Maurice D. Hinchey Hudson River Valley National Heritage Area Enhancement Act This bill adds the rest of Saratoga County and Washington County in New York within the boundaries of the Maurice D. Hinchey Hudson River Valley National Heritage Area in New York.

Mount Rushmore Protection Act This bill prohibits the use of any federal funds to alter, change, destroy, or remove any name, face, or other feature on the Mount Rushmore National Memorial in South Dakota and designates Mount Rushmore.

Continued Rapid Ohia Death Response Act of 2025This bill establishes requirements to research and control Rapid Ohia Death, which is the disease caused by the fungal pathogen known as Ceratocystis fimbriata that affects the tree of the species Metrosideros polymorpha.Specifically, the Department of the Interior must partner with the Department of Agriculture (USDA) and Hawaii to control and address Rapid Ohia Death.In addition, the U.S. Geological Survey and the Forest Service Institute of Pacific Islands Forestry must continue to research Rapid Ohia Death vectors and transmission.The U.S. Fish and Wildlife Service must continue to partner with USDA, Hawaii, and local stakeholders to manage ungulates (e.g., certain mammals such as deer) in Rapid Ohia Death control areas on federal, state, and private land, with the consent of private landowners.Finally, the Forest Service must provide (1) financial assistance to prevent the spread of the fungus and to restore the native forests of Hawaii, and (2) staff and necessary infrastructure funding to the Institute of Pacific Islands Forestry to research the fungus.

California Central Coast Conservation Act This bill prohibits the Bureau of Land Management from administering an oil and gas leasing and development program on the Central Coast of California (e.g., Fresno, Monterey, and San Benito Counties) until it completes and publishes a supplemental environmental impact statement (EIS) assessing the environmental effects of such leasing and development, including the effects on air quality, seismicity, and greenhouse gas emissions. In addition, the bill establishes requirements for the Environmental Protection Agency's review of the EIS.

Public Land Search and Rescue Act This bill directs the Department of the Interior to establish a program to allocate resources to remote search and rescue activities conducted on lands under the jurisdiction of the Department of Agriculture or Interior. Interior may award a grant under the program to a state or a political subdivision to (1) purchase equipment and gear necessary for remote search and rescue activities, (2) reimburse such an eligible recipient for the cost of maintenance and repair of remote search and rescue equipment owned or leased by the recipient, and (3) reimburse state and local agencies responsible for remote search and rescue activities. Interior must prioritize an application from an eligible recipient who serves an area with a high ratio of visitors to residents. The federal share of assistance under the program shall be 75% of the cost of an eligible project.

To amend the Aquifer Recharge Flexibility Act to clarify a provision relating to conveyances for aquifer recharge purposes.

Oyster Reef Recovery Act of 2025

IHS Contract Support Cost Amendment Act This bill allows tribes to receive contract support costs for activities that would otherwise be carried out by the Department of the Interior or the Department of Health and Human Services for direct operation of a program, but for which the costs are not fully covered by the amount of funds required by the Indian Self-Determination and Education Assistance Act of 1975.

Pala Band of Mission Indians Land Transfer Act of 2023 This bill directs the Department of the Interior to take approximately 721.12 acres of land in San Diego County, California, into trust for the benefit of the Pala Band of Mission Indians, if the tribe transfers title to that land to the United States. The land is made part of the Pala Indian Reservation. The bill generally prohibits gaming on any of the land taken into trust.

Geothermal Cost-Recovery Authority Act of 2025This bill expands the Geothermal Steam Act of 1970 to give the Department of the Interior the authority to collect certain fees from applicants for, or holders of, geothermal leases through September 30, 2032. Specifically, Interior may direct those applicants or leaseholders to reimburse the United States for costs from (1) processing applications for geothermal leases on federal land, such as applications for geothermal drilling permits; and (2) inspecting and monitoring geothermal exploration and development activities, including reclamation activities.Interior may reduce the amount of the fee if it determines that (1) the full reimbursement would impose an economic hardship on the applicant, or (2) a less than full reimbursement is necessary to promote the greatest use of geothermal resources.Interior may use those fees only to the extent that they are provided in advance in appropriations acts for (1) processing applications for geothermal leases, and (2) inspecting and monitoring related exploration and development activities.Within five years of the bill's enactment, Interior must submit to Congress a report that includes an assessment of how the fees affect Interior's geothermal leasing program and any recommendations for updates to the fees and the program. 

Historic Roadways Protection ActThis bill prohibits the Bureau for Land Management (BLM) from closing historical roads on public lands in certain areas of Utah until the Federal District Court for Utah makes a decision on each of the R.S. 2477 cases, which are cases brought by Utah and counties to keep historical roads on BLM land in Utah open for public use.By way of background, a provision of the Mining Law of 1866, commonly known as R.S. 2477, granted rights-of-way to states and counties across public lands for the construction of roads for public use in order to promote settlement of the American West. In 1976, Congress repealed R.S. 2477 when it enacted the Federal Land Policy and Management Act (FLPMA), but FLPMA preserved rights-of-way that had been established under R.S. 2477. After the BLM released travel management plans that closed some historical roads, Utah and 22 counties filed lawsuits about their rights-of-way across public lands for historical roads.Until the BLM certifies that those cases have been decided, the bill prohibits the BLM from obligating or expending federal funds to (1) finalize or implement a new travel management plan for certain travel management areas in Utah; or (2) implement, with respect to land within the boundary of Utah, the Indian Creek (Canyon Rims) Travel Management Plan, the San Rafael Desert Travel Management Plan, the San Rafael Swell Travel Management Plan, or the Labyrinth/Gemini Bridges Travel Management Plan.

Western Wildfire Support Act of 2023 This bill establishes activities to address wildfires. The bill requires the Department of Agriculture (USDA) and the Department of the Interior to establish spatial fire management plans before the end of FY2026. The bill establishes accounts in the Treasury for addressing wildfires, a program to train and certify citizens who wish to be able to volunteer to assist USDA or Interior during a wildland fire incident, a program to award grants to eligible states or units of local government to acquire slip-on tank and pump units for a surge capacity of resources for fire suppression, the Theodore Roosevelt Genius Prize for the management of wildfire-related invasive species, and the Management of Wildfire-Related Invasive Species Technology Advisory Board. The bill also requires the Department of Defense (DOD) to reimburse a state or federal agency for the costs of wildfire suppression as a result of a fire caused by DOD activity, requires the Joint Fire Science Program to work with unmanned aircraft test ranges to carry out research and development of unmanned aircraft system fire applications, requires federal and state disaster preparedness programs to include postdisaster assistance, and authorizes the Federal Emergency Management Agency to provide funding to a state agency to establish and operate a website to provide information relating to postfire recovery funding and resources to a community or an individual impacted by a wildland fire.

Reliability for Ratepayers Act

West Coast Ocean Protection Act of 2023 This bill prohibits the Department of the Interior from issuing a lease for the exploration, development, or production of oil or natural gas in any area of the Outer Continental Shelf off the coast of California, Oregon, or Washington.

This bill nullifies two presidential memoranda that were published on January 6, 2025, including (1) the Memorandum on the Withdrawal of Certain Areas of the United States Outer Continental Shelf from Oil or Natural Gas Leasing, relating to the Gulf of Mexico, Atlantic, and Pacific areas of the Outer Continental Shelf (OCS); and (2) the Memorandum on the Withdrawal of Certain Areas of the United States Outer Continental Shelf from Oil or Natural Gas Leasing, relating to the Bering Sea areas of the OCS. The memoranda prohibited the Bureau of Ocean Energy Management (BOEM) from issuing offshore leases for the exploration, development, or production (i.e., offshore drilling) of oil or natural gas in those areas.This bill reverses the withdrawal to allow BOEM to issue leases in those areas.
