1515 Recognizing the 4th anniversary of the Trump administra-
1616 tion’s Secretary of the Air Force announcing Redstone
1717 Arsenal in Huntsville, Alabama, as the preferred location
1818 for United States Space Command Headquarters.
1919 Whereas, on January 13, 2021, the United States Air Force
2020 announced Redstone Arsenal in Huntsville, Alabama, as
2121 the preferred location for United States Space Command
2222 Headquarters;
2323 Whereas January 13, 2025, marks the 4th anniversary of
2424 this decision being announced during the first Presi-
2525 dential administration of Donald J. Trump;

2929 Whereas President Donald J. Trump directed the Secretary
3030 of Defense to reestablish United States Space Command
3131 as a unified combatant command on December 18, 2018;
3232 Whereas, as a result of President Donald J. Trump’s direc-
3333 tion, the Secretary of Defense directed the United States
3434 Air Force Basing Office to initiate a basing action for the
3535 preferred permanent location of United States Space
3636 Command headquarters, hereafter referred to as the
3737 ‘‘2019 Basing Action’’;
3838 Whereas the Secretary of the Air Force signed a memo-
3939 randum approving a provisional headquarters pending the
4040 selection of a preferred permanent location for United
4141 States Space Command on January 15, 2020;
4242 Whereas, on April 15, 2019, the Secretary of the Air Force
4343 was given the authority to make a decision on the pre-
4444 ferred permanent location for United States Space Com-
4545 mand Headquarters;
4646 Whereas, as a further result of President Trump’s direction,
4747 the Secretary of Defense reestablished United States
4848 Space Command as a unified combatant command on
4949 August 29, 2019;
5050 Whereas, as a result of concerns expressed by Congress re-
5151 garding the 2019 Basing Action, the Secretary of De-
5252 fense and Secretary of the Air Force met to discuss a
5353 modified basing action and approved the 2020 Basing
5454 Action, hereafter referred to as the ‘‘Strategic Basing Ac-
5555 tion’’, on April 27, 2020;
5656 Whereas the approved Strategic Basing Action contained
5757 three phases and was initiated on May 14, 2020, starting
5858 with the Self Nomination Phase and the solicitation of

6363 United States Space Command Headquarters;
6464 Whereas, during the Self Nomination Phase, 66 candidate lo-
6565 cations in 26 States were nominated and the Air Force
6666 Basing Office determined 50 locations met the initial
6767 nomination criteria;
6868 Whereas the second Strategic Basing Action phase, hereafter
6969 referred to as the ‘‘Evaluation Phase’’, began on July 23,
7070 2020, and assessed each of the 50 locations on four eval-
7171 uation factors ‘‘Mission’’, ‘‘Capacity’’, ‘‘Community’’, and
7272 ‘‘Costs to the Department of Defense’’, with 21 criteria
7373 between the factors;
7474 Whereas the Evaluation Phase concluded on November 18,
7575 2020, and the United States Air Force publicly an-
7676 nounced six finalists to advance to the third phase of the
7777 Strategic Basing Action on November 19, 2020, ranked
7878 in the following order:
7979 (1) Redstone Arsenal in Huntsville, Alabama.
8080 (2) Offutt Air Force Base in Bellevue, Nebraska.
8181 (3) Joint Base San Antonio in San Antonio, Texas.
8282 (4) Peterson Air Force Base in Colorado Springs,
8383 Colorado.
8484 (5) Kirtland Air Force Base in Albuquerque, New
8585 Mexico.
8686 (6) Patrick Air Force Base in Cape Canaveral, Flor-
8787 ida.
8888 Whereas the 2022 Department of Defense Inspector General
8989 report titled ‘‘Evaluation of the Air Force Selection Proc-
9090 ess for the Permanent Location of the U.S. Space Com-
9191 mand Headquarters’’ found that there was a large break
9292 in qualification that occurred after the top two locations
9393 during the Evaluation Phase;

9797 Whereas the third phase of the Strategic Basing Action,
9898 hereafter referred to as the ‘‘Selection Phase’’, was con-
9999 ducted from December 4, 2020, through January 7,

101101 Whereas the findings of the Selection Phase resulted in the
102102 six finalists from the Evaluation Phase being ranked in
103103 the following order:
104104 (1) Redstone Arsenal in Huntsville, Alabama.
105105 (2) Kirtland Air Force Base in Albuquerque, New
106106 Mexico.
107107 (3) Offutt Air Force Base in Bellevue, Nebraska.
108108 (4) Joint Base San Antonio in San Antonio, Texas.
109109 (5) Peterson Air Force Base in Colorado Springs,
110110 Colorado.
111111 (6) Patrick Air Force Base in Cape Canaveral, Flor-
112112 ida.
113113 Whereas the Strategic Basing Action found that Redstone
114114 Arsenal in Huntsville, Alabama, consistently ranked as
115115 the top location throughout the process and compared
116116 more favorably across the 4 key factors and 21 criteria
117117 than any other finalist location;
118118 Whereas the Strategic Basing Action found that Huntsville,
119119 more so than any other finalist location, provided a large,
120120 qualified workforce, quality schools, superior infrastruc-
121121 ture, and low initial and recurring costs to the Depart-
122122 ment of Defense;
123123 Whereas the aforementioned points proved that Redstone Ar-
124124 senal in Huntsville, Alabama, was and remains to be, the
125125 best location for United States Space Command Head-
126126 quarters and informed the decision of the United States
127127 Air Force selecting the site as the preferred location on
128128 January 13, 2021;

132132 Whereas the findings of the Strategic Basing Action have
133133 been supported by reports following subsequent Depart-
134134 ment of Defense Inspector General and Government Ac-
135135 countability Office investigations; and
136136 Whereas, despite an extensive process determining that Red-
137137 stone Arsenal in Huntsville, Alabama, was the best pos-
138138 sible location for United States Space Command, on July
139139 31, 2023, President Joseph R. Biden and his Presidential
140140 administration chose to disregard the findings of the
141141 Strategic Basing Action and announced the intention to
142142 locate the headquarters at the fifth best location, Colo-
143143 rado Springs, Colorado: Now, therefore, be it
144144 Resolved, That the Senate— 1
145145 (1) recognizes that the United States Air 2
146146 Force’s Strategic Basing Action process complied 3
147147 with law and policy and was justified in identifying 4
148148 Huntsville as the preferred permanent location for 5
149149 United States Space Command Headquarters; 6
150150 (2) strongly commends President Donald J. 7
151151 Trump and his first Presidential administration for 8
152152 completing a robust and fact-based Strategic Basing 9
153153 Action focused on what was best to ensure the na-10
154154 tional security and fiscal responsibility of the United 11
155155 States and well-being of service members and their 12
156156 families; 13
157157 (3) strongly condemns President Joseph R. 14
158158 Biden and his Presidential administration for dis-15
159159 regarding the findings of the Strategic Basing Ac-16
