1414 RESOLUTION
1515 Expressing the sense of the Senate regarding United Nations
1616 General Assembly Resolution 2758 (XXVI) and the
1717 harmful conflation of China’s ‘‘One China Principle’’ and
1818 the United States’ ‘‘One China Policy’’.
1919 Whereas, on October 25, 1971, United Nations General As-
2020 sembly passed Resolution 2758, which recognizes the
2121 Government of the People’s Republic of China (referred
2222 to in this preamble as the ‘‘PRC’’) as the representative
2323 of the member state ‘‘China’’ in the United Nations;
2424 Whereas the purpose of Resolution 2758 was to address the
2525 question of which government would represent the
2626 ‘‘China’’ seat at the United Nations, and not to address
2727 any other issues, including issues related to Taiwan’s ul-
2828 timate political status;

3232 Whereas, in recent years, the PRC has linked Resolution
3333 2758 with its ‘‘One China Principle’’ and has claimed
3434 that Resolution 2758 addresses the matter of sovereignty
3535 over Taiwan;
3636 Whereas the ‘‘One China Principle’’ is a policy held by the
3737 Chinese Communist Party that—
3838 (1) the PRC is the sole sovereign nation using the
3939 name ‘‘China’’; and
4040 (2) Taiwan is an inalienable part of China;
4141 Whereas Resolution 2758 did not endorse and is not equiva-
4242 lent to the ‘‘One China Principle’’ and countries that
4343 supported Resolution 2758 do not necessarily accept the
4444 ‘‘One China Principle’’;
4545 Whereas Resolution 2758 does not represent an international
4646 consensus regarding the PRC’s stance that Taiwan is
4747 part of China;
4848 Whereas PRC officials misrepresent Resolution 2758 by
4949 claiming the adoption of Resolution 2758 implies accept-
5050 ance of the ‘‘One China Principle’’ and the PRC’s claims
5151 to Taiwan;
5252 Whereas the PRC misleadingly claims that countries with a
5353 ‘‘one China policy’’ have accepted and abide by the
5454 PRC’s ‘‘One China Principle’’;
5555 Whereas Deputy Secretary of State Kurt Campbell said, in
5656 a 2024 hearing before the Committee on Foreign Affairs
5757 of the House of Representatives, that Resolution 2758
5858 ‘‘is a tool [that China uses] to make the argument that
5959 somehow Taiwan’s status is illegitimate’’, and reiterated
6060 United States commitments to Taiwan;

6464 Whereas the ‘‘one China policy’’ of the United States ac-
6565 knowledges the PRC’s ‘‘One China Principle’’, but af-
6666 firms that—
6767 (1) the United States does not take a position on
6868 Taiwan’s status; and
6969 (2) this issue should be resolved peacefully by the
7070 people on both sides of the Taiwan Strait;
7171 Whereas, in 1982, during the administration of President
7272 Ronald Reagan, the United States conveyed Six Assur-
7373 ances to Taiwan’s President Chiang Ching-kuo, including
7474 that the United States had not changed its position re-
7575 garding sovereignty over Taiwan, and each subsequent
7676 United States presidential administration has reaffirmed
7777 these Six Assurances;
7878 Whereas Taiwan has established representative offices in
7979 more than 60 countries and at the European Union and
8080 the World Trade Organization, which disproves the
8181 PRC’s claim of a unified United Nations position or
8282 international consensus on Taiwan’s status;
8383 Whereas the PRC has weaponized Resolution 2758 and the
8484 ‘‘One China Principle’’ to isolate Taiwan and to prevent
8585 its meaningful participation at the United Nations,
8686 United Nations-affiliated agencies, and other inter-
8787 national fora, including at the World Health Organiza-
8888 tion, the International Civil Aviation Organization, and
8989 Interpol;
9090 Whereas the PRC has bolstered its claims and engaged in re-
9191 visionist history by successfully altering historic United
9292 Nations documents to changes references to ‘‘Taiwan’’ to
9393 ‘‘Taiwan, Province of China’’;

9797 Whereas, in 2005, the Secretary of the World Health Organi-
9898 zation signed a memorandum of understanding with the
9999 PRC Ministry of Health regarding how the World Health
100100 Organization would engage with Taiwan, which included
101101 a requirement that communication with Taiwan go
102102 through the PRC;
103103 Whereas United Nations General Secretary Ban Ki-Moon
104104 cited Resolution 2758 when refusing Taiwan’s accession
105105 to the United Nations in 2007, based on the incorrect as-
106106 sertion that Resolution 2758 supports China’s claim that
107107 Taiwan is part of China;
108108 Whereas the United Nations has used Resolution 2758 as a
109109 justification for requiring Taiwan citizens, including
110110 those with official invitations to attend United Nations
111111 events, journalists, and representatives of nongovern-
112112 mental organizations, to obtain PRC-issued Taiwan Com-
113113 patriot Permits in addition to their passport or a PRC
114114 passport to gain entry to United Nations facilities;
115115 Whereas Secretary of State Antony Blinken released a state-
116116 ment in 2021, which criticized the United Nations’ exclu-
117117 sion of Taiwan civil society members and emphasized
118118 that denying entry to such individuals undermines the
119119 work of the United Nations;
120120 Whereas, in 2022, Robert O’Brien, former United States Na-
121121 tional Security Advisor, stated that—
122122 (1) the PRC manipulates Resolution 2758 to make
123123 false claims regarding Taiwan’s status in order ‘‘to un-
124124 dermine the international order and the international sys-
125125 tem’’; and
126126 (2) Resolution 2758 ‘‘relates solely to the occupancy
127127 of the China seat at the United Nations and nothing
128128 more’’;

132132 Whereas, after the Inter-Parliamentary Alliance on China
133133 passed a model resolution clarifying the contents of Reso-
134134 lution 2758 in 2024, the Australian Senate, the Dutch
135135 House of Representatives, the United Kingdom House of
136136 Commons, the Canadian House of Commons, and the
137137 European Parliament have all approved resolutions op-
138138 posing the PRC’s distortion of Resolution 2758 and ef-
139139 forts by the PRC to block Taiwan’s meaningful participa-
140140 tion in international organizations;
141141 Whereas, in August 2023, the Central American Parliament
142142 (also known as ‘‘PARLACEN’’) expelled Taiwan, after
143143 more than 20 years as a permanent observer, from hold-
144144 ing such status at its sessions and falsely claimed that
145145 Resolution 2758 deemed Taiwan a ‘‘province of mainland
146146 China, which disqualifies it from participating as an
147147 Independent country’’;
148148 Whereas, in October 2024, South Africa’s Department of
149149 International Relations and Cooperation echoed PRC
150150 propaganda by inaccurately citing Resolution 2758 as
151151 justification to direct Taiwan’s representative office to re-
152152 locate outside of the capital, Pretoria;
153153 Whereas the PRC cites Resolution 2758 as a justification to
154154 coerce, intimidate, or punish sovereign nations for en-
155155 gagement and partnership with Taiwan; and
156156 Whereas, since 2016, the PRC has successfully induced or
157157 pressured 10 nations: Sa˜o Tome´and Principe, Panama,
158158 the Dominican Republic, El Salvador, Burkina Faso,
159159 Kiribati, Solomon Islands, Nicaragua, Honduras, and
160160 Nauru, to cut diplomatic ties with Taiwan: Now, there-
161161 fore, be it

167167 policy’’ of the United States does not affirmatively 2
168168 recognize the People’s Republic of China’s claim to 3
169169 control over Taiwan and its outlying islands, but 4
170170 rather ‘‘acknowledges’’ this position, reaffirms the 5
171171 interest of the United States in a peaceful resolution 6
172172 of cross-Strait issues, ‘‘has not agreed to take any 7
173173 position regarding sovereignty over Taiwan’’, and 8
174174 ‘‘will not exert pressure on Taiwan to enter into ne-9
175175 gotiations with the PRC’’; 10
176176 (2) reaffirms that the ‘‘one China policy’’ of the 11
177177 United States and the similar policies of its partners 12
178178 are not equivalent to the ‘‘One China Principle’’ of 13
179179 the Chinese Communist Party; 14
180180 (3) emphasizes that United Nations General 15
181181 Assembly Resolution 2758 is not equivalent to, and 16
182182 does not endorse, the PRC’s ‘‘One China Principle’’; 17
183183 (4) emphasizes further that Resolution 2758 18
184184 does not take a position on Taiwan’s ultimate polit-19
185185 ical status, as explicitly recognized by PRC leaders 20
186186 at the time, and does not represent a United Na-21
187187 tions consensus on Taiwan’s status; 22
188188 (5) opposes China’s use of the ‘‘One China 23
189189 Principle’’ to coerce the United States, Taiwan, and 24
190190 other countries to accept its claims over Taiwan; 25

200200 not a requirement for membership and encourages 7
201201 meaningful participation for Taiwan in organizations 8
202202 in which its membership is not possible; 9
203203 (8) recognizes that Taiwan is a reliable and in-10
204204 dispensable partner on issues ranging from global 11
205205 health to advanced manufacturing, and its resources 12
206206 and expertise are assets from which the inter-13
207207 national community should fully benefit; 14
208208 (9) supports ensuring that Taiwan passport 15
209209 holders are able to access United Nations grounds 16
210210 and should not be required to provide PRC-issued 17
211211 identification; 18
212212 (10) encourages the United States Government 19
213213 to work with partners on joint efforts to counter 20
214214 China’s false narratives about Resolution 2758; and 21
215215 (11) supports the efforts of other countries to 22
216216 differentiate between their policies and the ‘‘One 23
