1212 RESOLUTION
1313 Commemorating the 30th anniversary of the attack on the
1414 Alfred P. Murrah Federal Building.
1515 Whereas, 30 years ago, on Wednesday morning, April 19,
1616 1995, at the Alfred P. Murrah Federal Building in Okla-
1717 homa City, Oklahoma, the United States was brutally at-
1818 tacked in the deadliest domestic terrorist attack in the
1919 Nation’s history, which killed 168 people, including 19
2020 children, and injured more than 850 others, leaving an
2121 ineffaceable mark on the Nation;
2222 Whereas the horror of the attack devastated hundreds of
2323 families and left an enduring impact on the Oklahoma
2424 community and the United States, demonstrating the
2525 devastating consequences of violent acts of terror;
2626 Whereas the people of the United States still remember and
2727 mourn those who lost their lives on April 19, 1995, en-

3131 suring that their memory and sacrifice will not be forgot-
3232 ten;
3333 Whereas the explosion destroyed one-third of the 9-story Al-
3434 fred P. Murrah Federal Building, creating a 30-foot by
3535 8-foot crater in the street, damaging over 300 other
3636 buildings in the surrounding area, including a childcare
3737 center in a YMCA building, causing over $652,000,000
3838 in total damages, permanently wrecking the lives of
3939 countless members of the community, and leaving a last-
4040 ing impact that endures to the date of this resolution;
4141 Whereas the brave heroes of Oklahoma and the United States
4242 displayed extraordinary courage and compassion in a per-
4343 ilous moment by responding to the attack, with incredible
4444 effort by local, State, Tribal, and Federal law enforce-
4545 ment, firefighters, emergency services, search and rescue
4646 teams, and selfless volunteers from all over the United
4747 States who saved lives, assisted the survivors, comforted
4848 the bereaved, and provided any and all support that was
4949 needed, including to those who came to Oklahoma City
5050 to aid those affected by the horrific attack, showcasing
5151 the resilience of the American spirit;
5252 Whereas, though faced with adversity and overwhelming chal-
5353 lenges, courageous men and women demonstrated im-
5454 mense resilience that became the foundation upon which
5555 the beautiful story of the strength and hope of Oklahoma
5656 was built, setting an example for future generations to
5757 overcome tragedy with determination and grace;
5858 Whereas, while this tragedy was one of the most devastating
5959 acts of evil in Oklahoma’s history, the people of the
6060 United States can look back and see how heroically the
6161 community responded and be proud of the courage, brav-
6262 ery, and love that was displayed for the world to see;

6666 Whereas the civic community, nonprofit community, art com-
6767 munity, faith-based community, houses of worship, and
6868 numerous others acted in a self-sacrificial manner and
6969 stepped up in a time of desperation to help the people in
7070 the community who were impacted by this great tragedy,
7171 showcasing the unbreakable spirit of kindness that rep-
7272 resents the best of humanity;
7373 Whereas the people of Oklahoma and the United States have
7474 established and preserved a permanent Oklahoma City
7575 National Memorial to honor those who lost their lives,
7676 those who survived, and all who were changed forever;
7777 Whereas the Oklahoma City National Memorial draws hun-
7878 dreds of thousands of visitors from around the world
7979 each year to the site of that tragic event, acting as a
8080 place of reflection and remembrance;
8181 Whereas the Oklahoma City National Memorial brings com-
8282 fort, strength, peace, hope, and serenity to the many visi-
8383 tors who come to the memorial and museum each year
8484 to remember and to learn, fostering a commitment to a
8585 more peaceful society;
8686 Whereas the Oklahoma City National Memorial Foundation
8787 holds an annual marathon on the anniversary of the ter-
8888 rorist attack in which thousands of people participate to
8989 honor those who lost their lives and the families who were
9090 affected by this great tragedy, transforming grief into ac-
9191 tion and remembrance into renewal;
9292 Whereas the Oklahoma City Bombing Survivor’s Network
9393 was created by survivors of the bombing who came to-
9494 gether and helped those directly affected by the tragedy
9595 by providing space for survivors to share their experi-

9999 ences, strengthen each other, and provide access to ther-

101101 Whereas the ‘‘Oklahoma Standard’’ was born out of the
102102 Oklahoma City bombing and is a true testament to the
103103 spirit of Oklahoma’s people and an embodiment of the
104104 heart of Oklahoma, inspiring others to act with kindness,
105105 service, and resilience and reminding the Nation that
106106 goodness prevails even in the face of abhorrent violence;
107107 Whereas the Survivor Tree, an American elm that survived
108108 the blast of the Oklahoma City bombing, still stands
109109 stronger than ever and serves as a symbol of hope and
110110 courage to all those who were affected by the terrorist at-
111111 tack, a living witness to the strength of endurance;
112112 Whereas, in 2025, a sapling from the Survivor Tree was
113113 planted on the grounds of the United States Capitol to
114114 honor the message of hope and perseverance Oklahomans
115115 and the entire United States brought forward after the
116116 tragic attack, ensuring its legacy endures and inspires fu-
117117 ture generations; and
118118 Whereas the 30th anniversary of the terrorist bombing of the
119119 Alfred P. Murrah Federal Building in Oklahoma City,
120120 Oklahoma, is on April 19, 2025: Now, therefore, be it
121121 Resolved, That the Senate— 1
122122 (1) joins with the people of the United States 2
123123 in sending condolences, respect, and prayers to the 3
124124 families, friends, and neighbors of the 168 people 4
125125 killed in the terrorist bombing of the Alfred P. 5
126126 Murrah Federal Building in Oklahoma City, Okla-6

136136 to the devastated community following the bombing; 6
137137 (3) thanks the brave heroes, who aided those in 7
138138 need after the Oklahoma City bombing, who have 8
139139 not been previously thanked or have been under-9
140140 appreciated in the past; 10
141141 (4) sends the thoughts and prayers of the Sen-11
142142 ate to those still suffering from the mental and 12
143143 physical injuries from the bombing; 13
144144 (5) expresses the gratitude of the Senate for 14
145145 the recovery of those who were able to recover from 15
146146 their injuries; 16
147147 (6) thanks the thousands of first responders, 17
148148 rescue workers, medical personnel, and volunteers 18
149149 from Oklahoma and across the United States who 19
150150 answered the call for help that April morning and in 20
151151 the days and weeks that followed; 21
152152 (7) resolves to work with the people of the 22
153153 United States to promote the goals and mission es-23
154154 tablished by the Oklahoma City National Memorial 24
155155 on the 30th anniversary of that fateful day; 25

169169 hurt community in Oklahoma City as an example of 11
170170 resilience, unity, and compassion, and to embody 12
171171 these values in their own communities; 13
172172 (10) affirms the significance of memorializing 14
173173 that tragic moment in the history of the United 15
174174 States and honoring the victims and survivors of the 16
175175 attack by ensuring that lessons learned from the 17
176176 Oklahoma City bombing shape the Nation’s ap-18
177177 proach to combating violence, demonstrating selfless 19
178178 compassion to individuals and families affected by 20
179179 tragedies, and inspiring hope for the entire United 21

181181 (11) congratulates the people of Oklahoma City 23
