41	41		Be it enacted by the Legislature of the state of Utah:

43	43		Section 1. Section 41-1a-233 is enacted to read:

45	45		41-1a-233 . Conditional registration for new commercial motor vehicles.

47	47		(1) As used in this part:

49	49		(a) "Manufacturer's statement of origin" means a statement or certificate from the motor

51	51		vehicle manufacturer that shows:

53	53		(i) the date of sale from the manufacturer to the first purchaser;

55	55		(ii) the name of the first purchaser;

57	57		(iii) a description of the motor vehicle, including the year, make, model, and vehicle

59	59		identification number; and

73	74		(2) The division may issue a conditional registration for a new motor vehicle that is a

79	80		(i) is a passenger rental car establishment;

81	82		(ii) has not received a manufacturer statement of origin;

83	84		(iii) is entitled to a manufacturer statement of origin;

85	86		(iv) has physical possession of the vehicle; and

87	88		(v) has paid all applicable taxes and fees for the vehicle; and

89	90		(b) a qualified identification number inspector has:

91	92		(i) physically inspected the identification number of the motor vehicle; and

93	94		(ii) made a record of the identification number inspection on a form approved by the

97	98		(3)(a) A conditional registration issued under Subsection (2) shall be in effect for a

99	100		period of 12 months beginning with the first day of the calendar month of registration

101	102		and does not expire until the last day of the same month in the following year.

103	104		(b) An owner of a vehicle with a conditional registration may not renew the registration

105	106		until a Utah title is obtained for the vehicle.

107	108		(c) A vehicle with a conditional registration under this section may not be sold or

109	110		transferred without first obtaining a Utah title.
