45	45		Be it enacted by the Legislature of the state of Utah:

47	47		Section 1. Section 20A-7-103 is amended to read:

49	49		20A-7-103 . Constitutional amendments and other questions submitted by the

51	51		Legislature -- Publication -- Ballot title -- Procedures for submission to popular vote.

53	53		(1) The procedures contained in this section govern when the Legislature submits a

55	55		proposed constitutional amendment or other question to the voters.

57	57		(2) The lieutenant governor shall[, not more than 60 days or less than 14 days before the

59	59		date of the election, publish the full text of the amendment, question, or statute for the

63	63		(a) for a proposed constitutional amendment, in accordance with Utah Constitution,

65	65		Article XXIII, Section 1, publish the entire text of the proposed constitutional

67	68		amendment for 60 calendar days immediately preceding the next general election, as

71	72		(b) for a question other than a proposed constitutional amendment, publish the question

77	78		(3) The presiding officers shall:

79	80		(a) entitle each proposed constitutional amendment "Constitutional Amendment __" and

81	82		assign a letter to the constitutional amendment in accordance with the requirements

83	84		of Section 20A-6-107;

85	86		(b) entitle each proposed question "Proposition Number __" with the number assigned to

87	88		the proposition under Section 20A-6-107 placed in the blank;

89	90		(c) draft and designate a ballot title for each proposed amendment or question submitted

91	92		by the Legislature that:

93	94		(i) summarizes the subject matter of the amendment or question; and

95	96		(ii) for a proposed constitutional amendment, summarizes any legislation that is
96	97		46
97	98		enacted and will become effective upon the voters' adoption of the proposed
98	99		47
99	100		constitutional amendment; and

101	102		(d) deliver each letter or number and ballot title to the lieutenant governor.

103	104		(4) The lieutenant governor shall certify the letter or number and ballot title of each

105	106		amendment or question to the county clerk of each county no later than 65 days before

107	108		the date of the election.

109	110		(5) The county clerk of each county shall:

111	112		(a) ensure that the letter or number and the ballot title of each amendment and question

113	114		prepared in accordance with this section are included in the sample ballots and

115	116		official ballots; and

117	118		(b) publish the sample ballots and official ballots as provided by law.

119	120		Section 2. Effective Date.

121	122		This bill takes effect January 1, 2027, if the amendment to the Utah Constitution

123	124		proposed by H.J.R. 10, Proposal to Amend Utah Constitution - Publication Amendments, 2025

125	126		General Session, passes the Legislature and is approved by a majority of those voting on it at
126	127		61
127	128		the next regular general election.
