5858 Whereas Alan Kooi Simpson (referred to in this preamble as
5959 ‘‘Senator Simpson’’) was born in Denver, Colorado, on
6060 September 2, 1931, and was raised in Cody, Wyoming;
6161 Whereas Senator Simpson came from a family with a long
6262 tradition of public service in Wyoming, which included—
6363 (1) his father, Milward Simpson, who was a U.S.
6464 Senator, the Governor of Wyoming, and a member of the
6565 Wyoming State Legislature; and
6666 (2) his mother, Lorna Kooi Simpson, who served her
6767 community as president of the Red Cross in Cody, Wyo-
6868 ming, and on the local planning commission;
6969 Whereas Senator Simpson graduated from Cody High School
7070 in Cody, Wyoming, in 1949, earned a Bachelor of Science
7171 degree from the University of Wyoming in 1954, and
7272 earned a Juris Doctor degree from the University of Wy-
7373 oming College of Law in 1958;
7474 Whereas, after graduating from college, Senator Simpson
7575 served as a Second Lieutenant in the Army from 1954
7676 to 1956 , where he was stationed in Germany with the
7777 10th Infantry regiment of the 5th Infantry Division and
7878 the 12th Armored Infantry Battalion of the 2nd Armored
7979 Division;
8080 Whereas, on June 21, 1954, Senator Simpson married Ann
8181 Schroll, whom he met while studying at the University of
8282 Wyoming, and together, they—
8383 (1) built a remarkable partnership of love, devotion,
8484 and respect;
8585 (2) raised their 3 children, Bill, Colin, and Susan;
8686 and
8787 (3) enjoyed spending time, as proud grandparents,
8888 with Mackenzie, Nicholas, Eric, Beth, Fiona, and Aidan;

9292 Whereas, after being admitted to the Wyoming bar and the
9393 United States District Court for the District of Wyoming
9494 in 1958, Senator Simpson—
9595 (1) served as a Wyoming Assistant Attorney Gen-
9696 eral;
9797 (2) practiced law with his father, Milward Simpson,
9898 and later with Charles G. Kepler, in the law firm of
9999 Simpson, Kepler and Simpson in Cody, Wyoming; and
100100 (3) served as the City Attorney for Cody, Wyoming;
101101 Whereas, starting in 1965, Senator Simpson began a distin-
102102 guished career of elected public service on behalf of the
103103 people of Wyoming, including serving —
104104 (1) in the Wyoming House of Representatives from
105105 1965 to 1978, where he served as majority whip, major-
106106 ity floor leader, and the speaker pro tempore; and
107107 (2) in the U.S. Senate from 1979 to 1997, where he
108108 served as Senate Majority Whip from 1985 to 1987, and
109109 Senate Minority Whip from 1987 to 1995;
110110 Whereas, from 1981 to 1985, and from 1995 to 1997, Sen-
111111 ator Simpson served as Chairman of the Committee on
112112 Veterans’ Affairs of the Senate;
113113 Whereas, during his time in the U.S. Senate, Senator Simp-
114114 son was focused on—
115115 (1) securing United States borders and addressing
116116 illegal immigration;
117117 (2) championing the brave veterans who answered
118118 the call and made sacrifices for their country;
119119 (3) entitlement reform; and
120120 (4) addressing the soaring national debt;
121121 Whereas Senator Simpson was appointed by President
122122 Obama to be co-chair of the National Commission on Fis-
123123 cal Responsibility and Reform in 2010, and Senator

128128 Douglas Award for Ethics in Government for their work
129129 on that Commission;
130130 Whereas, in July 2022, Senator Simpson received the Presi-
131131 dential Medal of Freedom;
132132 Whereas Senator Simpson was passionate about—
133133 (1) the Buffalo Bill Center of the West in Cody, Wy-
134134 oming;
135135 (2) the Heart Mountain Wyoming Foundation, in-
136136 cluding the Mineta-Simpson Institute at Heart Mountain;
137137 and
138138 (3) the University of Wyoming, including the estab-
139139 lishment of—
140140 (A) the Alan K. Simpson Center for Clinical
141141 and Experiential Learning at the University of Wyo-
142142 ming College of Law; and
143143 (B) the Alan K. Simpson Institute for Western
144144 Politics and Leadership at the American Heritage
145145 Center;
146146 Whereas Senator Simpson served with integrity, humor, and
147147 leadership, and he never wavered in his commitment to
148148 his family, the United States, or the State of Wyoming;
149149 and
150150 Whereas Senator Simpson was known by many for his cour-
151151 age, quick wit, and legendary storytelling: Now, there-
152152 fore, be it
153153 Resolved, That— 1
154154 (1) the Senate— 2
155155 (A) has heard with profound sorrow and 3
156156 deep regret the announcement of the death of 4
