1315 Be it enacted by the General Assembly of Virginia:

1517 1. That the Code of Virginia is amended by adding in Article 1 of Chapter 1 of Title 53.1 a section numbered 53.1-1.3 as follows:

1921 The Department shall maintain a temperature of not less than 65 degrees Fahrenheit or more than 80 degrees Fahrenheit in all state correctional facilities that are capable of controlling the interior temperature of such facility as a result of a heating or air conditioning installation.

2123 2. That the Department of Corrections shall evaluate the implementation of remote temperature monitoring, including the cost of such implementation. The Department shall submit a report detailing any findings and data of such study and any recommendations resulting from such study to the General Assembly by October 1, 2025. Such report shall include (i) a response plan for each state correctional facility without heating or air conditioning for when temperatures at such facility rise above 80 degrees or fall below 65 degrees and (ii) a plan detailing the cost and timeline estimates for installing heating, ventilation, and air conditioning equipment in all state correctional facilities operating without such equipment.
