26	26	Supporting the mission and goals of National Fentanyl
27	27	Awareness Day in 2025, including increasing individual
28	28	and public awareness of the impact of fake or counterfeit
29	29	fentanyl pills on families and young people.
30	30	Whereas drug traffickers are mass-producing fake or counter-
31	31	feit pills and falsely marketing them as legitimate pre-
32	32	scription pills to deceive the people of the United States;
33	33	Whereas many fake or counterfeit pills are made to look like
34	34	prescription name-brand opioids, stimulants, or anxiety
35	35	medications;

39	39	Whereas drug traffickers are using fake or counterfeit pills
40	40	to exploit prescription drug misuse and the opioid crisis;
41	41	Whereas the Drug Enforcement Administration (referred to
42	42	in this preamble as the ‘‘DEA’’) has observed a dramatic
43	43	rise in the number of counterfeit pills containing not less
44	44	than 2 milligrams of fentanyl, which is considered a
45	45	deadly dose;
46	46	Whereas 5 out of every 10 pills with fentanyl tested by the
47	47	DEA contain a potentially lethal dose;
48	48	Whereas counterfeit pills may also contain fentanyl-related
49	49	substances and methamphetamine;
50	50	Whereas the number of counterfeit pills with fentanyl seized
51	51	by law enforcement agencies in 2024 was 60,000,000;
52	52	Whereas, including the nearly 8,000 pounds of fentanyl pow-
53	53	der seized in 2024, total fentanyl seizures are equivalent
54	54	to more than 377,000,000 lethal doses of fentanyl;
55	55	Whereas fake or counterfeit pills have been identified in all
56	56	50 States and the District of Columbia;
57	57	Whereas illicit fentanyl has also been detected in illicit drugs
58	58	such as heroin, cocaine, MDMA (ecstasy and molly), and
59	59	methamphetamine;
60	60	Whereas, for the 12-month period ending in October 2024,
61	61	more than 84,000 individuals in the United States died
62	62	of drug-induced deaths, and more than 58,000 of those
63	63	deaths involved illicit fentanyl and other synthetic
64	64	opioids;
65	65	Whereas, over the last 20 years, drug-induced deaths among
66	66	individuals 15 to 35 years of age have increased 5-fold,
67	67	largely driven by the increase in illicit fentanyl drugs;

71	71	Whereas, for the 12-month period ending in June 2023, illicit
72	72	fentanyl was involved in more deaths of individuals 55
73	73	years of age and under than any single other cause;
74	74	Whereas fake counterfeit pills are easily accessible and often
75	75	sold on social media and e-commerce platforms, making
76	76	them accessible to teens and youth;
77	77	Whereas illicit fentanyl is involved in more deaths of youths
78	78	than all other drug types combined;
79	79	Whereas, between 2019 and 2021, drug overdose and poi-
80	80	soning deaths for individuals 14 to 18 years of age in-
81	81	creased by 128 percent, a rate of increase which was 77
82	82	percentage points higher than the national rate and high-
83	83	er than the rate for any other 5-year age group;
84	84	Whereas, between 2019 and 2021, the number of deaths in-
85	85	volving illicit fentanyl in drug overdose and poisoning
86	86	deaths for individuals 14 to 18 years of age increased by
87	87	236 percent, a rate of increase which was 141 percentage
88	88	points higher than the national rate and higher than the
89	89	rate for any other 5-year age group over the age of 15;
90	90	Whereas, since 2021, the annual number of drug overdose
91	91	and poisoning deaths and those deaths involving illicit
92	92	fentanyl in drug overdose and poisoning deaths for indi-
93	93	viduals 14 to 18 years of age has increased;
94	94	Whereas, in the 12-month period ending June 2023, illicit
95	95	fentanyl was involved in 81 percent of drug-induced
96	96	deaths of individuals between 14 and 23 years of age,
97	97	compared to 70 percent of drug-induced deaths of indi-
98	98	viduals of all ages;
99	99	Whereas, in 2024, only 65 percent of youth and 55 percent
100	100	of teens in the United States were aware that fentanyl
101	101	is being used to create counterfeit pills;

105	105	Whereas, in 2024, only 55 percent of youth and 50 percent
106	106	of teens considered themselves knowledgeable about
107	107	fentanyl; and
108	108	Whereas, in 2024, there were 51,010 reported overdose
109	109	deaths involving illicit fentanyl and other synthetic
110	110	opioids: Now, therefore, be it
111	111	Resolved, That the Senate— 1
112	112	(1) supports the recognition and goals of Na-2
113	113	tional Fentanyl Awareness Day, which include in-3
114	114	creasing individual and public awareness of the im-4
115	115	pact of fake or counterfeit fentanyl pills on families 5
116	116	and young people; 6
117	117	(2) applauds the work of Federal, State, and 7
118	118	local law enforcement agencies that work to combat 8
119	119	the proliferation of counterfeit pills; 9
120	120	(3) encourages the use of existing authorities to 10
121	121	proactively stop and prevent the spread of illicit 11
122	122	counterfeit pills; and 12
123	123	(4) designates April 29, 2025, as ‘‘National 13
124	124	Fentanyl Awareness Day’’. 14
