2626 Supporting the mission and goals of National Fentanyl
2727 Awareness Day in 2025, including increasing individual
2828 and public awareness of the impact of fake or counterfeit
2929 fentanyl pills on families and young people.
3030 Whereas drug traffickers are mass-producing fake or counter-
3131 feit pills and falsely marketing them as legitimate pre-
3232 scription pills to deceive the people of the United States;
3333 Whereas many fake or counterfeit pills are made to look like
3434 prescription name-brand opioids, stimulants, or anxiety
3535 medications;

3939 Whereas drug traffickers are using fake or counterfeit pills
4040 to exploit prescription drug misuse and the opioid crisis;
4141 Whereas the Drug Enforcement Administration (referred to
4242 in this preamble as the ‘‘DEA’’) has observed a dramatic
4343 rise in the number of counterfeit pills containing not less
4444 than 2 milligrams of fentanyl, which is considered a
4545 deadly dose;
4646 Whereas 5 out of every 10 pills with fentanyl tested by the
4747 DEA contain a potentially lethal dose;
4848 Whereas counterfeit pills may also contain fentanyl-related
4949 substances and methamphetamine;
5050 Whereas the number of counterfeit pills with fentanyl seized
5151 by law enforcement agencies in 2024 was 60,000,000;
5252 Whereas, including the nearly 8,000 pounds of fentanyl pow-
5353 der seized in 2024, total fentanyl seizures are equivalent
5454 to more than 377,000,000 lethal doses of fentanyl;
5555 Whereas fake or counterfeit pills have been identified in all
5656 50 States and the District of Columbia;
5757 Whereas illicit fentanyl has also been detected in illicit drugs
5858 such as heroin, cocaine, MDMA (ecstasy and molly), and
5959 methamphetamine;
6060 Whereas, for the 12-month period ending in October 2024,
6161 more than 84,000 individuals in the United States died
6262 of drug-induced deaths, and more than 58,000 of those
6363 deaths involved illicit fentanyl and other synthetic
6464 opioids;
6565 Whereas, over the last 20 years, drug-induced deaths among
6666 individuals 15 to 35 years of age have increased 5-fold,
6767 largely driven by the increase in illicit fentanyl drugs;

7171 Whereas, for the 12-month period ending in June 2023, illicit
7272 fentanyl was involved in more deaths of individuals 55
7373 years of age and under than any single other cause;
7474 Whereas fake counterfeit pills are easily accessible and often
7575 sold on social media and e-commerce platforms, making
7676 them accessible to teens and youth;
7777 Whereas illicit fentanyl is involved in more deaths of youths
7878 than all other drug types combined;
7979 Whereas, between 2019 and 2021, drug overdose and poi-
8080 soning deaths for individuals 14 to 18 years of age in-
8181 creased by 128 percent, a rate of increase which was 77
8282 percentage points higher than the national rate and high-
8383 er than the rate for any other 5-year age group;
8484 Whereas, between 2019 and 2021, the number of deaths in-
8585 volving illicit fentanyl in drug overdose and poisoning
8686 deaths for individuals 14 to 18 years of age increased by
8787 236 percent, a rate of increase which was 141 percentage
8888 points higher than the national rate and higher than the
8989 rate for any other 5-year age group over the age of 15;
9090 Whereas, since 2021, the annual number of drug overdose
9191 and poisoning deaths and those deaths involving illicit
9292 fentanyl in drug overdose and poisoning deaths for indi-
9393 viduals 14 to 18 years of age has increased;
9494 Whereas, in the 12-month period ending June 2023, illicit
9595 fentanyl was involved in 81 percent of drug-induced
9696 deaths of individuals between 14 and 23 years of age,
9797 compared to 70 percent of drug-induced deaths of indi-
9898 viduals of all ages;
9999 Whereas, in 2024, only 65 percent of youth and 55 percent
100100 of teens in the United States were aware that fentanyl
101101 is being used to create counterfeit pills;

105105 Whereas, in 2024, only 55 percent of youth and 50 percent
106106 of teens considered themselves knowledgeable about
107107 fentanyl; and
108108 Whereas, in 2024, there were 51,010 reported overdose
109109 deaths involving illicit fentanyl and other synthetic
110110 opioids: Now, therefore, be it
111111 Resolved, That the Senate— 1
112112 (1) supports the recognition and goals of Na-2
113113 tional Fentanyl Awareness Day, which include in-3
114114 creasing individual and public awareness of the im-4
115115 pact of fake or counterfeit fentanyl pills on families 5
116116 and young people; 6
117117 (2) applauds the work of Federal, State, and 7
118118 local law enforcement agencies that work to combat 8
119119 the proliferation of counterfeit pills; 9
120120 (3) encourages the use of existing authorities to 10
121121 proactively stop and prevent the spread of illicit 11
122122 counterfeit pills; and 12
123123 (4) designates April 29, 2025, as ‘‘National 13
124124 Fentanyl Awareness Day’’. 14
