1616 RESOLUTION
1717 Expressing the sense of the Senate that member countries
1818 of NATO must commit at least 2 percent of their na-
1919 tional gross domestic product to national defense spend-
2020 ing to hold leadership or benefit at the expense of those
2121 counties who meet their obligations.
2222 Whereas, in 2014, the heads of state and governments of the
2323 member countries of the North Atlantic Treaty Organiza-
2424 tion (commonly known as ‘‘NATO’’) renewed their earlier
2525 commitment to invest 2 percent of their national gross
2626 domestic product (referred to in this preamble as
2727 ‘‘GDP’’) to defense spending to help ensure the continued
2828 military readiness of NATO;

3232 Whereas NATO considers the 2 percent commitment as a
3333 floor and not a ceiling for what member countries of
3434 NATO have committed to invest in their national defense
3535 efforts;
3636 Whereas the current global security environment has caused
3737 the current leadership of NATO and the United States
3838 to consider raising this commitment even higher;
3939 Whereas 23 of the 31 member countries spent at least 2 per-
4040 cent of their GDP on national defense in 2024;
4141 Whereas, since the year 2000, NATO has lost almost
4242 $2,000,000,000,000 in mutual defense spending capa-
4343 bility from member countries not meeting the commit-
4444 ment of 2 percent of their GDP towards defense; and
4545 Whereas it is in the interest of all member countries to meet
4646 the 2 percent minimum commitment or have a plan in
4747 place to do so before the opening session of the NATO
4848 Summit in The Hague, which is scheduled to take place
4949 in June 2025: Now, therefore, be it
5050 Resolved, That it is the sense of the Senate that— 1
5151 (1) any citizen of a member country of the 2
5252 North Atlantic Treaty Organization (commonly 3
5353 known as ‘‘NATO’’) that is not meeting its commit-4
5454 ment to spend 2 percent of its gross domestic prod-5
5555 uct (referred to in this resolution as ‘‘GDP’’) on na-6
5656 tional defense should not be allowed to hold any po-7
5757 sition within the leadership of NATO, including po-8
5858 sitions such as— 9
5959 (A) the Secretary General of NATO; 10

6363 (B) the Deputy Secretary General of 1
6464 NATO; 2
6565 (C) any Assistant Secretaries General of 3
6666 NATO; 4
6767 (D) the NATO Spokesperson; and 5
6868 (E) any uniformed military leadership or 6
6969 command positions within the structure of 7
7070 NATO at the 2-star (OF–7) level or above; and 8
7171 (2) any member country of NATO that fails to 9
7272 meet its commitment to spend 2 percent of its GDP 10
7373 on national defense should not be allowed to host 11
7474 any significant formal or informal meetings, con-12
7575 ferences, or summits of NATO at the ministerial 13
7676 level or above, outside established routine corporate 14
7777 processes of NATO that direct military operations or 15
7878 coordination at a headquarters location, that would 16
7979 provide substantial economic benefit to the economy 17
8080 and enable the ability for that member country to 18
8181 receive international recognition, including— 19
8282 (A) the NATO Summit; 20
8383 (B) meetings of NATO Ministers of For-21
8484 eign Affairs; 22
8585 (C) NATO Parliamentary Assembly ses-23
8686 sions; and 24
