1717 RESOLUTION
1818 Expressing the sense of the Senate that the United States
1919 shall not deploy United States military assets or per-
2020 sonnel to Gaza for purposes of ‘‘taking over’’ Gaza.
2121 Whereas the horrific attack by Hamas on Israel on October
2222 7, 2023, killed 1,195 Israelis;
2323 Whereas Israeli military operations in Gaza have resulted in
2424 more than 45,000 Palestinians killed;
2525 Whereas, the January 15, 2025, ceasefire between Israel and
2626 Hamas resulted in the long-overdue return of innocent
2727 hostages taken by Hamas, the suspension of Israeli mili-
2828 tary activity in Gaza and the redeployment of forces, and
2929 an opportunity for the international community to surge
3030 humanitarian aid to Gazans in need;

3434 Whereas, on February 4, 2025, President Trump suggested
3535 the United States will ‘‘take over the Gaza Strip’’ and
3636 forcibly relocate its people;
3737 Whereas the Palestinian people have the right to self-deter-
3838 mination and their own independent state, and to live
3939 with dignity and in peaceful coexistence with their neigh-
4040 bors;
4141 Whereas the United States asserting control over Gaza would
4242 fracture relations with United States partners in the re-
4343 gion and around the world, validate the Iranian regime’s
4444 corrosive rhetoric, and foster higher levels of
4545 radicalization and terrorism that would only further
4646 threaten the interests of the United States and United
4747 States citizens and members of the Armed Forces in the
4848 region;
4949 Whereas the people of the United States have no interest in
5050 a new and extended military deployment to the Middle
5151 East, a new forever war in the Middle East, expending
5252 untold billions of taxpayer dollars to support any United
5353 States military operations in Gaza, or the forcible dis-
5454 placement of 2,000,000 people from Gaza; and
5555 Whereas there is no congressional authorization, as required
5656 by law, for the use of United States military force in
5757 Gaza: Now, therefore, be it
5858 Resolved, That it is the sense of the Senate that the 1
5959 United States will not deploy United States Armed 2
6060 Forces, risk United States lives, or otherwise use United 3
6161 States funds to fulfill the pronounced objective to ‘‘take 4
6262 over’’ Gaza. 5
