(Gray) H.B. 29 01-20-23 9:19 AM - 2 - 26 27Be it enacted by the Legislature of the state of Utah: 28 Section 1. Section 26B-4-102 is enacted to read: 29 26B-4-102. Mental health crisis response grant program. 30 (1) As used in this section: 31 (a) "Best practice crisis intervention team" means a team of law enforcement officers 32and mental health professionals: 33 (i) certified by the division; and 34 (ii) operating in accordance with the recommendations of the Mental Health Crisis 35Intervention Council created in Section 62A-15-1902. 36 (b) "Division" means the Division of Integrated Healthcare created in Section 3726B-1-204. 38 (c) "Local law enforcement agency" means the same as that term is defined in Section 3953-13-101. 40 (d) "Mobile crisis outreach team" means the same as that term is defined in Section 4162A-15-102. 42 (2) The division shall establish and administer a grant program for local law 43enforcement agencies to create or expand best practice crisis intervention teams to respond to 44an incident upon request of a mobile crisis outreach team or if the mobile crisis outreach team 45is not available. 46 (3) The goal of incident response by a best practice intervention team is an outcome for 47the individual in crisis that: 48 (a) increases engagement with appropriate community resources and services; and 49 (b) reduces the likelihood of: 50 (i) commitment; 51 (ii) hospitalization; or 52 (iii) incarceration. 53 (4) The division: 54 (a) shall establish data tracking and reporting requirements for a local law enforcement 55agency that receives a grant through the program described in Subsection (2), which shall 56include: 01-20-23 9:19 AM 2nd Sub. (Gray) H.B. 29 - 3 - 57 (i) activities; 58 (ii) outcomes; and 59 (iii) collaborations; and 60 (b) may make rules in accordance with Title 63G, Chapter 3, Utah Administrative 61Rulemaking Act, for: 62 (i) establishing standards, qualifications, and training requirements for the certification 63of teams described in Subsection (1)(a); and 64 (ii) administrating the grant program as described in Subsection (2).
