Cullimore 2 3 LONG TITLE 4 General Description: 5 This bill concerns electronic access to personal and financial information for an offender. 6 Highlighted Provisions: 7 This bill: 8 ▸ requires the Division of Technology Services to make a version of the single sign-on 9 citizen portal available for certain individuals who are or were offenders that contains: 10 ● if possible, an electronic copy of, or link to, the individual's digital verifiable 11 credentials and records; and 12 ● if available, information on certain debts the individual may have; and 13 ▸ makes technical and conforming changes. 14 Money Appropriated in this Bill: 15 None 16 Other Special Clauses: 17 None 18 Utah Code Sections Affected: 19 AMENDS: 20 63A-16-803, as last amended by Laws of Utah 2023, Chapters 34, 329 21 22 Be it enacted by the Legislature of the state of Utah: 23 Section 1. Section 63A-16-803 is amended to read: 24 63A-16-803 . Single sign-on citizen portal -- Creation. 25 (1) The division shall, in consultation with the entities described in Subsection (4), design 26 and create a single sign-on citizen portal that is: 27 (a) a web portal through which an individual may access information and services 28 described in Subsection (2), as agreed upon by the entities described in Subsection (4); H.B. 31 Enrolled Copy 29 and 30 (b) secure, centralized, and interconnected. 31 (2) The division shall ensure that the single sign-on citizen portal allows an individual, at a 32 single point of entry, to: 33 (a) access and submit an application for: 34 (i) medical and support programs including: 35 (A) a medical assistance program administered under Title 26B, Chapter 3, Health 36 Care - Administration and Assistance, including Medicaid; 37 (B) the Children's Health Insurance Program under Title 26B, Chapter 3, Part 9, 38 Utah Children's Health Insurance Program; 39 (C) the Primary Care Network as defined in Section 26B-3-211; and 40 (D) the Women, Infants, and Children program administered under 42 U.S.C. Sec. 41 1786; 42 (ii) unemployment insurance under Title 35A, Chapter 4, Employment Security Act; 43 (iii) workers' compensation under Title 34A, Chapter 2, Workers' Compensation Act; 44 (iv) employment with a state agency; 45 (v) a driver license or state identification card renewal under Title 53, Chapter 3, 46 Uniform Driver License Act; 47 (vi) a birth or death certificate under Title 26B, Chapter 8, Part 1, Vital Statistics; and 48 (vii) a hunting or fishing license under Title 23A, Chapter 4, Licenses, Permits, 49 Certificates of Registration, and Tags; 50 (b) access the individual's: 51 (i) transcripts from an institution of higher education described in Section 53B-2-101; 52 and 53 (ii) immunization records maintained by the Department of Health and Human 54 Services; 55 (c) register the individual's vehicle under Title 41, Chapter 1a, Part 2, Registration, with 56 the Motor Vehicle Division of the State Tax Commission; 57 (d) file the individual's state income taxes under Title 59, Chapter 10, Individual Income 58 Tax Act, beginning December 1, 2020; 59 (e) access information about positions available for employment with the state; and 60 (f) access any other service or information the department determines is appropriate in 61 consultation with the entities described in Subsection (4). 62 (3) The division shall develop the single sign-on citizen portal using an open platform that: - 2 - Enrolled Copy H.B. 31 63 (a) facilitates participation in the portal by a state entity; 64 (b) allows for optional participation in the portal by a political subdivision of the state; 65 and 66 (c) contains a link to the State Tax Commission website. 67 (4) In developing the single sign-on citizen portal, the department shall consult with: 68 (a) each state executive branch agency that administers a program, provides a service, or 69 manages applicable information described in Subsection (2); 70 (b) the Utah League of Cities and Towns; 71 (c) the Utah Association of Counties; and 72 (d) other appropriate state executive branch agencies. 73 (5) The division shall ensure that the single sign-on citizen portal is fully operational no 74 later than January 1, 2025. 75 (6)(a) As used in this Subsection (6): 76 (i) "Digital verifiable credential" means the same as that term is defined in Section 77 63A-16-108. 78 (ii) "Digital verifiable record" means the same as that term is defined in Section 79 63A-16-108. 80 (iii) "Offender" means the same as that term is defined in Section 64-13-1. 81 (b) No later than January 1, 2027, the division shall ensure that a version of the single 82 sign-on citizen portal is made available to an individual who: 83 (i) is a Utah resident; and 84 (ii)(A) is an offender; or 85 (B) previously was an offender resulting from a conviction that occurred on or 86 after January 1, 2027. 87 (c) The portal described in Subsection (6)(b) shall include: 88 (i) if possible, an electronic copy of, or link to, the individual's digital verifiable 89 credentials and digital verifiable records; and 90 (ii) if available: 91 (A) information on the individual's debts such as restitution, court costs, fines, tax 92 obligations, alimony, child support, other court-ordered payments, and similar 93 debts; and 94 (B) links or another method to access more information concerning the debts 95 listed in Subsection (6)(c)(ii)(A). 96 Section 2.
