45	45	WHEREAS, the U.S. Department of Justice has filed an antitrust action against RealPage

47	47	and six major landlords alleging collusion in setting rental prices using shared data and

49	49	algorithmic pricing;

51	51	WHEREAS, in Salt Lake County alone, these landlords manage over 20% of the
52	52	24
53	53	multifamily rental units;

55	55	WHEREAS, the lawsuit alleges that by manipulating rental prices through shared
56	56	26
57	57	information and algorithmic collusion, these landlords undermine fair market competition,
58	58	27
59	59	drive rents higher than they should be, and ultimately make housing less affordable for Utah

61	61	households;

63	63	WHEREAS, the Attorneys General of North Carolina, California, Colorado, Connecticut,

65	65	Minnesota, Oregon, Tennessee, Washington, Illinois, and Massachusetts have already joined

70	70	WHEREAS, the action against RealPage seeks to end these unlawful practices, promote

72	72	transparency, and restore competition in the rental housing market; and

74	74	WHEREAS, participating in this case and studying the impacts on Utah's renters and the

76	76	rental housing market of this price fixing would send a message that the Legislature is

78	78	committed to protecting renters from abuse by powerful landlords:

80	80	NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urges

82	82	the Utah Attorney General to join the antitrust lawsuit against RealPage and landlords engaged

84	84	in these alleged price fixing actions.

86	86	BE IT FURTHER RESOLVED that the Legislature shall study this issue and related

88	88	matters in the appropriate 2025 interim committee.
