15 | 15 | | the United States, including pipelines, electric, gas, tele- |
---|
16 | 16 | | communications, fiber, water, sewer, and cable television |
---|
17 | 17 | | lines, is jeopardized by unintentional damage caused by |
---|
18 | 18 | | those who fail to have underground utility lines located |
---|
19 | 19 | | prior to digging; |
---|
20 | 20 | | Whereas some utility lines are buried only a few inches un- |
---|
21 | 21 | | derground, making the lines easy to strike, even during |
---|
22 | 22 | | shallow digging projects; |
---|
23 | 23 | | Whereas digging prior to having underground utility lines lo- |

24 | 24 | | cated often results in unintended consequences, such as |

25 | 25 | | service interruption, environmental damage, personal in- |

39 | 39 | | designated ‘‘811’’ as the nationwide ‘‘One Call’’ number |

40 | 40 | | for homeowners and excavators to use to obtain informa- |

41 | 41 | | tion on underground utility lines before conducting exca- |
---|
42 | 42 | | vation activities (referred to in this preamble as the |

43 | 43 | | ‘‘‘One Call’/811 program’’); |

44 | 44 | | Whereas the nearly 4,000 damage prevention professionals |

45 | 45 | | who are members of the Common Ground Alliance, |
---|
46 | 46 | | States, the ‘‘One Call’’/811 program, and other stake- |
---|
47 | 47 | | holders who are dedicated to ensuring public safety, envi- |
---|
48 | 48 | | ronmental protection, and the integrity of services, pro- |
---|
49 | 49 | | mote the national ‘‘Contact 811 Before You Dig’’ cam- |
---|
50 | 50 | | paign to increase public awareness about the importance |
---|
51 | 51 | | of homeowners and excavators contacting 811 to find out |
---|
52 | 52 | | the location of underground utility lines before digging; |

53 | 53 | | Whereas the Pipeline Safety, Regulatory Certainty, and Job |
