11	11	resolution; which was considered and agreed to
12	12	RESOLUTION
13	13	Recognizing the 200th anniversary of the incorporation of
14	14	the city of Vicksburg, Mississippi, and the historical sig-
15	15	nificance of the city.
16	16	Whereas, prior to 1719, the Vicksburg and Warren County
17	17	region in the State of Mississippi was the home of several
18	18	Indian Tribes, including—
19	19	(1) the Tunica;
20	20	(2) the Yazoo;
21	21	(3) the Koroa;
22	22	(4) the Ofo; and
23	23	(5) the Tioux;
24	24	Whereas, in 1719, the first European settlement in the Vicks-
25	25	burg and Warren County region, Fort St. Pierre, was es-
26	26	tablished by French settlers as a trading place;

30	30	Whereas, in 1791, the Spanish briefly established a military
31	31	post in the Vicksburg and Warren County region after
32	32	Native American uprisings displaced the French;
33	33	Whereas Vicksburg and Warren County was recognized as
34	34	part of the United States following the American Revolu-
35	35	tion;
36	36	Whereas, in 1811, early settlers of the United States began
37	37	a community in the Vicksburg area on the east bank of
38	38	the Mississippi River;
39	39	Whereas, in 1816, a Methodist minister, Newitt Vick, estab-
40	40	lished a mission on the land that became Vicksburg, Mis-
41	41	sissippi (referred to in this preamble as ‘‘Vicksburg’’),
42	42	which is named his honor;
43	43	Whereas, on January 29, 1825, Vicksburg was incorporated
44	44	and quickly grew as a center for commerce and agri-
45	45	culture;
46	46	Whereas, during the Civil War, Vicksburg was the location of
47	47	the historic 47-day Siege of Vicksburg, from May 18 to
48	48	July 4, 1863;
49	49	Whereas the surrender of Vicksburg on July 4, 1863, along
50	50	with the Battle of Gettysburg the day prior, marked the
51	51	historic turning point of the Civil War;
52	52	Whereas, in 1866, the Vicksburg National Cemetery was es-
53	53	tablished by the War Department pursuant to the Joint
54	54	Resolution entitled ‘‘A Resolution respecting the Burial
55	55	of Soldiers who died in the military Service of the United
56	56	States during the Rebellion’’, approved April 13, 1866
57	57	(14 Stat. 353);
58	58	Whereas, as of 2025, Vicksburg National Cemetery is the
59	59	second largest national cemetery in the United States;

63	63	Whereas, on February 21, 1899, President William McKinley
64	64	signed into law an Act entitled ‘‘An Act to establish a na-
65	65	tional military park to commemorate the campaign, siege,
66	66	and defense of Vicksburg’’ (16 U.S.C. 430h), establishing
67	67	the Vicksburg National Military Park;
68	68	Whereas, in 1901, President McKinley became the first
69	69	President to visit Vicksburg;
70	70	Whereas the Vicksburg Military Park preserves the site of
71	71	the Battle of Vicksburg, spanning 20 miles of original
72	72	and reconstructed trenches, and boasts over 1,300 monu-
73	73	ments, making it 1 of the largest collections of com-
74	74	memorative military art in the United States;
75	75	Whereas, in 1873, a Vicksburg office of the Corps of Engi-
76	76	neers was established to coordinate Federal and local
77	77	river management and flood control efforts;
78	78	Whereas, in 1894, the first bottling of Coca-Cola occurred at
79	79	the Biedenharn Candy Company in Vicksburg, which now
80	80	serves as a Coca-Cola Museum;
81	81	Whereas, in 1865, the first Black-owned bank in the United
82	82	States, The Freedman’s Bank, was established in Vicks-
83	83	burg;
84	84	Whereas shoes were sold as a pair for the first time in 1884
85	85	by Phil Gilbert’s Shoe Parlor in Vicksburg;
86	86	Whereas Vicksburg has a rich history rooted in riverboats,
87	87	and the Sprague, recognized as the largest and most
88	88	powerful stern wheel towboat, set an all-time world
89	89	record in 1907 for towing 60 barges of coal, weighing
90	90	67,307 tons, covering an area of 6
91	91	1
92	92	⁄2acres, and meas-
93	93	uring 925 feet by 312 feet;
94	94	Whereas during the Great Flood of 1927, Vicksburg was sig-
95	95	nificantly impacted and experienced 56.2 feet of flooding;

99	99	Whereas, in 1937, the Blue Room opened in Vicksburg,
100	100	which became a legendary venue with notable perform-
101	101	ances by artists like Ray Charles, B.B. King, Louis Arm-
102	102	strong, and others;
103	103	Whereas, in 1975, Hinds Community College opened a Vicks-
104	104	burg branch as a high school vocational program, offering
105	105	career and technical education programs that provided
106	106	important job and skills training;
107	107	Whereas, in 2002, the Vicksburg branch of Hinds Commu-
108	108	nity College became the Vicksburg campus, offering col-
109	109	lege-level programs and degrees and officially cementing
110	110	the presence of an accredited academic institution in
111	111	Warren County;
112	112	Whereas, in 2009, the Southeast Regional Campus of the
113	113	AmeriCorps National Civilian Community Corps opened
114	114	in Vicksburg;
115	115	Whereas Vicksburg proudly hosts Corps of Engineers instal-
116	116	lations, including—
117	117	(1) the Engineer Research and Development Center;
118	118	(2) the Mississippi Valley Division headquarters; and
119	119	(3) the Vicksburg District headquarters;
120	120	Whereas Vicksburg is home to the community of Marcus Bot-
121	121	tom and became a key area for the development of blues,
122	122	jazz, and gospel music in the first half of the 20th cen-
123	123	tury;
124	124	Whereas Vicksburg has been home to several notable individ-
125	125	uals, including activist Dr. Myrlie Evers-Williams, educa-
126	126	tor Ida Louise Jackson, and President Ulysses S. Grant;
127	127	Whereas Vicksburg has a deep-rooted tradition in faith and
128	128	religious diversity, exemplified by—
129	129	(1) the establishment of Catholic education in 1860;

138	138	dox Church in the State of Mississippi in 1906;
139	139	Whereas modern-day Vicksburg and Warren County benefit
140	140	from a capable leadership that works to build on the po-
141	141	sition of Vicksburg as an historic, river-bound economic
142	142	crossroad to create new economic opportunities for its
143	143	residents;
144	144	Whereas, in 2024, Vicksburg was named Newsweek’s Best
145	145	Historical Small Town in America;
146	146	Whereas, in 2025, Main Street America named Vicksburg
147	147	Main Street as a 2025 Great American Main Street
148	148	Award Semifinalist;
149	149	Whereas the Thad Cochran Mississippi Center for Innovation
150	150	and Technology, established in 2024, drives innovation,
151	151	entrepreneurship, research, and technological advance-
152	152	ment in the community;
153	153	Whereas Vicksburg city events contribute to the cultural life
154	154	and historical understanding of the State of Mississippi,
155	155	including—
156	156	(1) the Annual Miss Mississippi Pageant and Pa-
157	157	rade;
158	158	(2) the Vicksburg Annual Mardi Gras Parade; and
159	159	(3) the Vicksburg Hipstoric Art Festival;
160	160	Whereas, as of 2025, the Vicksburg experiences roughly
161	161	2,000,000 visitors annually and is home to several attrac-
162	162	tions, including—
163	163	(1) 8 museums, including—

177	177	tures that vary in age, the earliest of which was built in
178	178	the late 1700s, and the most recent of which was built
179	179	during the post-Civil War era, bearing design influences
180	180	from Victorian America;
181	181	Whereas, during 2025, Vicksburg is holding a year-long bi-
182	182	centennial celebration in honor of the history of Vicks-
183	183	burg and its incorporation on January 29, 1825; and
184	184	Whereas it is important for the people of the State of Mis-
185	185	sissippi and the United States to remember history in an
186	186	inclusive way that honors contributions from all back-
187	187	grounds: Now, therefore, be it
188	188	Resolved, That the Senate— 1
189	189	(1) designates the year 2025 as the ‘‘Vicksburg 2
190	190	Bicentennial’’; 3
191	191	(2) honors Vicksburg, Mississippi (referred to 4
192	192	in this resolution as ‘‘Vicksburg’’), and its rich and 5
193	193	pivotal contributions to the history of the State of 6
194	194	Mississippi and the United States; 7

203	203	tion to Vicksburg in recognition of the respect and 6
204	204	admiration of the Senate for Vicksburg and its resi-7
