by many for his cour-
151	151	age, quick wit, and legendary storytelling: Now, there-
152	152	fore, be it
153	153	Resolved, That— 1
154	154	(1) the Senate— 2
155	155	(A) has heard with profound sorrow and 3
156	156	deep regret the announcement of the death of 4
