1212 Supporting the goals and ideals of National Safe Digging
1313 Month.
1414 Whereas, each year, the underground utility infrastructure of
1515 the United States, including pipelines, electric, gas, tele-
1616 communications, fiber, water, sewer, and cable television
1717 lines, is jeopardized by unintentional damage caused by
1818 those who fail to have underground utility lines located
1919 prior to digging;
2020 Whereas some utility lines are buried only a few inches un-
2121 derground, making the lines easy to strike, even during
2222 shallow digging projects;
2323 Whereas digging prior to having underground utility lines lo-
2424 cated often results in unintended consequences, such as
2525 service interruption, environmental damage, personal in-
2626 jury, and even death;

3030 Whereas the month of April marks the beginning of the peak
3131 period during which excavation projects are carried out
3232 around the United States;
3333 Whereas, in 2002, Congress required the Department of
3434 Transportation and the Federal Communications Com-
3535 mission to establish a 3-digit, nationwide, toll-free num-
3636 ber to be used by State ‘‘One Call’’ systems to provide
3737 information on underground utility lines;
3838 Whereas, in 2005, the Federal Communications Commission
3939 designated ‘‘811’’ as the nationwide ‘‘One Call’’ number
4040 for homeowners and excavators to use to obtain informa-
4141 tion on underground utility lines before conducting exca-
4242 vation activities (referred to in this preamble as the
4343 ‘‘‘One Call’/811 program’’);
4444 Whereas the nearly 4,000 damage prevention professionals
4545 who are members of the Common Ground Alliance,
4646 States, the ‘‘One Call’’/811 program, and other stake-
4747 holders who are dedicated to ensuring public safety, envi-
4848 ronmental protection, and the integrity of services, pro-
4949 mote the national ‘‘Contact 811 Before You Dig’’ cam-
5050 paign to increase public awareness about the importance
5151 of homeowners and excavators contacting 811 to find out
5252 the location of underground utility lines before digging;
5353 Whereas the Pipeline Safety, Regulatory Certainty, and Job
5454 Creation Act of 2011 (Public Law 112–90; 125 Stat.
5555 1904) affirmed and expanded the ‘‘One Call’’/811 pro-
5656 gram by eliminating exemptions given to local and State
5757 government agencies and their contractors regarding no-
5858 tifying ‘‘One Call’’/811 centers before digging;

6262 Whereas, according to the 2023 Damage Information Report-
6363 ing Tool Report published by the Common Ground Alli-
6464 ance in October 2024—
6565 (1) ‘‘No notification to the 811 center’’ remains the
6666 number 1 top root cause of damage;
6767 (2) failure to notify 811 prior to digging contributed
6868 to 26 percent of damages; and
6969 (3) landscaping is the top type of work performed
7070 when professionals cause no-notification damages; and
7171 Whereas the Common Ground Alliance has designated April
7272 as ‘‘National Safe Digging Month’’ to increase awareness
7373 of safe digging practices across the United States and to
7474 celebrate the anniversary of the designation of 811 as the
7575 national ‘‘Contact Before You Dig’’ number: Now, there-
7676 fore, be it
7777 Resolved, That the Senate— 1
7878 (1) supports the goals and ideals of National 2
7979 Safe Digging Month; 3
8080 (2) encourages all homeowners and excavators 4
8181 throughout the United States to contact 811 by 5
8282 phone or online before digging; and 6
8383 (3) encourages all damage prevention stake-7
8484 holders to help educate homeowners and excavators 8
8585 throughout the United States about the importance 9
8686 of contacting 811 to have the approximate location 10
8787 of buried utilities marked with paint or flags before 11
8888 digging. 12
