18 | 18 | | Whereas, as of August 2024, drug overdoses during the pre- |

19 | 19 | | vious 12 months claimed a reported 86,678 lives in the |
---|
20 | 20 | | United States; |
---|
21 | 21 | | Whereas countless families in the United States are now fac- |

22 | 22 | | ing the unimaginable pain of losing a child, mother, fa- |
---|
23 | 23 | | ther, sibling or loved one taken by deadly, illegal fentanyl; |

24 | 24 | | Whereas the life expectancy in the United States remains im- |
---|
25 | 25 | | pacted by the opioid crisis, with people born in 2023 esti- |

26 | 26 | | mated to live 78.4 years; |

38 | 38 | | Whereas drug traffickers use illicit fentanyl to produce fake |

39 | 39 | | or counterfeit pills; |

40 | 40 | | Whereas drug traffickers are using fentanyl-laced fake or |

41 | 41 | | counterfeit pills to exploit the opioid crisis in the United |
---|

43 | 43 | | Whereas, without laboratory testing, there is no safe way to |

44 | 44 | | know how much fentanyl is concentrated in a pill or pow- |

---|
46 | 46 | | Whereas those illicit drugs are primarily made in secret fac- |

47 | 47 | | tories in Mexico with chemicals mostly from China; |

48 | 48 | | Whereas the Drug Enforcement Agency has issued warnings |
---|
49 | 49 | | about brightly colored fentanyl-laced pills being used to |
---|
50 | 50 | | target young individuals in the United States; |
---|
51 | 51 | | Whereas less than 2 milligrams is considered a deadly dose |
---|
52 | 52 | | of fentanyl; |
---|
53 | 53 | | Whereas the Drug Enforcement Agency announced that in |
---|
54 | 54 | | 2024 alone, the Drug Enforcement Agency seized over |
---|
55 | 55 | | 367,000,000 doses of potentially deadly fentanyl, enough |
---|
56 | 56 | | to kill every individual in the United States, which in- |
---|
57 | 57 | | cluded— |

58 | 58 | | (1) more than 55,000,000 fentanyl-laced pills; and |

59 | 59 | | (2) 7,800 pounds of fentanyl powder; |

73 | 73 | | local law enforcement agencies for their work in 3 |

74 | 74 | | combating the fentanyl crisis; 4 |

76 | 76 | | ery organizations that help individuals with sub-6 |

77 | 77 | | stance use disorder; 7 |
