19 | 19 | | Whereas, on October 25, 1971, United Nations General As- |
---|
20 | 20 | | sembly passed Resolution 2758, which recognizes the |
---|
21 | 21 | | Government of the People’s Republic of China (referred |
---|
22 | 22 | | to in this preamble as the ‘‘PRC’’) as the representative |
---|
23 | 23 | | of the member state ‘‘China’’ in the United Nations; |
---|
24 | 24 | | Whereas the purpose of Resolution 2758 was to address the |
---|
25 | 25 | | question of which government would represent the |
---|
26 | 26 | | ‘‘China’’ seat at the United Nations, and not to address |
---|
27 | 27 | | any other issues, including issues related to Taiwan’s ul- |
---|
28 | 28 | | timate political status; |

---|
36 | 36 | | Whereas the ‘‘One China Principle’’ is a policy held by the |
---|
37 | 37 | | Chinese Communist Party that— |
---|
38 | 38 | | (1) the PRC is the sole sovereign nation using the |
---|
39 | 39 | | name ‘‘China’’; and |
---|
40 | 40 | | (2) Taiwan is an inalienable part of China; |
---|
41 | 41 | | Whereas Resolution 2758 did not endorse and is not equiva- |
---|
42 | 42 | | lent to the ‘‘One China Principle’’ and countries that |
---|
43 | 43 | | supported Resolution 2758 do not necessarily accept the |
---|
44 | 44 | | ‘‘One China Principle’’; |
---|
45 | 45 | | Whereas Resolution 2758 does not represent an international |
---|
46 | 46 | | consensus regarding the PRC’s stance that Taiwan is |
---|
47 | 47 | | part of China; |
---|
48 | 48 | | Whereas PRC officials misrepresent Resolution 2758 by |
---|
49 | 49 | | claiming the adoption of Resolution 2758 implies accept- |
---|
50 | 50 | | ance of the ‘‘One China Principle’’ and the PRC’s claims |
---|
51 | 51 | | to Taiwan; |
---|
52 | 52 | | Whereas the PRC misleadingly claims that countries with a |
---|
53 | 53 | | ‘‘one China policy’’ have accepted and abide by the |
---|
54 | 54 | | PRC’s ‘‘One China Principle’’; |
---|
55 | 55 | | Whereas Deputy Secretary of State Kurt Campbell said, in |
---|
56 | 56 | | a 2024 hearing before the Committee on Foreign Affairs |
---|
57 | 57 | | of the House of Representatives, that Resolution 2758 |
---|
58 | 58 | | ‘‘is a tool [that China uses] to make the argument that |
---|
59 | 59 | | somehow Taiwan’s status is illegitimate’’, and reiterated |
---|
60 | 60 | | United States commitments to Taiwan; |
---|

75 | 75 | | garding sovereignty over Taiwan, and each subsequent |
---|
76 | 76 | | United States presidential administration has reaffirmed |

77 | 77 | | these Six Assurances; |

78 | 78 | | Whereas Taiwan has established representative offices in |
---|
79 | 79 | | more than 60 countries and at the European Union and |
---|
80 | 80 | | the World Trade Organization, which disproves the |
---|
81 | 81 | | PRC’s claim of a unified United Nations position or |
---|
82 | 82 | | international consensus on Taiwan’s status; |
---|
83 | 83 | | Whereas the PRC has weaponized Resolution 2758 and the |
---|
84 | 84 | | ‘‘One China Principle’’ to isolate Taiwan and to prevent |
---|
85 | 85 | | its meaningful participation at the United Nations, |
---|
86 | 86 | | United Nations-affiliated agencies, and other inter- |
---|
87 | 87 | | national fora, including at the World Health Organiza- |
---|
88 | 88 | | tion, the International Civil Aviation Organization, and |
---|
89 | 89 | | Interpol; |
---|
90 | 90 | | Whereas the PRC has bolstered its claims and engaged in re- |

91 | 91 | | visionist history by successfully altering historic United |

92 | 92 | | Nations documents to changes references to ‘‘Taiwan’’ to |

108 | 108 | | Whereas the United Nations has used Resolution 2758 as a |

109 | 109 | | justification for requiring Taiwan citizens, including |

110 | 110 | | those with official invitations to attend United Nations |

111 | 111 | | events, journalists, and representatives of nongovern- |

112 | 112 | | mental organizations, to obtain PRC-issued Taiwan Com- |

113 | 113 | | patriot Permits in addition to their passport or a PRC |

114 | 114 | | passport to gain entry to United Nations facilities; |
---|
115 | 115 | | Whereas Secretary of State Antony Blinken released a state- |
---|
116 | 116 | | ment in 2021, which criticized the United Nations’ exclu- |
---|
117 | 117 | | sion of Taiwan civil society members and emphasized |
---|
118 | 118 | | that denying entry to such individuals undermines the |
---|
119 | 119 | | work of the United Nations; |

120 | 120 | | Whereas, in 2022, Robert O’Brien, former United States Na- |

121 | 121 | | tional Security Advisor, stated that— |

122 | 122 | | (1) the PRC manipulates Resolution 2758 to make |
---|
123 | 123 | | false claims regarding Taiwan’s status in order ‘‘to un- |
---|
124 | 124 | | dermine the international order and the international sys- |
---|
125 | 125 | | tem’’; and |

126 | 126 | | (2) Resolution 2758 ‘‘relates solely to the occupancy |
