This bill addresses disorderly conduct.

Be it enacted by the Legislature of the state of Utah:

Section 1.  Section 76-9-102.1 is enacted to read:
19 
76-9-102.1 . Aggravated disorderly conduct on a street or highway.

(1) Terms defined in Section 76-1-101.5 apply to this section.

(2) An actor commits aggravated disorderly conduct on a street or highway if the actor:
22 
(a) intentionally, knowingly, or recklessly obstructs vehicular or pedestrian traffic on a
23 
street or highway with:
24 
(i) a speed limit of 40 miles per hour or more; or
25 
(ii) at least two lanes in the same direction of travel; and
26 
(b) refuses to comply with the lawful order of a law enforcement officer to move from
27 
the street or highway.

(3)(a) Except as provided in Subsection (3)(b), a violation of Subsection (2) is a class B H.B. 80	Enrolled Copy
29 
misdemeanor.

(b) A violation of Subsection (2) is a class A misdemeanor if within one year before the
31 
day on which the actor violates this section, the actor was previously convicted of a
32 
violation of Subsection (2).

Section 2.  Effective Date.
34 
This bill takes effect on May 7, 2025.
