1212 RESOLUTION
1313 Recognizing the 200th anniversary of the incorporation of
1414 the city of Vicksburg, Mississippi, and the historical sig-
1515 nificance of the city.
1616 Whereas, prior to 1719, the Vicksburg and Warren County
1717 region in the State of Mississippi was the home of several
1818 Indian Tribes, including—
1919 (1) the Tunica;
2020 (2) the Yazoo;
2121 (3) the Koroa;
2222 (4) the Ofo; and
2323 (5) the Tioux;
2424 Whereas, in 1719, the first European settlement in the Vicks-
2525 burg and Warren County region, Fort St. Pierre, was es-
2626 tablished by French settlers as a trading place;

3030 Whereas, in 1791, the Spanish briefly established a military
3131 post in the Vicksburg and Warren County region after
3232 Native American uprisings displaced the French;
3333 Whereas Vicksburg and Warren County was recognized as
3434 part of the United States following the American Revolu-
3535 tion;
3636 Whereas, in 1811, early settlers of the United States began
3737 a community in the Vicksburg area on the east bank of
3838 the Mississippi River;
3939 Whereas, in 1816, a Methodist minister, Newitt Vick, estab-
4040 lished a mission on the land that became Vicksburg, Mis-
4141 sissippi (referred to in this preamble as ‘‘Vicksburg’’),
4242 which is named his honor;
4343 Whereas, on January 29, 1825, Vicksburg was incorporated
4444 and quickly grew as a center for commerce and agri-
4545 culture;
4646 Whereas, during the Civil War, Vicksburg was the location of
4747 the historic 47-day Siege of Vicksburg, from May 18 to
4848 July 4, 1863;
4949 Whereas the surrender of Vicksburg on July 4, 1863, along
5050 with the Battle of Gettysburg the day prior, marked the
5151 historic turning point of the Civil War;
5252 Whereas, in 1866, the Vicksburg National Cemetery was es-
5353 tablished by the War Department pursuant to the Joint
5454 Resolution entitled ‘‘A Resolution respecting the Burial
5555 of Soldiers who died in the military Service of the United
5656 States during the Rebellion’’, approved April 13, 1866
5757 (14 Stat. 353);
5858 Whereas, as of 2025, Vicksburg National Cemetery is the
5959 second largest national cemetery in the United States;

6363 Whereas, on February 21, 1899, President William McKinley
6464 signed into law an Act entitled ‘‘An Act to establish a na-
6565 tional military park to commemorate the campaign, siege,
6666 and defense of Vicksburg’’ (16 U.S.C. 430h), establishing
6767 the Vicksburg National Military Park;
6868 Whereas, in 1901, President McKinley became the first
6969 President to visit Vicksburg;
7070 Whereas the Vicksburg Military Park preserves the site of
7171 the Battle of Vicksburg, spanning 20 miles of original
7272 and reconstructed trenches, and boasts over 1,300 monu-
7373 ments, making it 1 of the largest collections of com-
7474 memorative military art in the United States;
7575 Whereas, in 1873, a Vicksburg office of the Corps of Engi-
7676 neers was established to coordinate Federal and local
7777 river management and flood control efforts;
7878 Whereas, in 1894, the first bottling of Coca-Cola occurred at
7979 the Biedenharn Candy Company in Vicksburg, which now
8080 serves as a Coca-Cola Museum;
8181 Whereas, in 1865, the first Black-owned bank in the United
8282 States, The Freedman’s Bank, was established in Vicks-
8383 burg;
8484 Whereas shoes were sold as a pair for the first time in 1884
8585 by Phil Gilbert’s Shoe Parlor in Vicksburg;
8686 Whereas Vicksburg has a rich history rooted in riverboats,
8787 and the Sprague, recognized as the largest and most
8888 powerful stern wheel towboat, set an all-time world
8989 record in 1907 for towing 60 barges of coal, weighing
9090 67,307 tons, covering an area of 6
9191 1
9292 ⁄2acres, and meas-
9393 uring 925 feet by 312 feet;
9494 Whereas during the Great Flood of 1927, Vicksburg was sig-
9595 nificantly impacted and experienced 56.2 feet of flooding;

9999 Whereas, in 1937, the Blue Room opened in Vicksburg,
100100 which became a legendary venue with notable perform-
101101 ances by artists like Ray Charles, B.B. King, Louis Arm-
102102 strong, and others;
103103 Whereas, in 1975, Hinds Community College opened a Vicks-
104104 burg branch as a high school vocational program, offering
105105 career and technical education programs that provided
106106 important job and skills training;
107107 Whereas, in 2002, the Vicksburg branch of Hinds Commu-
108108 nity College became the Vicksburg campus, offering col-
109109 lege-level programs and degrees and officially cementing
110110 the presence of an accredited academic institution in
111111 Warren County;
112112 Whereas, in 2009, the Southeast Regional Campus of the
113113 AmeriCorps National Civilian Community Corps opened
114114 in Vicksburg;
115115 Whereas Vicksburg proudly hosts Corps of Engineers instal-
116116 lations, including—
117117 (1) the Engineer Research and Development Center;
118118 (2) the Mississippi Valley Division headquarters; and
119119 (3) the Vicksburg District headquarters;
120120 Whereas Vicksburg is home to the community of Marcus Bot-
121121 tom and became a key area for the development of blues,
122122 jazz, and gospel music in the first half of the 20th cen-
123123 tury;
124124 Whereas Vicksburg has been home to several notable individ-
125125 uals, including activist Dr. Myrlie Evers-Williams, educa-
126126 tor Ida Louise Jackson, and President Ulysses S. Grant;
127127 Whereas Vicksburg has a deep-rooted tradition in faith and
128128 religious diversity, exemplified by—
129129 (1) the establishment of Catholic education in 1860;

134134 Methodist Episcopal Church in Mississippi in 1864;
135135 (3) the dedication of the first Jewish synagogue in
136136 the State of Mississippi in 1870; and
137137 (4) the establishment of the first Antiochian Ortho-
138138 dox Church in the State of Mississippi in 1906;
139139 Whereas modern-day Vicksburg and Warren County benefit
140140 from a capable leadership that works to build on the po-
141141 sition of Vicksburg as an historic, river-bound economic
142142 crossroad to create new economic opportunities for its
143143 residents;
144144 Whereas, in 2024, Vicksburg was named Newsweek’s Best
145145 Historical Small Town in America;
146146 Whereas, in 2025, Main Street America named Vicksburg
147147 Main Street as a 2025 Great American Main Street
148148 Award Semifinalist;
149149 Whereas the Thad Cochran Mississippi Center for Innovation
150150 and Technology, established in 2024, drives innovation,
151151 entrepreneurship, research, and technological advance-
152152 ment in the community;
153153 Whereas Vicksburg city events contribute to the cultural life
154154 and historical understanding of the State of Mississippi,
155155 including—
156156 (1) the Annual Miss Mississippi Pageant and Pa-
157157 rade;
158158 (2) the Vicksburg Annual Mardi Gras Parade; and
159159 (3) the Vicksburg Hipstoric Art Festival;
160160 Whereas, as of 2025, the Vicksburg experiences roughly
161161 2,000,000 visitors annually and is home to several attrac-
162162 tions, including—
163163 (1) 8 museums, including—

177177 tures that vary in age, the earliest of which was built in
178178 the late 1700s, and the most recent of which was built
179179 during the post-Civil War era, bearing design influences
180180 from Victorian America;
181181 Whereas, during 2025, Vicksburg is holding a year-long bi-
182182 centennial celebration in honor of the history of Vicks-
183183 burg and its incorporation on January 29, 1825; and
184184 Whereas it is important for the people of the State of Mis-
185185 sissippi and the United States to remember history in an
186186 inclusive way that honors contributions from all back-
187187 grounds: Now, therefore, be it
188188 Resolved, That the Senate— 1
189189 (1) designates the year 2025 as the ‘‘Vicksburg 2
190190 Bicentennial’’; 3
191191 (2) honors Vicksburg, Mississippi (referred to 4
192192 in this resolution as ‘‘Vicksburg’’), and its rich and 5
193193 pivotal contributions to the history of the State of 6
194194 Mississippi and the United States; 7

203203 tion to Vicksburg in recognition of the respect and 6
204204 admiration of the Senate for Vicksburg and its resi-7
