1313 RESOLUTION
1414 Supporting the goals and ideals of ‘‘National Youth HIV/
1515 AIDS Awareness Day’’.
1616 Whereas ‘‘National Youth HIV/AIDS Awareness Day’’ is a
1717 nationwide observance that calls on people to take action
1818 to invest in the health, education, and leadership of
1919 young people;
2020 Whereas, more than 40 years into the epidemic, the Centers
2121 for Disease Control and Prevention estimates that in the
2222 United States more than 1,189,700 people are living with
2323 HIV, and 30,635 people were diagnosed with HIV in the
2424 United States in 2020;
2525 Whereas, in 2020, youth aged 13 to 24 years composed 20
2626 percent of all new HIV diagnoses in the United States;

3030 Whereas young people living with HIV are the least likely of
3131 any age group to be retained in care and have a sup-
3232 pressed viral load;
3333 Whereas 56 percent of young people aged 13 to 24 living
3434 with HIV are unaware of their HIV status;
3535 Whereas African-American youth are most impacted by the
3636 HIV epidemic, representing 54 percent of new trans-
3737 missions in young people aged 13 to 24;
3838 Whereas young African-American gay and bisexual men are
3939 even more severely affected, representing 53 percent
4040 (2,740) of new HIV diagnoses among young gay and bi-
4141 sexual men;
4242 Whereas, in 2020, young gay and bisexual men accounted for
4343 84 percent (5,161) of all new HIV diagnoses in young
4444 people aged 13 to 24;
4545 Whereas the National HIV/AIDS Strategy explains the fact
4646 that youth experience worse HIV outcomes regarding sta-
4747 tus awareness, pre-exposure prophylaxis uptake, and
4848 health outcomes;
4949 Whereas the National HIV/AIDS Strategy recommends chil-
5050 dren and young adults with HIV receive tailored and
5151 often more intensive medical and support services to sup-
5252 port them as they grow and become young adults;
5353 Whereas the Division of Adolescent and School Health within
5454 the Centers for Disease Control and Prevention is the
5555 only Federal program supporting HIV prevention for
5656 adolescents in schools;
5757 Whereas the largest Federal program dedicated to providing
5858 care and treatment for people living with HIV was named
5959 after Ryan White, a teenager from Indiana who helped

6363 educate the United States about HIV and AIDS in the
6464 1980s;
6565 Whereas the grant program under part D of title XXVI of
6666 the Public Health Service Act (42 U.S.C. 300–71 et seq.;
6767 commonly referred to as the ‘‘Ryan White Part D Pro-
6868 gram’’) is one of the national efforts to link young people
6969 living with HIV to medical care and support services;
7070 Whereas the Patient Protection and Affordable Care Act
7171 (Public Law 111–148) provides youth, including those
7272 living with or impacted by HIV and AIDS, with better
7373 access to health care coverage, more health insurance op-
7474 tions, additional funding for sex education, and expanded
7575 access to Medicaid and prohibits denying people living
7676 with HIV access to health care, all of which ensures that
7777 more young people living with HIV will receive care; and
7878 Whereas April 10 of each year is now recognized as ‘‘Na-
7979 tional Youth HIV/AIDS Awareness Day’’: Now, there-
8080 fore, be it
8181 Resolved, That the Senate— 1
8282 (1) supports the goals and ideals of ‘‘National 2
8383 Youth HIV/AIDS Awareness Day’’; 3
8484 (2) encourages State and local governments, in-4
8585 cluding their public health agencies, education agen-5
8686 cies, schools, and media organizations to recognize 6
8787 and support such a day; 7
8888 (3) supports the rights of young people im-8
8989 pacted by HIV and AIDS to education, prevention, 9
9090 treatment, and care, and to live without criminaliza-10
9191 tion, discrimination, oppression, or stigma; 11

9595 (4) promotes up-to-date, inclusive, culturally re-1
9696 sponsible, and medically accurate information about 2
9797 HIV, such as information regarding pre-exposure 3
9898 prophylaxis (commonly referred to as ‘‘PreP)’’, in 4
9999 sex education curricula to ensure that all young peo-5
100100 ple are educated about HIV, as called for in the Na-6
101101 tional HIV/AIDS Strategy; 7
102102 (5) supports removal of HIV laws that are sci-8
103103 entifically inaccurate and unfairly criminalize young 9
104104 people living with HIV for behaviors that are con-10
105105 sensual or have no risk of transmission; 11
106106 (6) urges youth-friendly and accessible health 12
107107 care services, especially access to medications such 13
108108 as PreP, post-exposure prophylaxis, and 14
109109 antiretroviral therapy without parental consent, to 15
110110 better provide for the early identification of HIV 16
111111 through voluntary routine testing, and to connect 17
112112 those in need to clinically and culturally appropriate 18
113113 care and treatment as early as possible; 19
114114 (7) supports increasing funding for programs 20
115115 that support people impacted by and living with 21
116116 HIV, including the Centers for Disease Control and 22
117117 Prevention’s Division of Adolescent and School 23
118118 Health, Division of STD Prevention, and Division of 24
119119 HIV Prevention, the program under title XXVI of 25

127127 port medical mentorship, peer navigation, the edu-5
128128 cation of communities regarding testing and treat-6
129129 ment options, and people accessing PrEP, and en-7
130130 sure a smoother transition to adult HIV care; 8
131131 (8) recommends a comprehensive prevention 9
132132 and treatment strategy that empowers young people, 10
133133 parents, public health workers, educators, faith lead-11
134134 ers, and other stakeholders to fully engage with their 12
135135 communities and families to help decrease violence, 13
136136 discrimination, and stigma toward individuals who 14
137137 disclose their sexual orientation or HIV status; 15
138138 (9) calls for a generation free of HIV stigma in 16
139139 a manner that prioritizes youth leadership and devel-17
140140 opment in order to ensure youth involvement in deci-18
141141 sions which impact their health and well-being as 19
142142 well as advance a pipeline for the next generation of 20
143143 HIV and AIDS doctors, advocates, educators, re-21
144144 searchers, and other professionals; and 22
145145 (10) recognizes the direct impact from harmful 23
146146 legislative efforts seeking to restrict bodily autonomy 24
147147 for young people, such as restrictions on abortion 25
