10	10	submitted the following resolution; which was considered and agreed to
11	11	RESOLUTION
12	12	Supporting the goals and ideals of National Safe Digging
13	13	Month.
14	14	Whereas, each year, the underground utility infrastructure of
15	15	the United States, including pipelines, electric, gas, tele-
16	16	communications, fiber, water, sewer, and cable television
17	17	lines, is jeopardized by unintentional damage caused by
18	18	those who fail to have underground utility lines located
19	19	prior to digging;
20	20	Whereas some utility lines are buried only a few inches un-
21	21	derground, making the lines easy to strike, even during
22	22	shallow digging projects;
23	23	Whereas digging prior to having underground utility lines lo-
24	24	cated often results in unintended consequences, such as
25	25	service interruption, environmental damage, personal in-
26	26	jury, and even death;

30	30	Whereas the month of April marks the beginning of the peak
31	31	period during which excavation projects are carried out
32	32	around the United States;
33	33	Whereas, in 2002, Congress required the Department of
34	34	Transportation and the Federal Communications Com-
35	35	mission to establish a 3-digit, nationwide, toll-free num-
36	36	ber to be used by State ‘‘One Call’’ systems to provide
37	37	information on underground utility lines;
38	38	Whereas, in 2005, the Federal Communications Commission
39	39	designated ‘‘811’’ as the nationwide ‘‘One Call’’ number
40	40	for homeowners and excavators to use to obtain informa-
41	41	tion on underground utility lines before conducting exca-
42	42	vation activities (referred to in this preamble as the
43	43	‘‘‘One Call’/811 program’’);
44	44	Whereas the nearly 4,000 damage prevention professionals
45	45	who are members of the Common Ground Alliance,
46	46	States, the ‘‘One Call’’/811 program, and other stake-
47	47	holders who are dedicated to ensuring public safety, envi-
48	48	ronmental protection, and the integrity of services, pro-
49	49	mote the national ‘‘Contact 811 Before You Dig’’ cam-
50	50	paign to increase public awareness about the importance
51	51	of homeowners and excavators contacting 811 to find out
52	52	the location of underground utility lines before digging;
53	53	Whereas the Pipeline Safety, Regulatory Certainty, and Job
54	54	Creation Act of 2011 (Public Law 112–90; 125 Stat.
55	55	1904) affirmed and expanded the ‘‘One Call’’/811 pro-
56	56	gram by eliminating exemptions given to local and State
57	57	government agencies and their contractors regarding no-
58	58	tifying ‘‘One Call’’/811 centers before digging;

62	62	Whereas, according to the 2023 Damage Information Report-
63	63	ing Tool Report published by the Common Ground Alli-
64	64	ance in October 2024—
65	65	(1) ‘‘No notification to the 811 center’’ remains the
66	66	number 1 top root cause of damage;
67	67	(2) failure to notify 811 prior to digging contributed
68	68	to 26 percent of damages; and
69	69	(3) landscaping is the top type of work performed
70	70	when professionals cause no-notification damages; and
71	71	Whereas the Common Ground Alliance has designated April
72	72	as ‘‘National Safe Digging Month’’ to increase awareness
73	73	of safe digging practices across the United States and to
74	74	celebrate the anniversary of the designation of 811 as the
75	75	national ‘‘Contact Before You Dig’’ number: Now, there-
76	76	fore, be it
77	77	Resolved, That the Senate— 1
78	78	(1) supports the goals and ideals of National 2
79	79	Safe Digging Month; 3
80	80	(2) encourages all homeowners and excavators 4
81	81	throughout the United States to contact 811 by 5
82	82	phone or online before digging; and 6
83	83	(3) encourages all damage prevention stake-7
84	84	holders to help educate homeowners and excavators 8
85	85	throughout the United States about the importance 9
86	86	of contacting 811 to have the approximate location 10
87	87	of buried utilities marked with paint or flags before 11
88	88	digging. 12
