To the extent that a county fails to submit an application before December 31, 2022, to create a
housing and transit reinvestment zone near a public transit hub in a county with a small public transit
district, local governments could lose a portion of revenue due to certain vested development rights for
property owners within a radius of the public transit hub. The potential local government revenue loss
cannot be quantified.
