11	11	mitted the following resolution; which was referred to the Committee on
12	12	Health, Education, Labor, and Pensions
13	13	RESOLUTION
14	14	Supporting the goals and ideals of ‘‘National Youth HIV/
15	15	AIDS Awareness Day’’.
16	16	Whereas ‘‘National Youth HIV/AIDS Awareness Day’’ is a
17	17	nationwide observance that calls on people to take action
18	18	to invest in the health, education, and leadership of
19	19	young people;
20	20	Whereas, more than 40 years into the epidemic, the Centers
21	21	for Disease Control and Prevention estimates that in the
22	22	United States more than 1,189,700 people are living with
23	23	HIV, and 30,635 people were diagnosed with HIV in the
24	24	United States in 2020;
25	25	Whereas, in 2020, youth aged 13 to 24 years composed 20
26	26	percent of all new HIV diagnoses in the United States;

30	30	Whereas young people living with HIV are the least likely of
31	31	any age group to be retained in care and have a sup-
32	32	pressed viral load;
33	33	Whereas 56 percent of young people aged 13 to 24 living
34	34	with HIV are unaware of their HIV status;
35	35	Whereas African-American youth are most impacted by the
36	36	HIV epidemic, representing 54 percent of new trans-
37	37	missions in young people aged 13 to 24;
38	38	Whereas young African-American gay and bisexual men are
39	39	even more severely affected, representing 53 percent
40	40	(2,740) of new HIV diagnoses among young gay and bi-
41	41	sexual men;
42	42	Whereas, in 2020, young gay and bisexual men accounted for
43	43	84 percent (5,161) of all new HIV diagnoses in young
44	44	people aged 13 to 24;
45	45	Whereas the National HIV/AIDS Strategy explains the fact
46	46	that youth experience worse HIV outcomes regarding sta-
47	47	tus awareness, pre-exposure prophylaxis uptake, and
48	48	health outcomes;
49	49	Whereas the National HIV/AIDS Strategy recommends chil-
50	50	dren and young adults with HIV receive tailored and
51	51	often more intensive medical and support services to sup-
52	52	port them as they grow and become young adults;
53	53	Whereas the Division of Adolescent and School Health within
54	54	the Centers for Disease Control and Prevention is the
55	55	only Federal program supporting HIV prevention for
56	56	adolescents in schools;
57	57	Whereas the largest Federal program dedicated to providing
58	58	care and treatment for people living with HIV was named
59	59	after Ryan White, a teenager from Indiana who helped

63	63	educate the United States about HIV and AIDS in the
64	64	1980s;
65	65	Whereas the grant program under part D of title XXVI of
66	66	the Public Health Service Act (42 U.S.C. 300–71 et seq.;
67	67	commonly referred to as the ‘‘Ryan White Part D Pro-
68	68	gram’’) is one of the national efforts to link young people
69	69	living with HIV to medical care and support services;
70	70	Whereas the Patient Protection and Affordable Care Act
71	71	(Public Law 111–148) provides youth, including those
72	72	living with or impacted by HIV and AIDS, with better
73	73	access to health care coverage, more health insurance op-
74	74	tions, additional funding for sex education, and expanded
75	75	access to Medicaid and prohibits denying people living
76	76	with HIV access to health care, all of which ensures that
77	77	more young people living with HIV will receive care; and
78	78	Whereas April 10 of each year is now recognized as ‘‘Na-
79	79	tional Youth HIV/AIDS Awareness Day’’: Now, there-
80	80	fore, be it
81	81	Resolved, That the Senate— 1
82	82	(1) supports the goals and ideals of ‘‘National 2
83	83	Youth HIV/AIDS Awareness Day’’; 3
84	84	(2) encourages State and local governments, in-4
85	85	cluding their public health agencies, education agen-5
86	86	cies, schools, and media organizations to recognize 6
87	87	and support such a day; 7
88	88	(3) supports the rights of young people im-8
89	89	pacted by HIV and AIDS to education, prevention, 9
90	90	treatment, and care, and to live without criminaliza-10
91	91	tion, discrimination, oppression, or stigma; 11

95	95	(4) promotes up-to-date, inclusive, culturally re-1
96	96	sponsible, and medically accurate information about 2
97	97	HIV, such as information regarding pre-exposure 3
98	98	prophylaxis (commonly referred to as ‘‘PreP)’’, in 4
99	99	sex education curricula to ensure that all young peo-5
100	100	ple are educated about HIV, as called for in the Na-6
101	101	tional HIV/AIDS Strategy; 7
102	102	(5) supports removal of HIV laws that are sci-8
103	103	entifically inaccurate and unfairly criminalize young 9
104	104	people living with HIV for behaviors that are con-10
105	105	sensual or have no risk of transmission; 11
106	106	(6) urges youth-friendly and accessible health 12
107	107	care services, especially access to medications such 13
108	108	as PreP, post-exposure prophylaxis, and 14
109	109	antiretroviral therapy without parental consent, to 15
110	110	better provide for the early identification of HIV 16
111	111	through voluntary routine testing, and to connect 17
112	112	those in need to clinically and culturally appropriate 18
113	113	care and treatment as early as possible; 19
114	114	(7) supports increasing funding for programs 20
115	115	that support people impacted by and living with 21
116	116	HIV, including the Centers for Disease Control and 22
117	117	Prevention’s Division of Adolescent and School 23
118	118	Health, Division of STD Prevention, and Division of 24
119	119	HIV Prevention, the program under title XXVI of 25

124	124	et seq.; commonly referred to as the ‘‘Ryan White 2
125	125	HIV/AIDS Program’’), the Medicaid program, AIDS 3
126	126	drug assistance programs, and programs that sup-4
127	127	port medical mentorship, peer navigation, the edu-5
128	128	cation of communities regarding testing and treat-6
129	129	ment options, and people accessing PrEP, and en-7
130	130	sure a smoother transition to adult HIV care; 8
131	131	(8) recommends a comprehensive prevention 9
132	132	and treatment strategy that empowers young people, 10
133	133	parents, public health workers, educators, faith lead-11
134	134	ers, and other stakeholders to fully engage with their 12
135	135	communities and families to help decrease violence, 13
136	136	discrimination, and stigma toward individuals who 14
137	137	disclose their sexual orientation or HIV status; 15
138	138	(9) calls for a generation free of HIV stigma in 16
139	139	a manner that prioritizes youth leadership and devel-17
140	140	opment in order to ensure youth involvement in deci-18
141	141	sions which impact their health and well-being as 19
142	142	well as advance a pipeline for the next generation of 20
143	143	HIV and AIDS doctors, advocates, educators, re-21
144	144	searchers, and other professionals; and 22
145	145	(10) recognizes the direct impact from harmful 23
146	146	legislative efforts seeking to restrict bodily autonomy 24
147	147	for young people, such as restrictions on abortion 25
