12	12	mitted the following resolution; which was referred to the Committee on
13	13	Foreign Relations
14	14	RESOLUTION
15	15	Expressing the sense of the Senate regarding United Nations
16	16	General Assembly Resolution 2758 (XXVI) and the
17	17	harmful conflation of China’s ‘‘One China Principle’’ and
18	18	the United States’ ‘‘One China Policy’’.
19	19	Whereas, on October 25, 1971, United Nations General As-
20	20	sembly passed Resolution 2758, which recognizes the
21	21	Government of the People’s Republic of China (referred
22	22	to in this preamble as the ‘‘PRC’’) as the representative
23	23	of the member state ‘‘China’’ in the United Nations;
24	24	Whereas the purpose of Resolution 2758 was to address the
25	25	question of which government would represent the
26	26	‘‘China’’ seat at the United Nations, and not to address
27	27	any other issues, including issues related to Taiwan’s ul-
28	28	timate political status;

32	32	Whereas, in recent years, the PRC has linked Resolution
33	33	2758 with its ‘‘One China Principle’’ and has claimed
34	34	that Resolution 2758 addresses the matter of sovereignty
35	35	over Taiwan;
36	36	Whereas the ‘‘One China Principle’’ is a policy held by the
37	37	Chinese Communist Party that—
38	38	(1) the PRC is the sole sovereign nation using the
39	39	name ‘‘China’’; and
40	40	(2) Taiwan is an inalienable part of China;
41	41	Whereas Resolution 2758 did not endorse and is not equiva-
42	42	lent to the ‘‘One China Principle’’ and countries that
43	43	supported Resolution 2758 do not necessarily accept the
44	44	‘‘One China Principle’’;
45	45	Whereas Resolution 2758 does not represent an international
46	46	consensus regarding the PRC’s stance that Taiwan is
47	47	part of China;
48	48	Whereas PRC officials misrepresent Resolution 2758 by
49	49	claiming the adoption of Resolution 2758 implies accept-
50	50	ance of the ‘‘One China Principle’’ and the PRC’s claims
51	51	to Taiwan;
52	52	Whereas the PRC misleadingly claims that countries with a
53	53	‘‘one China policy’’ have accepted and abide by the
54	54	PRC’s ‘‘One China Principle’’;
55	55	Whereas Deputy Secretary of State Kurt Campbell said, in
56	56	a 2024 hearing before the Committee on Foreign Affairs
57	57	of the House of Representatives, that Resolution 2758
58	58	‘‘is a tool [that China uses] to make the argument that
59	59	somehow Taiwan’s status is illegitimate’’, and reiterated
60	60	United States commitments to Taiwan;

64	64	Whereas the ‘‘one China policy’’ of the United States ac-
65	65	knowledges the PRC’s ‘‘One China Principle’’, but af-
66	66	firms that—
67	67	(1) the United States does not take a position on
68	68	Taiwan’s status; and
69	69	(2) this issue should be resolved peacefully by the
70	70	people on both sides of the Taiwan Strait;
71	71	Whereas, in 1982, during the administration of President
72	72	Ronald Reagan, the United States conveyed Six Assur-
73	73	ances to Taiwan’s President Chiang Ching-kuo, including
74	74	that the United States had not changed its position re-
75	75	garding sovereignty over Taiwan, and each subsequent
76	76	United States presidential administration has reaffirmed
77	77	these Six Assurances;
78	78	Whereas Taiwan has established representative offices in
79	79	more than 60 countries and at the European Union and
80	80	the World Trade Organization, which disproves the
81	81	PRC’s claim of a unified United Nations position or
82	82	international consensus on Taiwan’s status;
83	83	Whereas the PRC has weaponized Resolution 2758 and the
84	84	‘‘One China Principle’’ to isolate Taiwan and to prevent
85	85	its meaningful participation at the United Nations,
86	86	United Nations-affiliated agencies, and other inter-
87	87	national fora, including at the World Health Organiza-
88	88	tion, the International Civil Aviation Organization, and
89	89	Interpol;
90	90	Whereas the PRC has bolstered its claims and engaged in re-
91	91	visionist history by successfully altering historic United
92	92	Nations documents to changes references to ‘‘Taiwan’’ to
93	93	‘‘Taiwan, Province of China’’;

97	97	Whereas, in 2005, the Secretary of the World Health Organi-
98	98	zation signed a memorandum of understanding with the
99	99	PRC Ministry of Health regarding how the World Health
100	100	Organization would engage with Taiwan, which included
101	101	a requirement that communication with Taiwan go
102	102	through the PRC;
103	103	Whereas United Nations General Secretary Ban Ki-Moon
104	104	cited Resolution 2758 when refusing Taiwan’s accession
105	105	to the United Nations in 2007, based on the incorrect as-
106	106	sertion that Resolution 2758 supports China’s claim that
107	107	Taiwan is part of China;
108	108	Whereas the United Nations has used Resolution 2758 as a
109	109	justification for requiring Taiwan citizens, including
110	110	those with official invitations to attend United Nations
111	111	events, journalists, and representatives of nongovern-
112	112	mental organizations, to obtain PRC-issued Taiwan Com-
113	113	patriot Permits in addition to their passport or a PRC
114	114	passport to gain entry to United Nations facilities;
115	115	Whereas Secretary of State Antony Blinken released a state-
116	116	ment in 2021, which criticized the United Nations’ exclu-
117	117	sion of Taiwan civil society members and emphasized
118	118	that denying entry to such individuals undermines the
119	119	work of the United Nations;
120	120	Whereas, in 2022, Robert O’Brien, former United States Na-
121	121	tional Security Advisor, stated that—
122	122	(1) the PRC manipulates Resolution 2758 to make
123	123	false claims regarding Taiwan’s status in order ‘‘to un-
124	124	dermine the international order and the international sys-
125	125	tem’’; and
126	126	(2) Resolution 2758 ‘‘relates solely to the occupancy
127	127	of the China seat at the United Nations and nothing
128	128	more’’;

132	132	Whereas, after the Inter-Parliamentary Alliance on China
133	133	passed a model resolution clarifying the contents of Reso-
134	134	lution 2758 in 2024, the Australian Senate, the Dutch
135	135	House of Representatives, the United Kingdom House of
136	136	Commons, the Canadian House of Commons, and the
137	137	European Parliament have all approved resolutions op-
138	138	posing the PRC’s distortion of Resolution 2758 and ef-
139	139	forts by the PRC to block Taiwan’s meaningful participa-
140	140	tion in international organizations;
141	141	Whereas, in August 2023, the Central American Parliament
142	142	(also known as ‘‘PARLACEN’’) expelled Taiwan, after
143	143	more than 20 years as a permanent observer, from hold-
144	144	ing such status at its sessions and falsely claimed that
145	145	Resolution 2758 deemed Taiwan a ‘‘province of mainland
146	146	China, which disqualifies it from participating as an
147	147	Independent country’’;
148	148	Whereas, in October 2024, South Africa’s Department of
149	149	International Relations and Cooperation echoed PRC
150	150	propaganda by inaccurately citing Resolution 2758 as
151	151	justification to direct Taiwan’s representative office to re-
152	152	locate outside of the capital, Pretoria;
153	153	Whereas the PRC cites Resolution 2758 as a justification to
154	154	coerce, intimidate, or punish sovereign nations for en-
155	155	gagement and partnership with Taiwan; and
156	156	Whereas, since 2016, the PRC has successfully induced or
157	157	pressured 10 nations: Sa˜o Tome´and Principe, Panama,
158	158	the Dominican Republic, El Salvador, Burkina Faso,
159	159	Kiribati, Solomon Islands, Nicaragua, Honduras, and
160	160	Nauru, to cut diplomatic ties with Taiwan: Now, there-
161	161	fore, be it
162	162	Resolved, That the Senate— 1

167	167	policy’’ of the United States does not affirmatively 2
168	168	recognize the People’s Republic of China’s claim to 3
169	169	control over Taiwan and its outlying islands, but 4
170	170	rather ‘‘acknowledges’’ this position, reaffirms the 5
171	171	interest of the United States in a peaceful resolution 6
172	172	of cross-Strait issues, ‘‘has not agreed to take any 7
173	173	position regarding sovereignty over Taiwan’’, and 8
174	174	‘‘will not exert pressure on Taiwan to enter into ne-9
175	175	gotiations with the PRC’’; 10
176	176	(2) reaffirms that the ‘‘one China policy’’ of the 11
177	177	United States and the similar policies of its partners 12
178	178	are not equivalent to the ‘‘One China Principle’’ of 13
179	179	the Chinese Communist Party; 14
180	180	(3) emphasizes that United Nations General 15
181	181	Assembly Resolution 2758 is not equivalent to, and 16
182	182	does not endorse, the PRC’s ‘‘One China Principle’’; 17
183	183	(4) emphasizes further that Resolution 2758 18
184	184	does not take a position on Taiwan’s ultimate polit-19
185	185	ical status, as explicitly recognized by PRC leaders 20
186	186	at the time, and does not represent a United Na-21
187	187	tions consensus on Taiwan’s status; 22
188	188	(5) opposes China’s use of the ‘‘One China 23
189	189	Principle’’ to coerce the United States, Taiwan, and 24
190	190	other countries to accept its claims over Taiwan; 25

199	199	in international organizations for which statehood is 6
200	200	not a requirement for membership and encourages 7
201	201	meaningful participation for Taiwan in organizations 8
202	202	in which its membership is not possible; 9
203	203	(8) recognizes that Taiwan is a reliable and in-10
204	204	dispensable partner on issues ranging from global 11
205	205	health to advanced manufacturing, and its resources 12
206	206	and expertise are assets from which the inter-13
207	207	national community should fully benefit; 14
208	208	(9) supports ensuring that Taiwan passport 15
209	209	holders are able to access United Nations grounds 16
210	210	and should not be required to provide PRC-issued 17
211	211	identification; 18
212	212	(10) encourages the United States Government 19
213	213	to work with partners on joint efforts to counter 20
214	214	China’s false narratives about Resolution 2758; and 21
215	215	(11) supports the efforts of other countries to 22
216	216	differentiate between their policies and the ‘‘One 23
