11	17		10 This bill enacts and amends provisions related to credit for prior learning in higher
12	18		11education.
13	19		12Highlighted Provisions:
14	20		13 This bill:
15	21		14 <defines terms;
16	22		15 <amends the Utah Board of Higher Education's (board) requirement for acceptance of
17	23		16credit for prior learning;
18	24		17 <requires institutions to award credit for International Baccalaureate programme
19	25		18subject scores under certain circumstances;
20	26		19 <requires the board to consult with the Utah Association of IB World Schools and
21	27		20school International Baccalaureate program coordinators to develop policies
22	28		21regarding standards for awarding International Baccalaureate programme credits;

24	30		23 <makes technical and conforming changes.

34	41		32Be it enacted by the Legislature of the state of Utah:
35	42		33 Section 1. Section 53B-16-110 is amended to read:
36	43		34 53B-16-110. Credit for prior learning -- Board plan and policies -- Reporting.
37	44		35 (1) As used in this section:
38	45		36 (a) "Credit for prior learning" means credit awarded by an institution to a student who
39	46		37demonstrates, through a prior learning assessment, that the student's prior learning meets
40	47		38college-level competencies.
41	48		39 (b) "Institution" means an institution of higher education described in Section
42	49		4053B-1-102.
43	50		41 (c) "International Baccalaureate programme" means an International Baccalaureate
44	51		42Secondary Education programme course that:
45	52		43 (i) the International Baccalaureate establishes; and
46	53		44 (ii) (A) an International Baccalaureate diploma candidate takes;
47	54		45 (B) an International Baccalaureate career candidate takes; or
48	55		46 (C) an International Baccalaureate course student, who is not a candidate under
49	56		47Subsection (1)(c)(ii)(A) or (B), takes.
50	57		48 (d) "International Baccalaureate programme subject score" means the total points the
51	58		49International Baccalaureate awards to a student for an International Baccalaureate programme
52	59		50course based on fulfillment of all subject requirements, including the end-of-course
53	60		51examination and externally assessed coursework.
54	61		52 [(c)] (e) "Prior learning" means knowledge, skills, or competencies acquired through
55	62		53formal or informal education outside the traditional postsecondary academic environment.
56	63		54 [(d)] (f) "Prior learning assessment" means a method of evaluating or assessing an
57	64		55individual's prior learning.

61	68		58 (3) (a) The board shall establish policies that provide minimum standards for all
62	69		59institutions regarding:
63	70		60 (i) accepted forms of prior learning assessments;
64	71		61 (ii) awarding credit for prior learning;
65	72		62 (iii) transferability of credit for prior learning between institutions;
66	73		63 (iv) transcription of credit for prior learning;
67	74		64 (v) institutional procedures for maintaining transparency and consistency in awarding
68	75		65credit for prior learning;
69	76		66 (vi) communication to faculty, advisors, current students, and prospective students
70	77		67regarding standards and [cost] costs related to credit for prior learning and prior learning
71	78		68assessments;
72	79		69 (vii) required training of faculty and advisors on prior learning assessment standards
73	80		70and processes; and
74	81		71 (viii) portfolio-specific prior learning assessments.
75	82		72 (b) The board shall ensure that accepted forms of prior learning assessments described
76	83		73in Subsection (3)(a) include [at least the following]:
77	84		74 (i) program evaluations, completed by an institution, of noncollegiate programs or
78	85		75training courses to recognize proficiencies;
79	86		76 (ii) nationally recognized, standardized examinations, including:
80	87		77 (A) Advanced Placement examinations;
81	88		78 (B) College Level Exam Program general examinations;
82	89		79 (C) College Level Exam Program subject examinations; and
83	90		80 (D) DANTES Subject Standardized Tests;
84	91		81 (iii) International Baccalaureate programme subject scores;
85	92		82 [(iii)] (iv) customized examinations offered by an institution to verify an individual's

88	94		84assess general disciplinary knowledge or skill;
89	95		85 [(iv)] (v) evaluations of corporate or military training; and
90	96		86 [(v)] (vi) assessments of individuals' portfolios.

92	99		88standardized examination described in Subsection (3)(b)(ii).
93	100		89 (b) An institution shall award credit to a student who demonstrates competency by
94	101		90passing a standardized examination described in Subsection (3)(b)(ii) unless the award of credit
95	102		91duplicates credit already awarded.
96	103		92 (5) For purposes of Subsection (3)(b)(iii) and beginning with the 2023-2024, school
97	104		93year, all institutions shall award credit to a student who receives an International Baccalaureate
98	105		94programme subject score of four or higher for an International Baccalaureate programme
99	106		95course unless the award of credit duplicates credit an institution already awarded.
100	107		96 (6) The board shall, through committees that the board authorizes, consult with the
101	108		97Utah Association of IB World Schools and school International Baccalaureate program
102		-	98coordinators to align International Baccalaureate ~~programme~~ subject scores with commonly

103	110		99numbered institution of higher education courses to satisfy general education requirements or
104	111		100major requirements.
105	112		101 [(5)] (7) The board shall:
106	113		102 (a) create and maintain a website that provides statewide information on prior learning
107	114		103assessments and credit for prior learning; and
108	115		104 (b) [identify a] maintain software or data [tool that will] tools to support the board in:
109	116		105 (i) implementing the plan described in Subsection (2); and
110	117		106 (ii) fulfilling the board's requirements described in Section 53B-16-105.
111	118		107 [(6) On or before the November 2019 interim meeting, the board shall report to the

113	120		109 [(a) the plan described in Subsection (2);]

126	133		121 (8) An institution shall annually report to the board on:
127	134		122 (a) each form of prior learning assessment for which the institution provides credit for
128	135		123prior learning; and
129	136		124 (b) the total amount of credit for prior learning the institution provides to students.
