General Description:

This joint rules resolution authorizes the chief sponsor of legislation to provide supporting
6 
information.

Highlighted Provisions:

This resolution:
9 
▸ defines "sponsor's supporting information";
10 
▸ allows a chief sponsor of legislation to provide the sponsor's supporting information,
11 
subject to certain requirements;
12 
▸ clarifies that a sponsor's supporting information is not part of the legislation; and
13 
▸ requires the secretary of the Senate and chief clerk of the House to ensure that a sponsor's
14 
supporting information, if provided, is publicly accessible through the legislation's
15 
webpage.

Be it resolved by the Legislature of the state of Utah:
23 
Section 1.  JR4-2-407 is enacted to read:
24 
 
Part 4. Committee Notes, Fiscal Notes, and Sponsor's Supporting Information
25 
JR4-2-407 . Sponsor's supporting information.
26 
(1) As used in this rule, "sponsor's supporting information" means a document that contains
27 
information in support of legislation that includes:
28 
(a) the chief sponsor's policy objective;

(b) the chief sponsor's description of the legislation's anticipated impact; or
30 
(c) any other information related to the legislation that the chief sponsor wishes to
31 
convey.

(2) A sponsor's supporting information is not part of the legislation.
33 
(3) Subject to Subsections (4) and (5), a chief sponsor may provide the sponsor's supporting
34 
information:
35 
(a)(i) if the chief sponsor is a senator, to the secretary of the Senate; or
36 
(ii) if the chief sponsor is a representative, to the chief clerk of the House; and
37 
(b)  anytime after the chief sponsor's legislation is numbered and before the Legislature
38 
adjourns sine die the legislative session during which the legislation is considered.
39 
(4) A chief sponsor shall ensure that the sponsor's supporting information:
40 
(a) is a portable document format file;
41 
(b) does not exceed the equivalent of two letter-size pages;
42 
(c) includes:
43 
(i) the chief sponsor's name;
44 
(ii) the legislation's number and, if the supporting information relates to substitute
45 
legislation, the substitute number; and
46 
(iii) the following statement at the bottom of the first page: "DISCLAIMER: The
47 
supporting information contained in this document is provided by the legislation's
48 
chief sponsor and has not been reviewed for accuracy. This supporting
49 
information is not an official part of the legislation and may not be used as
50 
evidence of the Legislature's intent."

(5) A chief sponsor may replace the sponsor's supporting information provided under this
52 
rule only if the replacement:
53 
(a) updates the sponsor's supporting information because the legislation is amended or
54 
substituted; or
55 
(b) corrects a factual error.
56 
(6) The secretary of the Senate and the chief clerk of the House shall ensure that a sponsor's
57 
supporting information, if provided, is publicly accessible through the legislation's
58 
webpage.

Section 2.  Effective Date.
60 
This resolution takes effect on May 7, 2025.
