2323 Day’’.
2424 Whereas athletic participation has an important, positive im-
2525 pact on young girls, improving their physical health, self-
2626 confidence, and discipline;
2727 Whereas women have been responsible for some of the great-
2828 est athletic feats in the sports history of the United
2929 States, from the Olympic games to professional competi-
3030 tion;
3131 Whereas female athletes have served as inspirations for gen-
3232 erations of women and girls;

3636 Whereas the enactment of Title IX of the Education Amend-
3737 ments of 1972 (20 U.S.C. 1681 et seq.) (referred to in
3838 this preamble as ‘‘Title IX’’) marked a pivotal moment
3939 in the Federal support of girls in sports;
4040 Whereas there are fundamental biological differences between
4141 men and women that put women at a competitive dis-
4242 advantage in sports and jeopardize their safety during
4343 competition;
4444 Whereas, in recent years, there has been an increase in the
4545 number of biological men allowed to compete in women’s
4646 sports;
4747 Whereas, since 2003, biological men have displaced women
4848 and girls from over 950 championship titles, medals,
4949 scholarships, and records they should have rightfully won,
5050 including at least 28 women’s sports titles in volleyball,
5151 swimming, mountain biking, track and field,
5252 weightlifting, and cycling;
5353 Whereas the National Association of Intercollegiate Athletics
5454 (NAIA) has instituted new policies to protect biological
5555 girls in sports and ensure that only student athletes
5656 whose biological sex is female will be allowed to compete
5757 in NAIA-sponsored women’s sports teams;
5858 Whereas it is imperative that women’s and girl’s opportuni-
5959 ties to compete athletically are protected; and
6060 Whereas October 10th, as represented by the Roman numer-
6161 als ‘‘XX’’, signifies the female XX chromosomes: Now,
6262 therefore, be it
6363 Resolved, That the Senate— 1
6464 (1) recognizes October 10, 2025, as ‘‘American 2
